Build a digital museum as a documented collection, not a folder of screenshots. Define what belongs, capture each site in an exportable format such as WARC, preserve the files and their metadata, index them for discovery, and replay them with a clear label showing the capture date and responsible institution. A replay is an interpretation of a capture; it is not the original live website.
What a digital museum of web content contains
A useful collection has five connected parts:
- Collection policy: the subjects, time periods, geographies, languages, and types of web publication you collect.
- Capture: the retrieved pages, images, scripts, stylesheets, documents, and capture metadata.
- Preservation: managed storage, integrity checks, format documentation, and more than one controlled copy.
- Discovery and replay: an index, catalogue records, and a viewer that reconstructs the captured experience.
- Interpretation and rights information: context, known omissions, access rules, and a route for rights or takedown questions.
The Library of Congress has archived born-digital online content through its Web Archiving Program since 2000. Its guidance is a useful baseline, but a small museum still needs to make its own documented collection decisions.
1. Define the collection before you capture anything
Write a scope statement
State what the museum preserves and why. For example: “This collection documents independent local-news sites published in coastal towns from 2015–2025.” Add inclusion and exclusion rules, a geographic or language boundary, and whether you collect whole domains, selected paths, or individual publications.

Decide whether visitors will browse by subject, place, creator, date, event, or technology. Record the fields your catalogue will need: title, publisher, original URL, capture date and time zone, collection name, description, language, rights statement, and known gaps.

Set a capture schedule
A one-time snapshot documents a moment. Repeated captures can show change, but the interval should follow the purpose of the collection. Record every attempt, including failed or partial captures, rather than silently presenting a missing period as stability.
2. Make material easier to preserve
If you control a site, choose open standards and non-proprietary formats where practical. The Library of Congress notes that some templates and content-management systems do not archive well. Keep important text and images available through stable URLs, avoid requiring an unrecorded login for essential content, and document any external service that supplies part of the experience.
These choices improve capture but cannot make a modern site completely preservable. Streaming media, multimedia-heavy pages, deep-web content, and database-backed interactions are common limits of current web-capture tools.
3. Capture in WARC and retain the context
Why WARC is the preservation target
The Library of Congress identifies WARC (Web ARChive) as its preferred format for web archives. Its format description says WARC combines multiple digital resources into an aggregate archival file with related information. The International Internet Preservation Consortium specification describes concatenated WARC records that hold retrieved resources or synthesized material such as metadata.
WARC is not merely a different file extension. It gives you a documented container for the resources and their relationships, while your collection system supplies description, indexing, storage management, and access rules.

Record each capture
- Original URL, including the scheme and meaningful path.
- UTC capture timestamp plus the local time zone used in your public description.
- Collector, institution, collection identifier, and capture software or service.
- Scope of the attempt: domain, URL list, crawl depth, or selected elements.
- Known omissions, blocked resources, authentication boundaries, and failed requests.
- Checksum or other integrity information for the preservation file.
Display the institution and capture time beside every replay. Tell visitors that the archived representation may differ from the live site and should not be mistaken for a current statement by the publisher.
4. Store preservation copies under management
Keep a preservation copy separate from the copy used for routine replay. Use storage with access controls, monitoring, documented retention, and regular fixity checks. A single external drive is useful working space but is not a preservation plan: one device can fail, be lost, or be altered without detection.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe Library of Congress reports that it stores and manages multiple copies of its own web archives. That is an institutional practice, not a universal number that every project must adopt. Choose a number of copies and locations that your organization can monitor and restore, then write down who is responsible.
Plan for file growth and migration
Track the size and count of WARC files, the free capacity of each storage tier, and the software needed to replay them. Keep format documentation with the collection. If a future migration is required, preserve the original WARC and record what was transformed, by which tool, and when.
5. Build discovery and replay
Create a catalogue, not just a search box
Index collection-level and item-level metadata so a visitor can filter by date, publisher, place, topic, or language. Search results should expose the original URL, capture date, institution, and access condition before the visitor opens a replay.

Explain what the viewer is showing
Place a persistent banner or panel around the replay with the collection name, capture timestamp, original URL, and a link to the item record. Mark missing images, broken scripts, and substituted resources when you know about them. WARC itself does not provide a complete museum interface; the Library of Congress notes that user access depends on large-scale indexing.

