There is no well-supported answer to which VPN works best for everyone in Russia right now. Blocking can target both VPN protocols and server IP addresses, so a paid account or installed app may still fail to connect. Treat Mullvad, Astrill, Proton VPN, and circumvention technologies such as AmneziaWG as options to investigate—not as guaranteed solutions—and choose according to whether you need an overseas connection or a Russian IP address.
Why no VPN can be called the reliable winner for everyone
Whether a VPN connects can vary by ISP, location, and time. The evidence available here does not establish which provider is currently most reliable across Russian networks, and it does not include systematic live tests. Provider statements, editorial reviews, and technical reports offer different kinds of evidence; none settles whether a service will work on your particular connection.
Blocking is not limited to VPN company websites. Roskomsvoboda’s report records that Russian censors began targeting OpenVPN and WireGuard in August 2023, while VPN Guild’s January 2025 report describes filtering that has also included IKEv2/IPSec. A provider’s website being reachable—or its app being installed—does not establish that the VPN tunnel itself will connect.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhich options are worth considering?
The useful starting point is your goal: connecting from Russia to an overseas exit, or obtaining a Russian IP address. The options below serve different purposes and have different kinds of evidence behind them; they are not a live reliability ranking.

| Option | What the available evidence says | What it does not establish |
|---|---|---|
| Mullvad VPN | TechRadar’s 2026 reporting says Mullvad advises users in Russia to try QUIC or Shadowsocks. It also reports that Mullvad has removed its Russian servers. | Those connection options do not guarantee access. TechRadar says blocked server IPs may require trying a different server. With Russian servers removed, the report does not support choosing Mullvad for a Russian exit IP. |
| Astrill StealthVPN | Top10VPN’s Russia guide labels Astrill’s proprietary StealthVPN an option for censorship, with an “last tested” date of August 2026 for its review. | A review finding from that date cannot establish current reachability on your ISP or predict how long it will remain useful. |
| Proton VPN | Proton’s official product page advertises Russian server locations, apps for major platforms, a kill switch, open-source apps, and independent audits. TechRadar’s 2026 article quotes Proton VPN General Manager David Peterson: “Proton VPN’s Stealth protocol is resistant to deep packet inspection (DPI).” | Russian server locations address the possibility of a Russian exit IP; they do not show that a user in Russia can currently connect to Proton. TechRadar notes that server IPs can still be blocked and repeated attempts may be needed. The product features listed here are Proton’s claims, not independent proof of reachability. |
| AmneziaWG or VLESS | Roskomsvoboda describes AmneziaWG as a WireGuard-based fork that adds packet randomization intended to frustrate deep packet inspection. VPN Guild’s January 2025 report describes AmneziaWG and VLESS as approaches that had shown functionality under some conditions. | These are technical approaches, not evidence that a particular app, provider, or configuration will work now. Roskomsvoboda’s account is historical context, and VPN Guild’s findings are an industry-group report rather than a guarantee of universal effectiveness. |
TechRadar’s 2026 article also reports differing views on the state of access: an Amnezia representative characterized some popular Western VPNs as effectively non-functional, while Proton’s general manager and an ExpressVPN spokesperson described more qualified ongoing connectivity. Those accounts do not resolve which service works best across the country.
Choose based on your destination and priorities
- You need a Russian IP address: Look specifically for a provider that advertises Russian exit locations. Proton advertises Russian servers; TechRadar reports that Mullvad removed its Russian servers. Neither fact answers whether you can connect to a provider from your Russian network.
- You need to connect out of Russia: Prioritize a provider with current Russia-specific connection instructions and more than one protocol or circumvention option. Mullvad’s QUIC or Shadowsocks guidance is one example reported by TechRadar, not a promise that either will work on your connection.
- You want an option specifically reviewed for censorship: Top10VPN’s August 2026 review snapshot lists Astrill’s StealthVPN. Treat the date as part of the claim; filtering and server access can change.
- Privacy details matter to your choice: Proton’s official page advertises open-source apps and independent audits. The available evidence does not provide comparable privacy-policy, audit, account-data, or payment-data details for every option in the table, so it is not enough for a full privacy comparison.
- You need a particular device: Proton says its apps cover major platforms, but the sources summarized here do not establish a comparable, platform-by-platform list for all providers. Check the provider’s current support page for your device before subscribing.
Prices and refund terms are not established in the sources summarized here. Check the provider’s current terms before paying, and do not treat a refund policy as evidence that the VPN will connect.

What to check before relying on a VPN
- Decide whether you need an overseas or Russian exit IP. These are different requirements. A provider may offer a Russian server location without that server being reachable from your Russian ISP.
- Read the provider’s current Russia-specific status and support guidance. Look for current protocol recommendations, server notices, and instructions for changing servers. Guidance reported in an article may no longer reflect the provider’s latest advice.
- Check that the app supports the recommended connection option on your device. Do not assume a protocol or configuration is available on every platform; verify it in the provider’s current documentation.
- Test on the network you intend to use. A connection working on one ISP or in one location does not establish that it will work on another. If the provider reports blocked server IPs, follow its instructions for trying an alternative rather than assuming the account is unusable.
- Review the privacy and subscription terms separately. Confirm what the provider says about audits, apps, account information, payments, pricing, and refunds from its own current materials.
Why a VPN may fail to connect
- The protocol is filtered. VPN Guild’s January 2025 report describes filtering of OpenVPN, IKEv2/IPSec, and WireGuard. Switching to another provider’s supported option may help in some conditions, but no option in these reports is assured to work universally.
- The server IP address is blocked. TechRadar’s 2026 reporting says users may need to try a different server IP. A provider’s service being online elsewhere does not mean every address is reachable from your network.
- The app or setup does not match current instructions. A provider’s latest Russia-specific guidance is more relevant than assuming a default configuration will connect.
- Conditions have changed. Technical reports and review results are snapshots. Roskomsvoboda cites CensoredPlanet’s 2022 finding that “85% of traffic going through OpenVPN” in that research experiment; the figure describes that experiment and should not be read as a measure of all Russian traffic or as a current blocking rate.
What the available evidence says about legality
The sources summarized here do not establish the current legal position for an individual reader’s specific conduct. Do not treat a provider’s availability or a review’s recommendation as legal advice; check current authoritative Russian legal sources or consult qualified local counsel if the legal implications matter to you.
