Bitwise CEO Hunter Horsley says the weak demand for the firm’s spot Dogecoin ETF, BWOW, exposed a “delta” between people who buy crypto through exchange-traded funds and people who use crypto brokerage apps. That is his interpretation—not proof that ETF investors and app users are generally different populations. As of Oct. 8, 2026, BWOW was scheduled to stop trading after Oct. 14, with cash for remaining shareholders expected on Oct. 22; neither event had happened yet.

What Horsley says BWOW’s failure revealed

In an Oct. 8 interview with The Block, Horsley called the outcome “tragic” and said it showed a gap between the customers who use crypto apps and those who buy crypto through ETFs. He said, “The users of ETFs just didn’t want to put money into Dogecoin, but that may change over time.”

Horsley also said, “I like Dogecoin, I own Dogecoin,” describing it as an authentic asset that “went nowhere as an ETF.” His comments explain how Bitwise’s CEO interprets the product’s weak demand. The reporting does not establish a measured, general difference between ETF buyers and crypto-app users, nor does it show that this supposed gap caused the fund’s closure.

What BWOW was—and what was scheduled to happen

BWOW was a spot Dogecoin trust that held Dogecoin, not a crypto brokerage app. Its SEC-filed prospectus says the trust sought to reflect the value of the Dogecoin it held, minus expenses and liabilities. The fund launched on the NYSE in November 2025. Reports available on Oct. 8, 2026, said trading was scheduled to end after Oct. 14 and remaining shareholders were expected to receive cash on Oct. 22. Those dates were still in the future as of Oct. 8.

Bitwise’s explanation for the closure, relayed by CoinDesk, was that it had decided to liquidate the fund while optimizing its product range for evolving investor needs. That statement describes the company’s decision; it does not establish the cause of weak demand.

What the reported demand figures show

Two reports gave asset snapshots on different dates, so the numbers are not same-day alternatives. The Block, citing SoSoValue, reported approximately $725,870 in BWOW assets as of Oct. 7, 2026, and $51,480 in trading volume during September. CoinDesk reported $687,713 in assets as of Sept. 9. These are dated observations, not final liquidation values.

CoinDesk also analyzed flows across three U.S. Dogecoin funds through Sept. 10, 2026. Its analysis found just over $12 million in cumulative net inflows, compared with $12.29 million reportedly flowing into XRP funds on Sept. 9 alone. The Dogecoin funds recorded no net flows on 166 of 199 trading days analyzed, and had an approximately $108,000 net withdrawal from Aug. 13 through Sept. 10.

Those figures point to modest and intermittent interest across the tracked funds during the period CoinDesk examined. They do not, by themselves, explain why BWOW closed or prove Horsley’s account of investor behavior. CoinDesk’s figures are its analysis of fund-flow data, not SEC filing figures.

How the ETF worked for investors

The prospectus filed with the U.S. Securities and Exchange Commission on Nov. 26, 2025 describes the terms and risks of BWOW:

  • Exposure: The trust’s objective was to provide exposure to Dogecoin’s value, less expenses and liabilities. Its sole asset was Dogecoin, according to its June 30, 2026 Form 10-Q.
  • Price benchmark: The trust used the CF Dogecoin-Dollar US Settlement Price, calculated by CF Benchmarks using executed trade flow from major Dogecoin trading platforms.
  • Custody: Coinbase Custody Trust Company was named custodian.
  • Fee: The prospectus listed an annual sponsor fee of 0.34%.
  • Trading: Most investors were expected to buy and sell shares through brokers during the trading day, potentially paying customary brokerage commissions and charges. BWOW shares could trade above or below the trust’s net asset value.
  • Risk: The prospectus called the shares speculative securities involving a high degree of risk and warned that investors could lose their entire investment.

The later June 30, 2026 Form 10-Q also describes Dogecoin as the trust’s sole asset and its objective as providing exposure to Dogecoin’s value, less expenses. Neither filing establishes what happened after its own reporting date.

Why observers offered different explanations

Other interviewees questioned whether access—or the way the fund was positioned—was the central problem. Their comments are perspectives, not verified explanations for BWOW’s closure.

Jordan Jefferson: access may not be the constraint

CoinDesk quoted Jordan Jefferson, founder of MyDoge and DogeOS, saying, “Access has never been Dogecoin’s biggest constraint.” He argued that Dogecoin was already broadly available and that wider institutional interest would depend on having more to underwrite than price appreciation alone. This challenges an access-focused explanation, but it does not establish why BWOW struggled.

  • More Doge, More Surprise.

Own The Doge representative: the product may have served neither audience

CoinDesk also quoted Smoke, a pseudonymous representative of Own The Doge, saying BWOW “sat ‘between two audiences but served neither.’” Smoke added, “It’s a verdict on selling $DOGE as if it were just another ticker.” CoinDesk identifies Own The Doge as holding the exclusive license to the original Doge meme image. The criticism is an attributed view of the fund’s positioning, not a demonstrated finding.

What problem does a Dogecoin ETF solve?

A fund share gives an investor broker-traded exposure to a trust holding Dogecoin; it is not the same thing as owning Dogecoin in a crypto app. The relevant choice depends on what the investor needs. The available information establishes BWOW’s structure and disclosed costs, but does not provide a complete, current comparison of all Dogecoin funds and brokerage apps.

  • Exposure: BWOW shares represented an interest in a trust holding Dogecoin. App-based access may involve direct token ownership, but the precise arrangements depend on the provider.
  • Costs: BWOW disclosed its 0.34% annual sponsor fee, in addition to possible broker commissions and charges. A comparison with an app requires that app’s own fee and trading terms.
  • Custody and operations: BWOW named a custodian for the trust. App custody, transfers, and other operating arrangements vary by service.
  • Trading and intended use: BWOW shares traded through brokers during the trading day. The right route depends on the investor’s intended use, liquidity needs, and tolerance for the risks described in the relevant offering documents.

BWOW’s weak demand raises a product-fit question, but the available figures cannot settle whether the problem was the ETF format, Dogecoin’s appeal to the targeted investors, the fund’s positioning, or another factor. Horsley’s “delta” is one interpretation among several—not a proven rule about who buys ETFs and who uses crypto apps.
