A DIY Nerf-like launcher with an airburst feature cannot be treated as safe just because it fires foam. The available official guidance does not validate an airburst design, so this article does not provide construction steps or a triggering method. It explains the relevant toy-safety context and points to a ready-made foam-rocket option instead.
Why this article does not give an airburst build
An airburst feature adds a release event to a projectile launcher, but the official sources cited here do not establish a safe way to design or test that combination. They do not certify a homemade launcher, set safe design limits for it, or show that foam projectiles make it harmless. Without design-specific assessment, construction instructions could encourage an unvalidated device.
The U.S. Consumer Product Safety Commission (CPSC) explains that toy requirements depend on product classification and intended use. A homemade launcher does not become a compliant toy solely because it uses a soft projectile. Any product intended or marketed as a toy needs assessment of its particular design and the compliance work that applies to it.
What U.S. toy-safety guidance says about projectile toys
Applicable standard and age threshold
The CPSC’s Toy Safety FAQ identifies ASTM F963-23 as the version of the toy safety standard incorporated by 16 C.F.R. part 1250, effective April 20, 2024. Section 4.21 addresses projectile toys. CPSC guidance also says third-party testing and certification apply to toys designed or intended primarily for children 12 and under, subject to the applicable requirements. These are U.S. requirements; the classification and rules for a particular product or another jurisdiction may differ.

Projectiles and stored energy
CPSC’s business guidance states: “Projectile toys that used stored energy to release the projectile must also prevent the use of improvised projectiles.” The requirement is a reason not to assume that a soft or homemade projectile is acceptable. The guidance does not, by itself, determine how a specific homemade design would be classified or whether it meets applicable requirements.
Do not apply a different launcher standard to a toy
ASTM’s F3741-24 catalog page describes a specification for hydrogel projectile launchers and expressly excludes toy products covered by F963. That separate standard is not evidence that a foam toy launcher—or a DIY airburst launcher—has been validated.

Ready-made foam rocket play
A commercial foam rocket toy is a safer direction to investigate than designing an untested airburst mechanism. A manufacturer catalog advertises the Nerf Rip Rocket foam rocket launcher category, but that listing does not establish current availability, airburst capability, or suitability for modification. Treat it as a ready-made play alternative, not a platform to convert.

Before choosing any toy, check its age grading, included projectile, manufacturer instructions and warnings, and available evidence of applicable safety compliance. Follow the product’s instructions rather than substituting projectiles or modifying the launcher. For example, Mattel’s product-specific rocket launcher instructions warn: “CAUTION: Only use the projectile supplied with this toy. Do not fire at people or animals.” That warning applies to that product’s instructions, not every launcher.
