There is no evidence here to name a tested “best VPN for Ukraine” in 2026: the available official provider examples come from a Ukrainian cybersecurity guidance page published in 2023, not a current comparison. For travel, choose a reputable service that supports your devices and offers sound security controls, and treat any provider names below as dated examples rather than rankings. A VPN can encrypt the connection between your device and its VPN server and change the IP address websites see; it cannot guarantee anonymity, access to every service, or mobile coverage where the network is unavailable.

What a VPN does for travelers in Ukraine

A virtual private network (VPN) creates an encrypted connection between your device and a VPN server. Websites and other online services generally see the server’s IP address rather than your device’s network IP address. Ukraine’s CSIRT identifies public Wi-Fi protection and secure access to internet systems for remote work as reasons to use a VPN, as well as limiting some tracking and reaching resources blocked by occupation authorities. The CSIRT’s VPN safety guidance is dated 10 August 2023.

On hotel, café, or other public Wi-Fi

Encryption can make traffic harder for others on an unsecured local network to read while it travels to the VPN server. A VPN is one security layer, not a substitute for using trusted websites and apps, keeping software updated, or protecting accounts with strong authentication. It does not make every activity anonymous: the VPN provider becomes an important intermediary, and services you sign in to can still associate activity with your account.

For remote work and location-sensitive services

A VPN may help you connect securely to work systems when your employer permits it. Changing the IP address visible to a website can affect the region it infers, but it does not change your physical location or guarantee access. A service may use other signals or block VPN connections, and workplace access rules still apply.

How to choose a VPN for a Ukraine trip

Assess the service you are considering against the CSIRT’s selection factors. Features, prices, supported countries, and performance can change, so confirm details in the provider’s current documentation before subscribing.

What to check What to verify
Protection Encryption and supported protocols, DNS-leak protection, and a kill switch that can stop internet traffic if the VPN connection drops. The CSIRT gives AES-256 and OpenVPN, L2TP, IKEv2, and WireGuard as examples of criteria; that does not establish that every provider offers every option today.
Device fit Whether the current app supports the operating-system versions on your phone, tablet, or laptop.
Simultaneous devices Whether the provider’s current allowance covers the devices you plan to use. The CSIRT identifies this as a selection factor but does not give provider-specific limits.
Trust and app hygiene The provider’s reputation and history, the app’s requested permissions, and whether you can install it through the provider’s official website or an authorized app store.
Price and connection quality Current plan terms and renewal costs, plus any evidence the provider publishes about performance and support where you will travel. The CSIRT recommends paid services for a stable and secure connection, but its guidance is not a current independent comparison.

Official examples are not a 2026 ranking

The CSIRT page lists ExpressVPN, Surfshark, Private Internet Access, CyberGhost, NordVPN, and ProtonVPN as VPN options recommended by experts. That is a dated list from 2023; the page does not compare the services, explain a selection method, or establish their current prices, country coverage, features, or performance. Use the names as a starting point for your own checks, not as a verdict about which is best in 2026. The CSIRT’s stated advice is: “To ensure a stable and secure connection, we recommend using paid VPN services.”

Install and configure your VPN safely

  1. Choose the service and confirm current terms. Check that its app supports your devices and that its protections and device allowance meet your needs.
  2. Get the app from an official source. Use the provider’s official website or an authorized app store. The CSIRT warns that apps from unofficial sources may contain vulnerabilities.
  3. Review permissions before accepting. Consider whether requested access makes sense for the VPN’s function; be cautious if an app asks for broad permissions you do not expect.
  4. Enable available safeguards. Turn on DNS-leak protection and the kill switch if offered, and review the provider’s protocol and encryption settings. Labels and availability differ by app.
  5. Connect before using sensitive networks or work systems. Confirm the app reports an active connection, then follow your employer’s requirements for work access.

The CSIRT advises against Russian VPN services. Its guidance also recommends checking a service’s reputation and any history of data leakage or sale; those are provider-specific matters to verify rather than assume.

If your mobile operator has no coverage: try national roaming

Ukraine’s telecom regulator, NKEK, says national roaming lets a subscriber select an available different operator when their home network is unavailable, including in situations involving power failures, damaged fiber links, or a destroyed base station. Its guidance dated 1 May 2025 describes guest-network service as voice, SMS, and data at basic 2G/3G speeds. This is a fallback, not a guarantee of continuous coverage or broadband speeds; guest networks may also face technical limits while serving their own subscribers.

  • Dual Band AC750 Wi Fi: Strong, fast connection for HD streaming on all your devices. Performance varies by conditions, distance to devices, & obstacles such as walls.

  • Industry leading 2 year warranty and unlimited 24/7 technical support. Keep your WiFi performing at its best by keeping the firmware updated through the Tether App.

Manually select an available network

  1. Open your phone’s mobile-network settings and turn off automatic network selection. Menu names vary by device and operating-system version.
  2. Choose an available network: VodafoneUA, UA-KYIVSTAR, or LIFECELL.
  3. If registration fails, retry or select another available network.

NKEK says national roaming has no additional charge; calls and SMS continue to be billed under your own tariff. The regulator recommends limiting calls and large photo or video transfers to reduce load on guest networks. A VPN cannot provide mobile service if the underlying network is unavailable.

What Ukraine’s 2026 sanctions notice says about access

In a notice dated 17 July 2026, NKEK says sanctions measures adopted by presidential decree can include stopping or restricting electronic communications services and blocking access to specified online resources. The notice concerns measures affecting communications services or named resources; it does not establish a general ban on VPNs in Ukraine. A VPN also cannot guarantee access to a resource subject to restrictions.
