California has enacted AB 2047, but it does not immediately require every 3D printer to block firearm-related files. The law sets up a conditional process: the California Department of Justice (DOJ) must check for a relevant ASTM International standard, determine whether the technology is feasible, and issue rules before a later restriction on selling noncompliant printers can take effect. Existing printers do not have to be retrofitted under the law’s reported implementation.
What AB 2047 does now
Governor Gavin Newsom approved AB 2047, which was filed as Chapter 461 of the 2026 Statutes on September 26, 2026. It adds the California Firearm Printing Prevention Act to the Civil Code. Enactment makes the law real, but its printer sales restriction depends on steps that have not yet been established as complete.
The statute focuses on future sales and transfers for consideration in California. It does not itself prohibit owning or using a printer already sold, and existing machines do not need to be retrofitted under the reported implementation. This describes AB 2047 only; it does not override other applicable laws.
When could California restrict printer sales?
The restriction is not triggered simply because AB 2047 became law. The statute links it to an ASTM standard, a DOJ feasibility finding, and subsequent DOJ rules.

As of October 3, 2026, available reporting does not establish that ASTM has published or adopted the qualifying standard. The accurate description is that the law is enacted and its implementation awaits the statutory ASTM/DOJ process—not that California printers are already required to block files.
What happens if ASTM does not publish a standard?
If DOJ determines as of July 1, 2029, that ASTM has not published the relevant standards, the statute ends DOJ’s obligation to make further determinations under this section. Without the qualifying standard and the resulting feasibility and rulemaking steps, the later sales mandate may never activate.

This is a significant limit on the law: it does not simply set a fixed date when all printers must comply. Its schedule depends on a standards process outside the statute, followed by DOJ action.

What counts as firearm-blocking technology?
California Civil Code §3273.632(d) defines the technology as “hardware, firmware, or other integrated technological measures” that ensure a printer will not proceed with a print job unless a firearms-blueprint detection algorithm evaluates the underlying file and determines it is not a file that would produce a firearm or machine-gun conversion device.

In practical terms, the law targets the file-evaluation and print-job-release process. The enacted text does not name a commercial detection algorithm, approved vendor, or printer model. DOJ’s rules may incorporate ASTM standards, add requirements, and potentially establish manufacturer self-attestation or self-certification.
Why the ASTM standard is consequential
AB 2047 assigns the technical baseline to a voluntary standards body rather than specifying detection accuracy in the statute itself. Tom’s Hardware described two broad approaches: comparing files against a known database, or using a trained model to assess whether a design could be a firearm. Each presents implementation challenges.

- Database matching: A system that looks for known files may be evaded by altering a file or splitting a design across files.
- Model-based detection: A model assessing geometry may flag ordinary parts that resemble firearm components, creating false positives.
The statute leaves important details—including the minimum performance standard and any certification process—to later standards and DOJ action. Until that process produces rules, the law does not identify which specific printers or algorithms would satisfy a future requirement.

Printers used exclusively to manufacture entertainment-industry props are expressly exempt. DOJ may also create additional exceptions by regulation. The law’s reported implementation does not require owners of already-sold printers to retrofit them.

Can Californians still buy a 3D printer?
AB 2047 does not impose an immediate blanket ban on 3D-printer sales. Its restriction on manufacturers selling, offering for sale, or transferring for consideration a printer without qualifying technology comes only after the statutory standards, DOJ findings, and rulemaking steps—and one year after the rules are published. Other laws may apply independently.
