Yes. In Australia, you can call 000 from a mobile phone without a SIM card, but the phone must be able to reach an available Australian mobile network. If no mobile network has coverage where you are, neither 000 nor 112 can connect from that mobile.
What you need for a SIM-free 000 call
A SIM card and phone passcode are not required to make an emergency call from a mobile. The call still depends on two separate things: the handset must be capable of making the call, and an Australian mobile network must be reachable at your location. Your own provider does not necessarily need to have coverage if another Australian network is available.
If there is no coverage from any mobile network, a mobile phone cannot reach Triple Zero. Dialling 112 does not bypass this limitation. Australian Government guidance on other emergency numbers says mobile service must be available for a call to proceed.
000 and 112: what’s the difference?

For an emergency, use 000. Treat 112 as another number that can reach the same services from a mobile, not as a signal-boosting or coverage workaround.

How to place the call and help responders find you
- Move to a safe place if you can do so without increasing the danger.
- Call 000 and say whether you need police, fire or ambulance.
- Give your location as clearly as possible. On a mobile, the operator may ask for your state and town because you may not be calling from a fixed address.
- Stay on the line and do not hang up until the operator tells you to.
Telstra answers calls to 000 and 112, asks which emergency service is needed, and transfers the call. ACMA’s emergency-call guidance explains the call process and the need to provide a location.
Why a phone may still be unable to call 000
No SIM and no service are not the same thing. A phone without a SIM can make an emergency call if it can reach an available mobile network; a phone showing no service may be outside coverage from every Australian provider. The handset itself must also support emergency calling.

Australia’s 3G network closures can affect some phones’ ability to call 000. ACMA describes requirements for telcos to identify and manage phones that cannot access emergency calling. If you are unsure whether a particular handset can make emergency calls on its current network, check current official ACMA or carrier guidance for that device rather than relying on the SIM-free rule alone. Use another available way to contact emergency services if one is accessible. ACMA lists fixed-line phones, certain VoIP services and satellite services—including handheld satellite phones—as possible ways to call 000. Availability depends on the service and the coverage or connection where you are; none should be assumed to be available in every situation.

For people who are deaf or have a hearing or speech impairment, 106 is a text-based emergency service used with a teletypewriter (TTY). It is not ordinary SMS. You cannot text 000 or 112, though the National Relay Service can transfer certain relay calls to Triple Zero. See ACMA’s guidance on contacting emergency services.
