Sometimes—but there is no blanket yes or no. A business may ship only if the sanctions and export-control rules that apply to the transaction do not prohibit it, or a valid exception or licence permits it. The answer depends on the jurisdictions connected to the shipment, the goods, the people and companies involved, the destination and route, the end use, and the risk of diversion.
What determines whether a shipment is allowed?
Sanctions may target a country or region, named people or entities, particular industries, goods, services, financing, or indirect supply. A shipment can therefore raise a sanctions issue even when the destination country is not itself subject to a broad embargo. Export controls may also apply to the goods or technology independently of sanctions.
Start by identifying every plausible legal connection: where the business and relevant personnel are based, where the goods originate, and where counterparties, services, or payment channels are located. The rules of one country may not be the only ones that matter. The applicable law also depends on the specific transaction and current rules, which can change.

How to assess a shipment before it leaves
Use this sequence for each proposed transaction, documenting what you checked and how you resolved any concerns.
- Map the jurisdictions. Identify the countries whose sanctions or export-control rules may apply because of the business, personnel, goods, parties, services, or payment arrangements.
- Check current rules and designations. Review the official current sanctions regimes, regulations, lists, and sector restrictions for each relevant jurisdiction. A screening result is a lead to investigate, not a complete compliance assessment.
- Identify and classify the goods accurately. Confirm what is actually being shipped and whether it is controlled, restricted, dual-use, or covered by a sanctions measure. Make sure commodity codes and descriptions match the goods.
- Screen the parties and ownership. Check the shipper, consignee, intermediaries, relevant owners, and—where relevant—the vessel against applicable lists. Investigate possible identity matches; a similar name alone does not establish that a party is a listed person.
- Assess destination, route, and use. Examine the end user, intended end use, transit and transshipment points, and plausible onward movement. Ask for more information when the buyer, route, quantity, or stated purpose does not make commercial sense.
- Check the shipment record. Compare invoices, export declarations, packing lists, shipping instructions, labels, and bills of lading. Investigate inconsistencies and requests made after booking that would conceal the cargo or final consignee.
- Resolve any prohibition before proceeding. If a rule appears to prohibit the transaction, determine whether a specific exception applies. If it does not, establish whether a licence is available and obtain it before carrying out the restricted activity. A pending licence application is not permission.
- Pause and escalate uncertainty. Stop the shipment while resolving a credible diversion risk, possible sanctions match, or material uncertainty. Seek qualified legal advice for a real transaction if the law or facts remain unclear.
When can an exception or licence permit a shipment?
An exception and a licence are not interchangeable. An exception applies automatically only when the activity meets the conditions defined in the relevant regulation. A licence is written permission for an activity that would otherwise be prohibited; whether one is available and which authority handles it depend on the restriction and jurisdiction.

UK licensing responsibilities vary among financial sanctions, strategic export controls, other trade sanctions, import sanctions, and transport restrictions. A licence for one restriction should not be assumed to cover a different restriction or jurisdiction.

Yes. A non-sanctioned destination does not by itself rule out a restriction. Indirect-supply prohibitions and diversion controls may apply when goods are routed through an intermediary or may ultimately reach a sanctioned destination or person.

UK Sanctions End-Use Controls address a specific case: the government may inform an exporter in writing that goods or related technology exported to a non-sanctioned third country face a risk of eventual diversion to a sanctioned destination or person. The control is targeted to the identified shipment or transaction, not a blanket licence requirement for every export to that country. Once notified, the exporter must not proceed without the required licence. Other existing controls can apply independently.
What freight and shipping warning signs should trigger more checks?
UK government freight guidance published on 3 November 2025 lists indicators such as:

- Goods whose capabilities do not fit the consignee’s business, or odd quantities and repeated small shipments.
- Vague cargo descriptions; anomalous packaging, labels, weight, or dimensions; or reluctance to allow inspection.
- A destination or route inconsistent with normal trade, including transit through a higher-risk country.
- Last-minute consignee or route changes, or requests for blind shipping or switch bills.
- A shipment likely to reach Russia through an intermediary.
These are prompts to investigate the whole transaction, not proof of a violation: the guidance says no single indicator is definitively indicative of illicit activity. It is Russia-focused; it says much of its advice may translate to other UK sanctions regimes, including Belarus, Iran, and North Korea, but the rules and any goods restrictions must be checked under the relevant regime rather than copied across.
What do U.S. and EU rules add?
Requirements depend on the applicable program, jurisdiction, and facts; the following official guidance illustrates why outcomes can differ across regimes.

- United States: OFAC’s package FAQ says a U.S. person, including a shipping company, must block a package in which a blocked person has an interest. In other circumstances—such as an embargoed destination without a relevant exception or authorization—a carrier may instead reject and return the package. Blocking and rejection are distinct outcomes; the applicable program and facts control.
- Maritime activity: OFAC’s maritime compliance guidance, dated 31 October 2024, encourages risk-based compliance for U.S.-jurisdiction organizations and foreign entities doing business in or with the United States, U.S. persons, or using U.S.-origin goods or services. It discusses evasion patterns including vessel-location manipulation, falsified documents, and obscured vessel ownership.
- European Union: The European Commission’s export-sanctions due diligence guidance, published 19 February 2024, addresses risk assessment, business partners, transactions, goods, and circumvention warning signs. It does not replace checking the current EU rules applicable to the specific shipment.
Why a name-screening tool is not enough
Screening databases can help identify potential matches, but a name search alone cannot assess ownership, goods, end use, route, services, or diversion risk. UK guidance warns that relying on outside screening databases alone is not a defence if a company facilitated a sanctions breach. Keep transaction-specific records, investigate alerts and inconsistencies, and apply the rules that govern the whole shipment.
When should a business hold the shipment?
Do not release goods while a material issue remains unresolved. Hold and escalate if a party may match a designation, the transaction appears prohibited, a required licence has not been granted, the paperwork or route raises credible diversion concerns, or the end user or intended use is unclear. Confirm the current official rules immediately before acting because sanctions, lists, exceptions, licensing policy, and diversion patterns change.
