California’s athletic commission reportedly sent a cease-and-desist notice after a September 18, 2026 San Francisco exhibition featuring influencer Frankie LaPenna and a humanoid robot. The robot was reportedly piloted remotely, not fighting autonomously. The notice’s reported language invokes California approval and licensing rules for boxing or martial arts events involving a human; it does not settle whether the law covers this human-versus-machine format or establish a blanket ban on robot matches.
What happened at the San Francisco exhibition?
REK staged the exhibition on September 18, 2026, with LaPenna facing a humanoid identified in reporting as an EngineAI T800. REK promoted the event as a human-versus-robot, or “Terminator,” fight. TweakTown’s account and RuntimeWire’s reporting say a human remotely operated the robot using VR equipment, while onboard systems assisted with balance and posture. That means the event is not evidence of autonomous, real-time combat.
REK founder Cix Liv reportedly shared a cease-and-desist notice dated September 23. TweakTown and BroBible report that it was signed by California State Athletic Commission executive officer Andy Foster. The notice’s text has been reproduced in reporting and shared by the organizer; it has not been independently verified here against a commission-hosted copy.
What did the reported notice order?
The notice wording reproduced by BroBible tells recipients to stop holding, promoting, or advertising boxing or mixed martial arts contests, matches, or exhibitions “involving any human” in California without prior commission approval. It also directs them to stop promoting or participating in such events without a license under Business and Professions Code section 18640. The reproduced notice says sections 18870 and 18878 make unlicensed or unpermitted activity a misdemeanor.

“PLEASE TAKE NOTICE that you and each of you are hereby ordered to cease and desist from: (1) holding, promoting or advertising any boxing or mixed martial arts contest match, or exhibition, involving any human in the State of California without the prior approval of the California State Athletic Commission, or (2) engaging in the promotion of, or participation in, a boxing or martial arts contest, match, or exhibition involving any human without a license pursuant to Business and Professions Code section 18640.”
This is wording attributed to the notice and reproduced by BroBible, not a quotation independently confirmed on an official commission publication. Its terms concern events involving humans and commission approval or licensing; they do not themselves state that every robot-versus-robot event is prohibited.

Does California require the same licensing when a robot is remotely operated?
The statute and the reported notice leave an interpretive question rather than providing a clear answer for a remotely piloted robot bout. California Business and Professions Code section 18625 defines a “contest” and “match” as a full-contact fight “between two or more persons” that may or is intended to result in physical harm.
REK founder Liv has argued that “two or more persons” does not include a robot opponent. That is his interpretation, not a court ruling or an established commission position. The available reporting does not say whether regulators consider the human in the cage, the remote operator, the robot, or another aspect of the event decisive under the statute.

Is this a final ruling or a ban on robot fights?
No final enforcement outcome, court ruling, or official commission explanation of how section 18625 applies to a remotely piloted robot is established in the reporting cited here. A cease-and-desist notice is not, by itself, a final judicial determination of the statute’s reach. The reported notice addresses California boxing or martial arts events involving humans and licensing or approval; it should not be recast as a categorical ban on all robot matches.
