BitLocker encryption does not generally make a flash drive read-only. A Windows policy can block writes to removable drives that are not BitLocker-protected; a separate removable-storage policy, organization restriction, physical switch, or drive problem can also prevent changes. First check whether the drive is protected and unlocked, then narrow down whether the restriction comes from Windows policy or the device.

Check BitLocker protection and unlock status

BitLocker To Go is BitLocker Drive Encryption for removable drives, including USB flash drives. A locked drive may prompt for a password or recovery credential; that is an access issue and is not, by itself, evidence that the drive is write-protected.

  1. Open Command Prompt and run manage-bde -status E:, replacing E: with the drive’s actual letter. This reports BitLocker protection and lock information without changing the drive. See Microsoft’s manage-bde command reference.

  2. If Windows says the drive is locked, unlock it with its authorized password or recovery credential. Microsoft documents recovery-password and recovery-key methods in its manage-bde unlock reference.

  3. After unlocking, try the intended file operation again. Unlocking restores access to the volume; it does not override a separate write restriction.

Check Windows removable-drive policies

BitLocker requirement for removable drives

Windows has a policy named “Deny write access to removable drives not protected by BitLocker.” When that policy is enabled, an unprotected removable drive is made read-only. Microsoft says a drive protected by BitLocker is mounted with read and write access under this policy, unless the optional organization-identification requirement blocks drives whose identification fields do not match the organization’s identifiers. The setting is at Computer Configuration > Administrative Templates > Windows Components > BitLocker Drive Encryption > Removable Data Drives. See Microsoft’s BitLocker policy configuration guide.

Therefore, if your drive is confirmed as BitLocker-protected but remains read-only, this policy alone is not a complete explanation. On a work or school computer, ask IT to check whether the organization-identification restriction applies and whether another removable-storage policy is effective.

General removable-storage write restriction

A separate policy can deny write access to removable disks regardless of their BitLocker status. Microsoft identifies domain Group Policy as a common cause of USB write protection in domain environments. The relevant setting is Computer Configuration > Administrative Templates > System > Removable Storage Access > Removable Disks: Deny write access. Administrators can inspect applied policy with gpresult /h gp-report.html; Microsoft describes this process in its USB write-protection troubleshooting guide.

On a managed computer, have the administrator review the effective policy rather than editing registry settings or trying to bypass controls. A domain policy can override local changes and reapply at a later policy refresh.

Check the flash drive and compare computers

  • Look for a physical write-protect switch if the drive model has one. A switch in the locked position can prevent changes independently of BitLocker.

  • If permitted, test the drive on another trusted computer. If it is writable elsewhere but not on the original managed computer, host policy is a more plausible lead. If multiple computers reject writes, inspect the device and its file system. These comparisons are clues, not proof of hardware failure.

  • Note the exact Windows message and whether the drive is unlocked. Microsoft’s troubleshooting guidance discusses USB devices that are “write-protected or locked” and cases where users cannot save, delete, or modify files.

Choose the next step from what you observe

Unprotected drive is read-only on an organization-managed Windows computer Ask whether “Deny write access to removable drives not protected by BitLocker” is enabled. This is expected under that policy; BitLocker itself did not make the drive read-only.
BitLocker-protected drive cannot be written to on one managed computer Ask IT to review effective removable-storage policies and organization-identification restrictions. A local change may not persist if domain policy reapplies.
Write protection occurs across computers Check for a physical switch and preserve any readable data. This pattern is a diagnostic clue, not proof that the drive has failed.
Windows reports the drive locked or requests recovery Use the authorized password, recovery password, or recovery key, then verify status with manage-bde. Unlocking does not remove an independent write restriction.
The volume appears severely damaged and normal unlocking fails Consider Microsoft’s repair-bde only if you have the required recovery credentials and a separate destination volume. The destination volume is completely overwritten.

Protect files before attempting repair

If files remain readable, copy them to a safe location before trying recovery or repair. Do not format or decrypt the only copy of important data. Microsoft describes repair-bde as a tool for severely damaged BitLocker volumes; it requires a valid recovery password or key, and a key package may also be needed if BitLocker metadata is corrupt. Its output volume is completely overwritten, so use a separate destination that contains nothing you need. See Microsoft’s repair-bde reference.
