If an airline moves you from business class to economy, the fair amount depends first on which passenger-rights rules cover your flight. For covered UK and EU flights, reimbursement is generally 30%, 50% or 75% of the price attributable to the affected flight, depending on distance. Under US Department of Transportation (DOT) rules, a passenger who takes the flight is owed the difference between the original and downgraded fares. These are distinct legal calculations, not one universal compensation scale.
Start with the rules that cover your flight
There is no single worldwide formula. The route and operating carrier help determine which rules apply. UK law covers flights departing the UK on any airline, flights arriving in the UK on a UK or EU airline, and flights arriving in the EU on a UK airline. A flight departing the United States may be covered by US DOT rules. Other jurisdictions may have different protections.
For codeshares, award tickets, replacement flights or complicated itineraries, the ticketing carrier and operating carrier details can matter. The general rules below do not resolve every such case.

Article 10(2) of Regulation (EC) No 261/2004 sets reimbursement as a percentage of the price attributable to the affected flight. The distance bands are:

The European Union regulation sets these percentages; the UK Civil Aviation Authority (CAA) presents the same practical bands in its passenger guidance. A passenger placed in a higher class cannot be charged extra. Read Article 10 of Regulation (EC) No 261/2004 and the CAA guidance on flight delays and cancellations.
Use the affected flight, not automatically the whole ticket
If only one leg of a return or connecting journey was downgraded, do not apply the percentage to every segment or to the entire itinerary by default. The CAA says reimbursement normally concerns the portion of the journey where the downgrade occurred. Its February 2017 compliance report summarizes the European Commission guidance and the Court of Justice case C-255/15, Mennens v Emirates: use the affected flight’s price if it is shown separately. If it is not, allocate a share using that flight’s distance relative to the itinerary’s total distance. Taxes and charges that do not depend on cabin class are excluded from that calculation. Ask for the calculation in writing
The CAA’s CAP 1500 report says airlines should explain their calculation and describes reimbursement as due automatically within seven days. That is the CAA’s published compliance guidance; it does not mean every claim is processed automatically in practice. Ask the airline to identify the affected-flight price, the distance band used and how it treated taxes and charges.
How US DOT downgrade refunds work
If you fly in the lower cabin, US DOT guidance says the airline must refund the difference between the original fare and the downgraded fare—not the full ticket price. DOT’s exact wording is: “If the downgraded consumer continues to travel on the flight, the consumer is not entitled to a refund of the full airfare, but the airline must refund the difference between the original fare and the downgraded fare.” Read the DOT’s refund guidance.
If you decide not to travel because of the involuntary downgrade, DOT says you are entitled to a refund. If you accept a travel credit, voucher or other compensation instead, the circumstances and offer matter. Check the terms before accepting an offer as a final resolution. DOT does not set the same 30%/50%/75% distance schedule in its downgrade guidance.
A downgrade is not automatically denied-boarding compensation
Being moved to a lower cabin is different from being involuntarily denied boarding on an oversold flight. DOT’s bumping guidance treats downgrade reimbursement as a fare-difference refund; denied-boarding compensation has separate eligibility conditions. An airline’s reference to overbooking alone does not establish that both remedies are owed. See DOT’s guidance on bumping and oversales.

What “fair” means beyond the legal minimum
In this context, fairness has two separate meanings:

- Goodwill: an extra voucher, miles or cash an airline may voluntarily offer. There is no universal customary goodwill amount established by the cited rules. Treat it as separate from the required reimbursement.
A sensible starting point is to request the legal calculation for the affected flight, then consider any additional offer on its own terms.

How to make a downgrade claim
- Identify the flight and airline. Note the origin, destination, affected segment, operating carrier and whether the ticket was paid, partly paid with miles or issued through a travel agent.
- Save your evidence. Keep the itinerary and fare receipt, boarding pass, any cabin or seat information, the downgrade notice and messages explaining the change.
- Write to the airline. Request the downgrade reimbursement under the rules that apply to your route. Ask for the affected-flight fare basis and, if UK/EU rules apply, the distance band and treatment of taxes and charges.
- Make the claim segment-specific. If one leg of a connection or return trip was affected, name that flight rather than claiming against unaffected or unused segments.
- Escalate if the answer is unsatisfactory. For a UK complaint, the CAA directs passengers to the appropriate approved alternative dispute-resolution provider or its Passenger Advice and Complaints Team, depending on the airline. Check the CAA’s complaint-resolution guidance.
Keep any voucher or settlement offer separate from your calculation until you understand its terms. The rules described here do not determine whether a particular airline offer waives or changes other rights.
