Bull Electronics was a U.S. contract electronics manufacturer—not a consumer retail brand. In 2000, its Lowell, Massachusetts operation was put on a path to sale as parent company Groupe Bull refocused on information technology. Celestica acquired the business in August of that year.
What was Bull Electronics?
Bull Electronics Inc. was the U.S. contract-electronics-manufacturing division of Groupe Bull, a French conglomerate. It made products and assemblies for original equipment manufacturers (OEMs), rather than selling a Bull-branded consumer electronics range.
The headline “Bull Electronics charges forward” appeared in an EE Times report published June 15, 2000, about the Lowell operation seeking a partner or potential buyer while Groupe Bull considered selling manufacturing assets.
What did the Lowell operation make and do?
The facility built subassemblies, electromechanical and radio-frequency (RF) devices, telecom routers, and switches for OEM customers. Its services extended beyond board-level work:

This mix made the Lowell site a contract manufacturer able to assemble and test equipment as well as manage parts and production logistics for customers.
Why was Bull Electronics sold?
Groupe Bull was streamlining its operations around information technology and related core businesses, and manufacturing was among the assets it was considering divesting. Bull Electronics general manager Anthony DeVito said, “We’ve been on a path to sell the business. We can exist on our own.” The statement described the unit’s readiness to operate independently as it pursued a sale.

The wider context was Groupe Bull’s international business: EE Times cited prior-year sales of $4.3 billion, with 65% of sales outside France. Those figures describe the parent company, not the Lowell operation.
Who bought Bull Electronics?
Celestica acquired Bull Electronics Inc. in August 2000, taking over the Lowell operation. Celestica president and chief executive Eugene Polistuk said the acquisition’s operation and seasoned management team would enhance Celestica’s service offerings in New England.

The Lowell acquisition was separate from ACT Manufacturing’s purchase of Groupe Bull’s French Angers operation. EE Times reported a $56.6 million price for the Angers transaction; that amount was not the price for Bull Electronics in Lowell.
How large was the Lowell plant?
The contemporary reports give different facility descriptions, so the figures are best kept tied to their publication dates:

The two reports do not reconcile the difference in floor-space and staffing figures. The August report’s $40 million figure refers to the Lowell operation’s annual run rate, not Groupe Bull’s sales.

For comparison, the June EE Times report described Groupe Bull’s French manufacturing facility as 300,000 square feet with 1,000 employees. That was a different site from Lowell.
