Sinn Féin, Labour and the Social Democrats have each proposed Budget 2027 measures focused on household affordability and social support, but their plans differ in who qualifies, how much support is offered and how it would be delivered. The proposals were reported on 1 October 2026; they are not enacted policy.
What the parties have in common—and where they differ
All three opposition plans include measures aimed at easing pressure on households, alongside support for families, welfare recipients or people with disabilities. Their shared emphasis does not make them interchangeable: they set different income thresholds, target different groups and combine immediate relief with longer-term spending in different ways.
The figures below are proposals or estimates attributed to the parties and the reporting sources, not independent assessments of affordability or likely impact. The available reporting does not establish a like-for-like comparison of each party’s full package.

How Sinn Féin’s proposals are structured
The Irish Examiner reported Sinn Féin’s alternative package at €13.4 billion for new measures. Its proposals span household credits, tax and fuel changes, welfare and disability support, child benefits, and education costs.
#1 Best Overall

- Offers weekly and monthly tracking in a ledger-style format
- Includes yearly summary
- Household and energy measures: a €500 “everyday essentials card” for one million households; changes to fuel excise; and removal of excise duty and carbon tax on home heating oil.
- Tax and welfare: abolishing USC on the first €40,000 of earnings and increasing core welfare rates by €15 a week. The Examiner reported the party’s estimate that the USC proposal would benefit people earning €40,000 or more by €733 a year.
- Families and education: extending the back-to-school clothing and footwear allowance to all children, introducing a second tier of child benefit, and reducing college fees to €1,250 for the current academic year, with abolition proposed from September 2027.
- Disability support: introducing a new cost-of-disability payment.
The essentials card’s eligibility rules were not yet settled in the Examiner’s account. The Department of Social Protection would set criteria, with household income and the number of children relevant; the report did not give a final threshold or explain the detailed application process.
RTÉ also reported Sinn Féin’s €13.4 billion package figure. It described the planned Government package as €8.5 billion, comprising €1.5 billion in permanent new tax measures and €7 billion in additional public spending. These are reported package totals, not evidence that the two plans were calculated on identical bases.

What Labour is proposing
The Irish Examiner reported Labour’s proposals as a mix of household energy relief, tax changes, public-sector pay, welfare measures and service commitments.

- Energy and transport: a €400 energy credit for households with income below €80,000; a €7.50 weekly increase to the fuel allowance; reducing VAT on home heating oil to 9%; pausing planned carbon-tax and motor-fuel excise increases; and stopping planned public-transport fare increases.
- Tax and household costs: indexing income-tax and USC bands, doubling the rent tax credit to €2,000, and beginning a process toward a €200 monthly cap on childcare costs. The Examiner reported Labour’s estimate that indexation would return more than €530 to a single worker earning €50,000.
- Energy investment: €500 million for plug-in solar technology. Labour said the technology could save households up to €150 a year; that is a party estimate, not a guaranteed saving for every household.
- Pay and social support: €1.15 billion for a public-sector pay deal in 2027, plus increases to core welfare, disability and living-alone supports.
The reported proposals do not specify further eligibility details for the energy credit beyond the income limit, or the final design and timing of the childcare-cost cap.

What the Social Democrats are proposing
The Irish Examiner reported a broad package covering energy, income support, housing, health, disability services and education. The party’s own page also lists early-childhood education and care proposals.
- Energy: a €400 credit for households with income below €70,000; doubling solar-installation grants to €3,600; a proposed €1,000 battery-storage grant; free solar panels for households most at risk of energy poverty; and plug-in solar.
- Income and care: a €15 weekly increase for pensioners, removal of the carer’s allowance means test, a €40 weekly cost-of-disability payment, a second tier of child benefit, and a €300 monthly childcare-fee reduction. The party page also describes a public model of early-childhood education and care.
- Housing: state-led affordable housing and four modular-home factories.
- Health and disability services: €957 million for Sláintecare and health-service recruitment, and €1.2 billion for disability services, community living and mental health.
- Education: higher capitation grants, ending voluntary contributions, free school transport and more hot school meals.
The €957 million and €1.2 billion figures are reported proposal amounts, not independently verified forecasts of what the measures would cost in practice.

Comparing the household and energy supports
| Proposal | Reported terms | What is not established |
|---|---|---|
| Sinn Féin essentials card | €500 for one million households, as reported by the Irish Examiner | Final eligibility rules, including any income threshold; the Department of Social Protection was to set criteria. |
| Labour energy credit | €400 for households with income below €80,000, as reported by the Irish Examiner | Further eligibility and delivery details. |
| Social Democrats energy credit | €400 for households below €70,000, as reported by the Irish Examiner | Further eligibility and delivery details. |
The amounts alone do not show which household would receive the most support: the proposals use different thresholds and mechanisms, and the reports do not establish all eligibility rules. The broader energy approaches also differ. Sinn Féin proposes fuel-tax changes, Labour combines a credit with tax measures and investment in plug-in solar, and the Social Democrats include grants and targeted solar support as well as a credit.
How to read the package totals and estimates
The Examiner and RTÉ report Sinn Féin’s proposed new measures at €13.4 billion. The Government’s planned package is reported at €8.5 billion, including €1.5 billion in permanent tax measures and €7 billion in additional spending. These headline totals do not establish which package offers better value: they are reported totals, and the available accounts do not provide a complete independent comparison of costing assumptions, time periods or implementation.

Other prominent figures are also claims attached to specific proposals. Labour’s potential saving of up to €150 a year from plug-in solar and its estimate of more than €530 returned to a single worker on €50,000 through tax-band indexation are party estimates reported by the Examiner. The Social Democrats’ health and disability-service amounts are proposed allocations reported by the Examiner. None should be read as a guaranteed household saving or independently validated outcome.
What happens next
These proposals were reported before Budget 2027 and should be treated as opposition plans, not benefits or tax rules that are already in force. Their eventual status, eligibility conditions and implementation would depend on what is announced and adopted through the budget process. The reporting cited here does not resolve the detailed design of several measures, including Sinn Féin’s essentials card.
