IPTV is television delivered over an internet connection. The label alone does not tell you whether a provider has the rights to the programmes it offers, whether it carries the channels you want, or whether it suits your home. Before subscribing, check the service’s content and transparency, full recurring cost, contract and cancellation terms, broadband and device requirements, accessibility, and whether your viewing requires a TV Licence.
What IPTV means in the UK
IPTV stands for internet protocol television: TV channels delivered over the internet. Ofcom uses that plain-language description in its consumer guidance on internet protocol TV. IPTV describes a delivery method; it does not, by itself, establish that a service is either lawful or unlawful.
Ofcom distinguishes internet-delivered channels from channels appearing on an Ofcom-regulated electronic programme guide. It also says that providers meeting the statutory definition of an on-demand programme service must notify Ofcom before starting and when closing or making significant changes. These are distinct regulatory matters: notification duties do not determine whether a provider has rights to every programme, and they do not mean every internet-delivered channel is regulated in the same way.
How to assess a service before paying
Check the exact content you need
Write down the specific channels, sports, films and catch-up programmes your household watches. Confirm each item on the provider’s current channel list or catalogue, and note whether it requires a separate app, package or add-on. A large advertised catalogue is not a substitute for checking availability of the content that matters to you.

Look for an identifiable provider and clear terms
Find the provider’s name, terms, support or contact details, payment conditions and cancellation process. The Intellectual Property Office’s guidance on illicit streaming devices explains how to identify such devices, why to avoid them and what to do if you already have one. A device’s marketing, low price or use of the word “IPTV” does not verify content rights. Treat implausible promises of unrestricted paid content as a reason to investigate rather than as proof of a legitimate offering; do not infer that a particular seller is unlawful from price alone.
Calculate the whole cost, not just the headline offer
Work out the likely ongoing cost after any introductory offer ends. Include the base subscription, optional channel or content packs, hardware, delivery or setup charges, and any broadband cost you would not otherwise pay. Check the price period and what triggers a change. Provider prices and packages change, so use the provider’s current terms rather than relying on an old offer or comparison listing.

Compare commitment and cancellation conditions
Check whether the plan is rolling or has a minimum term, how much notice is required, whether cooling-off terms apply, and whether ending early could incur a charge. For example, Sky Help explains that some 24-month contracts can carry early termination charges after the cooling-off period. Read the terms for the specific package you are considering; do not assume every package has the same commitment.

Confirm the service works with your television and the devices you plan to use. Check for a required box, HDMI connection, supported apps, account or device limits, and whether a smart TV is compatible. Measure broadband performance where the TV is used and consider simultaneous household streaming, not only the advertised speed on your package.

As one provider-specific example, Sky says Sky Glass and Sky Stream need broadband and recommends at least 25 Mbps, or 30 Mbps for UHD or an additional puck. Those are Sky’s recommendations, not a universal minimum for IPTV services.
Check accessibility and household controls
Before committing, verify that the programmes and devices you plan to use support the subtitles or audio description your household needs. Also check navigation, parental controls and the provider’s support options. Availability can differ between a live channel, an app and on-demand playback, so check the relevant viewing route.

TV Licence: the viewing activity matters
In the UK, a TV Licence is required to watch or record live TV on any channel or service, including live TV delivered by a subscription streaming service, and to watch BBC iPlayer. The rule depends on what you watch and how, not on whether the service calls itself IPTV.

That does not exempt live TV on those or other services. GOV.UK’s TV Licence page lists £180 for a colour licence and £60.50 for a black-and-white licence; these fees are time-sensitive, so check the page for the current amount before paying.

Sky Stream as a practical example of the checks
Sky Stream is one mainstream UK streaming-TV option, not an independently tested recommendation or a ranking of the market. Sky describes its Stream puck as a box that connects to a television’s HDMI port and a power supply; its TV content is delivered over broadband. The speed recommendation is Sky’s own, as noted above. Review Sky’s current package, contract and hardware details on its Sky Stream product page, because prices and offers can change. Buying a puck alone does not supply the subscription or channels.
Quick Recap
A short decision checklist

- Is the provider identifiable, with accessible terms, support details and clear payment and cancellation conditions?
- Have you calculated the ongoing total, including add-ons, hardware, setup and any introductory-price change?
- Does the contract fit your needs, and do you understand notice requirements and potential early termination charges?
- Can your broadband, TV and other devices support the service where and how your household will use it?
- Have you checked accessibility options and whether your planned live viewing or BBC iPlayer use requires a TV Licence?
