For California users, a VPN is not automatically better than a proxy. The right choice depends on what traffic you need to route, what connection is encrypted, and which provider you are willing to trust. A VPN app may route traffic from your device through provider-controlled servers, while “proxy” describes a varied set of services whose scope and security depend on their configuration. Neither label guarantees anonymity.
What a VPN does—and what the name does not guarantee
A VPN app routes internet traffic through servers operated by its provider. A website may then see the VPN server’s address rather than the address associated with your ordinary connection. Some VPN apps also encrypt data between your device and the VPN server; encryption should not be assumed without checking the particular app and its documentation.
Using a VPN changes which operator handles your traffic; it does not eliminate trust. The Federal Trade Commission (FTC) says a VPN app receives permission to intercept internet traffic and advises consumers to review the app’s privacy policy, terms, permissions, and encryption claims. The FTC’s consumer guidance, published in February 2018, also warns that some VPN apps may lack encryption, request unexpected permissions, or share information with third parties. That general guidance does not establish the current practices of any particular provider.

A different apparent IP address is not the same thing as anonymity.

How a VPN and a standard proxy compare
“Proxy” is not one uniform product category. The available evidence does not support a blanket claim that every VPN encrypts more traffic than every proxy, or a definitive feature comparison across HTTP, HTTPS, SOCKS, residential, and datacenter proxies. Check the actual service and configuration rather than inferring capabilities from the product label.

Choose by the task you need to accomplish
- To change the apparent IP address for a particular browser or app: Either category might fit, depending on whether the service covers that traffic and supports the intended location. Confirm scope and availability with the provider; do not assume the change will make you anonymous or guarantee access.
- To route traffic from more than one app or device: Check whether the product routes only selected traffic or supports broader device-level routing. Do not assume that a proxy is browser-only or that a VPN covers every connection without checking its configuration.
- To protect a connection on an untrusted network: Examine exactly what the service encrypts, the protocol used, and the connection endpoints. A VPN label by itself is not proof that the relevant traffic is encrypted.
- To reach a particular private network or test access from another location: Match the service to that specific requirement, then verify network access, supported locations, and device compatibility in current provider documentation.
California privacy rights are separate from VPN choice
California’s CCPA, as amended by the California Privacy Rights Act (CPRA), gives covered consumers rights concerning personal information held by covered businesses. Depending on the request and applicable exceptions, these include the right to know, request deletion, request correction of inaccurate information, limit certain uses and disclosures of sensitive personal information, opt out of sale or sharing for cross-context behavioral advertising, and receive equal treatment for exercising privacy rights. The California Attorney General’s CCPA page was updated August 28, 2026; the California Privacy Protection Agency’s laws-and-regulations index lists the CCPA and regulations as effective January 1, 2026.

A VPN does not replace making a privacy request to a business or data broker. It cannot undo information you give a business directly, and it does not exempt you from identification or tracking.

California consumer guidance says to look in a business’s privacy policy or website for a privacy-request link, such as “Do not sell or share my personal information” or “Your CA Privacy Choices.” A business may need to verify your identity. California guidance says businesses should generally respond within 45 days. If you believe a business ignored a request or failed to follow the law, the state provides a route to submit a complaint.

Use DROP for registered data brokers
The Delete Request and Opt-Out Platform (DROP) allows consumers to make one deletion request to registered data brokers. Beginning August 1, 2026, data brokers must access the mechanism at least once every 45 days and process requests, subject to limited exceptions. This process is distinct from requests to individual businesses.

What to verify before choosing a service
- Traffic scope: Identify which device, browser, app, or connections the service routes.
- Encryption: Find the protocol, what traffic it protects, and the endpoints between which encryption applies.
- Trust and retention: Read the provider’s privacy policy and terms for what connection information or traffic data it retains or shares.
- Permissions: Review the app permissions and consider whether they match the service’s stated purpose.
- Current capabilities: Confirm platform support, location coverage, usage limits, speed information, price, and cancellation terms directly with the provider. These details can change and require provider-specific evidence.
