Telangana Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka reportedly urged the Centre to assess how proposed GST changes would affect state revenue before implementing them. India Live attributed to him an estimate of more than ₹800 crore in potential annual revenue impact for Telangana from proposed motor-vehicle-related changes. The figure and the reported meeting details have not been independently confirmed.

What did Bhatti seek in the proposed GST reforms?

According to India Live’s October 9, 2026 report, Bhatti asked for the full financial implications for States of proposed changes involving refunds on motor vehicles, capital goods and input services before any changes take effect. The report describes this as a request for advance clarity on how the proposals could affect state receipts; it does not establish that the Council adopted or implemented them.

The report also attributes several other requests to Bhatti:

  • Simplify GST compliance for honest taxpayers while acting against deliberate evasion, fake registrations, fraudulent invoices and misuse of Aadhaar and PAN details.
  • Examine fake invoicing and input-tax-credit transfers in the scrap sector. Telangana reportedly proposed a GST Council Group of Ministers to study the sector and identity theft, along with an action plan to address those issues.
  • Set up regional offices of GSTN and the GST Council Secretariat in Hyderabad, citing the city’s technology and analytics capabilities.
  • Provide a specific, transparent share for States from the Health Security and National Security Cesses for public-health infrastructure.

These are requests attributed to Bhatti in the report, not confirmed Council decisions.

How could the proposed changes affect Telangana’s revenue?

India Live reported Bhatti’s estimate that proposed motor-vehicle-related changes could have an annual revenue impact of more than ₹800 crore for Telangana. It also said GST accounts for about 35% of the state’s own tax revenue. Both figures are attributed to the report and have not been independently verified here.

The report says Bhatti warned that a revenue decline could affect spending on schools, hospitals, welfare programmes and infrastructure. The concern is therefore not only the design of a particular refund change, but also whether States can understand its likely fiscal effect before it is introduced.

Is the reported 57th GST Council meeting confirmed?

India Live’s account refers to a 57th GST Council meeting. However, the official GST Council meetings listing retrieved for this article displays meetings through the 55th meeting, held on December 21, 2024. That listing does not corroborate the report’s reference to a 57th meeting in 2026. Its absence from the retrieved listing does not prove that a later meeting did not occur, but the meeting number, date, venue, statements and any policy outcomes should not be treated as confirmed Council proceedings without official minutes or a release.

What remains to be established?

The report presents a request for financial impact information, not a final decision on GST refunds or other reforms. The available information does not establish the scope or timing of any changes, the official revenue assessment for Telangana or other States, or whether the Council accepted Bhatti’s requests. Those details matter to judging the eventual effect on state finances.
