No—the United States has not lost access to the International Space Station or to human spaceflight. SpaceX’s Crew Dragon remains certified and operating. Boeing’s Starliner failure has instead left NASA without the second U.S. crew vehicle it funded for redundancy, forcing continued reliance on one operational provider while Starliner undergoes more testing.
What happened to Starliner?
NASA’s Crew Flight Test launched in June 2024 with astronauts Butch Wilmore and Suni Williams aboard. During the approach to the International Space Station, teams detected helium-system leaks and reaction-control thrusters that did not perform as expected.
Technical reviews could not reduce uncertainty enough about the propulsion system, helium behavior and possible return scenarios. NASA therefore sent Starliner home without its crew. Wilmore and Williams returned later aboard SpaceX’s Crew-9 mission in February 2025, turning a planned short test flight into a roughly nine-month station stay.

Why NASA chose an uncrewed landing
The decision was a risk judgment, not a routine schedule change. NASA concluded that it could not establish a sufficiently reliable margin for bringing astronauts back on Starliner under the conditions then understood. An uncrewed return allowed engineers to collect vehicle data without exposing the crew to unresolved propulsion and helium-system behavior.

Why the failure threatens redundancy, not all U.S. access
NASA’s original objective
NASA’s Commercial Crew program was designed to create more than one U.S. transportation system for crewed missions to low Earth orbit. Multiple vehicles are supposed to let NASA continue station operations if one provider is grounded by a technical problem, accident or prolonged investigation.
That second-system objective has not been achieved. NASA’s June 30, 2026 Office of Inspector General summary said Starliner remained uncertified after three flight tests exposed a significant number of unexpected issues. The same summary reported that Crew Dragon, certified in 2020, had completed 12 crewed missions to and from the ISS by that date.
What “access to space” means in this case
The United States still has a functioning crew route through Crew Dragon. The immediate strategic weakness is concentration: NASA’s operating U.S. crew option is effectively one provider while Starliner remains outside the certified fleet. NASA OIG identifies dependence on a single launch provider and limited transportation options as continuing challenges; it does not describe the country as having no human access to space.

Crew Dragon and Starliner’s current positions
| Measure | SpaceX Crew Dragon | Boeing Starliner |
|---|---|---|
| Certification | Certified in 2020, according to NASA OIG’s June 2026 summary | Still uncertified in that same oversight summary |
| Demonstrated crew operations | 12 crewed ISS missions by the OIG’s June 2026 publication | Three flight tests, with unresolved issues preventing certification |
| Current role | Operating U.S. crew-transport system for ISS missions | Development and corrective-action program; not approved for routine crew transport |
| Next stated milestone | Continued certified operations | Uncrewed Starliner-1 evaluation targeted for December 2026 or January 2027 |
| Longer-term target | Existing crew service | Crewed Starliner-2 targeted by 2028, subject to testing and certification |
The vehicles are therefore not interchangeable today. Crew Dragon has a certified mission record; Starliner must still demonstrate that its changes work in flight and satisfy NASA’s certification process.
What NASA and Boeing are changing
Propulsion and thermal modifications
NASA says investigation findings tied the service-module reaction-control thruster performance problems to operation outside the thrusters’ engineering qualification envelope, with the thermal environment and design features contributing to the behavior. The announced response includes service-module thermal modifications and an additional valve design modification.
NASA and Boeing also describe work involving crew-module thrusters, batteries and parachutes, along with continuing qualification tests. These are corrective measures, not proof that every risk has been eliminated. NASA says the next uncrewed flight is specifically intended to gather performance data and identify residual risk.

Different organizations are reporting different counts
NASA’s September 28, 2026 program update lists 61 recommendations made to NASA by the Program Investigation Team. Boeing’s September 28 status update says it implemented corrective-action plans for eight of the team’s recommendations and closed 19 of 21 Crew Flight Test in-flight anomalies, with the remaining items expected to close in October.

Those figures measure different things. The 61 figure is NASA’s recommendation count; Boeing’s eight is the number of corrective-action plans it says were implemented; and 19 of 21 refers to Boeing’s anomaly-closure status. Boeing also says some mitigations still require in-flight demonstration, so “closed” does not mean that every change has already been proven during a crewed mission.
NASA’s next steps and their limits
Starliner-1: an uncrewed evaluation
NASA’s September 28, 2026 update calls the next mission Starliner-1 and gives December 2026 or January 2027 as the possible launch window. The mission is intended to evaluate thermal performance, collect data needed for system qualification and expose any residual risk under flight conditions. It is not a crew rotation.

Starliner-2: a conditional crewed target
NASA’s current plan targets a crewed Starliner-2 by 2028. Administrator Jared Isaacman described that date as the agency’s current plan, while NASA’s program description makes clear that corrective actions, testing and certification must come first. The year is therefore a target rather than a guaranteed launch date.
Keeping a second provider viable
NASA also announced plans to exercise options for Starliner’s fifth and sixth flights and to work with Boeing and United Launch Alliance on certifying Vulcan for crew transportation after Atlas V’s final flight. These actions show an intention to preserve a future second U.S. provider. They do not change Starliner’s present uncertified status.
The cost of losing the intended backup
NASA OIG’s September 10, 2026 program overview said the 2014 Commercial Crew contracts awarded to SpaceX and Boeing exceeded $8 billion, excluding several billion dollars in additional resources invested by NASA and the companies. That spending produced an operating Crew Dragon system, but Starliner has not yet delivered the redundancy NASA sought.

The principal consequence is operational resilience. If Crew Dragon encounters a grounding event, NASA has fewer independent U.S. transportation options for maintaining crew presence at the ISS. The agency can still use international arrangements and existing logistics planning, but those are not equivalent to having a second certified American crew vehicle ready for the same mission class.
What must happen before astronauts fly Starliner again
- Complete ground qualification. NASA and Boeing must finish qualification of the propulsion, valve, thermal, battery, parachute and other modified systems.
- Fly Starliner-1 without a crew. The evaluation mission must produce data on thermal and propulsion performance in the conditions that caused concern during the 2024 test.
- Resolve residual risk. NASA must assess the flight data, close remaining technical issues and decide whether the vehicle’s return scenarios have acceptable margins.
- Complete certification. Only after NASA’s certification work is complete can Starliner be treated as a routine crew-transport option.
- Demonstrate operational reliability. A successful uncrewed evaluation would be an important gate, but it would not by itself create the same demonstrated crew-mission record as Crew Dragon.
The verdict
Boeing’s Starliner program has failed to provide NASA with the redundant U.S. crew system promised by the Commercial Crew strategy, and the failure has left the agency dependent on Crew Dragon for current American ISS crew transport. That is a serious access and resilience problem. It is not, however, a total loss of U.S. access to space. NASA still has an operating certified vehicle, while Starliner’s future depends on an uncrewed evaluation in late 2026 or early 2027, successful corrective-action demonstrations and certification work before the proposed 2028 crewed mission.