Separate replay from the live web
Do not let ordinary links or scripts silently send visitors to the current site when the archived response is unavailable. Provide an explicit “view live site” link, clearly labelled and subject to change, alongside the archived view. This preserves the historical context without implying that the museum controls or replaces the publisher’s hosting.
6. Rights, access, and takedown handling
Capturing a website does not transfer its copyright or take over its live hosting. The Library of Congress states that the site owner remains responsible for the live website and retains copyright. Archived material may remain copyrighted even when your institution stores it.
Publish an access policy that distinguishes public viewing, registered access, onsite-only material, embargoed items, and items withheld pending review. The Library of Congress describes embargoes, onsite restrictions, and takedown requests for particular collections; those conditions are collection-specific, not universal rules. Consult the law and guidance that apply to your jurisdiction and subject matter, and provide a clear contact route for rights questions.
Document decisions
- Who authorized the capture and under which collection policy.
- Why an item is open, restricted, embargoed, or removed.
- What evidence supports a takedown or access change.
- When the decision will be reviewed.
7. A practical end-to-end workflow
- Appraise: confirm that the site fits the scope and record its significance.
- Describe: create the catalogue record with URL, publisher, dates, subject, and rights notes.
- Prepare: choose crawl boundaries, authentication rules, rate limits, and any required consent or permission.
- Capture: produce WARC and retain a log of requests, errors, and exclusions.
- Validate: open representative pages, inspect media and links, compare expected and retrieved resources, and record gaps.
- Preserve: checksum the WARC, place it in managed storage, and create the planned additional copy or copies.
- Index: add full-text and metadata indexes so users can find the item without knowing its original URL.
- Publish: expose a replay with capture date, institution, rights status, and an explanation of limitations.
- Review: monitor storage, replay software, links, access decisions, and future recapture needs.
8. What a capture cannot promise
| Risk | What visitors may see | How to communicate it |
|---|---|---|
| Streaming or interactive media | A player, poster image, or no playable content | Identify the missing stream or interaction and its capture date. |
| Deep-web or database content | Only the public shell or selected query results | Describe the boundary; do not call the item a complete copy. |
| Client-side dependencies | Missing styling, scripts, maps, comments, or embedded services | List known failed resources and preserve a screenshot or description when appropriate. |
| Changing external services | Different ads, fonts, APIs, or social embeds at replay time | Label substitutions and distinguish replay from the live site. |
Never promise a perfect historical reconstruction. A capture is evidence of what the crawler retrieved under particular conditions, not proof that every state, user interaction, or backend record was preserved.

9. Capture images for catalogue previews without building a browser pipeline
For a museum catalogue, a screenshot can provide a quick visual preview, but it is supplementary evidence, not a replacement for WARC. If you do it yourself, use a browser automation tool that can wait for the page, load lazy images, set a viewport, and save a deterministic file alongside the capture metadata. Keep the original URL and timestamp with every preview, and avoid presenting a screenshot as the complete archived site.

ScreenshotNeo is a website screenshot API and MCP server for developers. It accepts consent banners like a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each step can be disabled. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and response headers identify the page verdict and billing result. Its MCP tools—take_screenshot, get_page_info, and capture_pdf—work with Claude, Cursor, and other MCP clients.
One request returns PNG, JPEG, WebP, or PDF. The API supports full-page and element captures, dark mode, device presets, arbitrary viewports, retina scale, PDF paper and page settings, custom CSS and JavaScript, clicks, selector or network-idle waits, request blocking, headers, cookies, user agents, authorization, timezone, geolocation, transparent backgrounds, resizing, chosen cache TTLs, signed image links, asynchronous webhooks, bulk capture of up to 100 URLs per call, usage reporting, and an OpenAPI specification. Parameter names used by other screenshot APIs also work, which can simplify a migration.

The replay is blank
Check whether the original required authentication, a blocked script, a database query, or a resource outside the crawl boundary. Record the failure and provide a descriptive item page instead of implying the page was preserved.
Images or styles are missing
Inspect the capture log for blocked hosts, robots or rate limits, lazy-loading requests, and expired URLs. Recapture within an authorized scope, or label the missing resources in the replay.

Search cannot find an item
Verify that WARC records were indexed, metadata fields are mapped, and the original URL was normalized consistently. Keep a browse-by-collection route so discovery does not depend on full-text extraction.
A rights holder objects
Pause public access while the designated contact reviews the request, preserve the original record and decision trail, and explain the applicable policy. Do not delete the only preservation copy merely because the public view is restricted.
Storage is filling faster than expected
Measure WARC growth by collection and capture, remove temporary replay caches rather than preservation files, and revise scope or cadence transparently. Add managed capacity and another controlled copy before deleting material.
FAQ
Is a screenshot a digital archive?
No. It is a visual derivative. A web archive needs captured resources, metadata, preservation storage, indexing, replay, and access documentation.
Does WARC guarantee future replay?
No. WARC preserves captured records in a documented container, but replay still depends on indexing, viewer software, and the resources that were actually retrieved.
Can a museum replace a website after capturing it?
No. The live owner remains responsible for hosting and maintenance, and the museum should link to the live site separately when appropriate.
Should every item be public immediately?
No. Access can be public, restricted, onsite, embargoed, or withheld according to the collection’s documented rights and risk assessment.
