Breeze TTS 2 is downloadable and can run locally, but its model license does not allow unrestricted commercial use. ElevenLabs is a hosted service with multiple speech models and broader documented language coverage. The practical choice is less “which sounds better?” than whether you need a locally controlled, non-commercial setup or a managed service—and what your license, language, and infrastructure requirements allow.

These are vendor-documented features and figures, not results from a matched test. They do not establish a universal winner for audio quality, perceived responsiveness, or cost.
Is Breeze TTS 2 really open source?
Not in the sense of a model that anyone can freely use, modify, and deploy for any purpose. BreezeBlue licenses its inference source code under Apache 2.0, but the code license does not grant commercial rights to the model weights. The weights, derivative models, and self-hosted outputs are covered by a separate research and non-commercial agreement.
The agreement, version 1.1 and last updated September 1, 2026, says commercial use of the model materials, a derivative, or an output requires a separate written commercial license from BreezeBlue. So “open-weight” or “downloadable” is more precise than implying the entire model is unrestricted open source.

Can you use Breeze TTS 2 commercially?
Not under the research and non-commercial agreement alone. If you plan to sell, monetize, or otherwise use self-hosted Breeze TTS 2 materials or their outputs for a commercial purpose, obtain the separate written license before proceeding. BreezeBlue’s repository and license distinguish that use from code reuse under Apache 2.0.
BreezeBlue says output from its paid hosted platform or API may be used commercially under the applicable terms. That hosted subscription does not grant commercial rights to download and self-host the weights or to use self-hosted outputs commercially. Read the current terms for the specific hosted service and use case.

Can you run Breeze TTS 2 locally, and what does it require?
Yes. The official model card’s quick start uses Hugging Face Transformers and calls for Linux, Python 3.10 or newer, a CUDA-capable NVIDIA GPU, and a Breeze TTS 2 checkpoint. This is a local inference setup, not a browser-based web app that runs without installation or compatible hardware.
- Eager inference: BreezeBlue reports approximately 7.7 GiB of GPU memory in this mode and recommends a 12 GB GPU.
- Fast path: BreezeBlue reports approximately 14.4 GiB of memory and recommends a 24 GB GPU.
Those memory figures and recommendations are vendor specifications, not a guarantee that every system with the stated capacity will perform identically. A hosted ElevenLabs API avoids operating this local GPU environment, though it trades local control for dependence on the hosted service.

Which languages and voice workflows are supported?
Breeze TTS 2
The official model card lists English and Chinese. It describes a single model that can generate both, along with reference cloning, voice design from a natural-language description, voice direction for delivery control, vocal events, and streaming. For cloning, provide clean reference audio and its exact transcript.
ElevenLabs
Language availability depends on the model, rather than applying uniformly to every ElevenLabs voice or workflow. The product page accessed October 7, 2026 lists 90+ languages for Eleven v4 and v4 Turbo, 70+ for Eleven v3 and v3 Conversational, 32 for Flash and Turbo v2.5, and 29 for Multilingual v2. If a specific language or accent matters, verify it for the exact model and test the intended text.

ElevenLabs’ official materials also describe a voice library, voice cloning and design, multi-speaker dialogue, audio tags, pronunciation controls, and streaming. Compare the workflow you need—such as transcript-based reference cloning versus voice design—rather than treating a feature name as proof that the implementations behave the same way.

The published latency figures cannot settle that comparison. BreezeBlue reports under 40 ms time to first audio and a 0.32 real-time factor—described as about 3.1× real time—for its warmed-up fast path on an NVIDIA H100. These are BreezeBlue’s figures for that hardware and condition, not an independent measurement.

ElevenLabs lists approximately 75 ms for Flash v2.5, 250–300 ms for Turbo v2.5, approximately 280 ms for v3 Conversational, and approximately 100 ms for v4 Turbo. Those are vendor figures for hosted models. Differences in model version, hardware, service path, and measurement conditions mean that comparing the numbers directly does not show which will feel faster in your application. Test the named model and deployment you intend to use, with your own text, network conditions, and streaming requirements.
How do costs compare?
There is no universal cost winner established by the available figures. Local Breeze inference shifts costs to compatible hardware, setup, and operation; the research and non-commercial license is free of charge, but commercial self-hosting requires separate written licensing. Hosted ElevenLabs cost depends on the model, plan, and usage, and plan terms can change. A useful comparison needs your expected volume, target model, applicable license, and infrastructure costs—not just a per-character rate or the price of a GPU.
Which should you choose?
- Consider Breeze TTS 2 if you need downloadable weights and local control for research or non-commercial use, have compatible NVIDIA CUDA hardware, and can work within its documented English and Chinese scope.
- Consider ElevenLabs if you want a managed hosted workflow, need its broader model-specific language menu, or prefer not to provision and operate a local GPU setup. Confirm that the selected plan and terms cover your intended use.
- Get licensing clarity first if you want to monetize self-hosted Breeze output, use a cloned voice, or deploy either service in a business workflow. BreezeBlue requires rights and consent for reference audio and voices, and restricts impersonation without explicit, legally sufficient consent.
Neither the vendor latency figures nor feature lists prove which service sounds better. No matched listening test or head-to-head benchmark is available here, so choose based on licensing, language, deployment, and a direct evaluation of the named models for your own material.
