There is no single best VPN for Norway that every publisher agrees on. ITavisen’s Norway comparison names NordVPN as its overall winner, while VPNportalen recommends ExpressVPN for most users. The right choice depends on what you need the connection to do: get a Norwegian IP address while you are abroad, protect privacy at home, stream content, or keep costs low. This guide explains how to choose by use case, what each publisher’s verdict actually rests on, and which claims you should verify before you pay.
Start with the job, not the ranking
Readers searching in Norwegian for “Hvilken VPN er best i Norge?” usually have one of three practical goals. Some are in Norway and want better privacy on public Wi-Fi or from their own ISP. Some are travelling or living abroad and need a Norwegian IP address to reach Norwegian services. Others want a service that works reliably with streaming libraries. A VPN that is ideal for one of these can be a weak fit for another, so compare the options on the following axes:
- Norwegian server and IP availability, including whether you need an Oslo or other Norwegian address for use from abroad.
- Privacy policy and independent assurance, with the source and date of any audit or review.
- Speed and streaming evidence, and whether it comes from an independent test or from the provider.
- Introductory price versus renewal price, plus refund terms.
- Device support and simultaneous connections.
- App ease of use.
What the publisher verdicts say, and how they were reached
Publisher rankings are useful signals, but each one reflects its own methodology. The table below lists the verdicts as published; it does not treat any of them as independently verified fact.
| Publisher and date | Method as described | Overall pick | Other named picks |
|---|---|---|---|
| ITavisen, Norway comparison, 2026 | Says it tested seven services across speed, security, privacy, streaming, usability and price | NordVPN | ExpressVPN for streaming; Surfshark for many devices; Proton VPN for privacy |
| VPNportalen, Norway page, 2026 | Method not stated in the material reviewed | ExpressVPN for most users | Proton VPN for privacy; Surfshark for low price and unlimited devices |
| TechRadar, general VPN comparison, 24 September 2026 | Testing-based judgments; not specific to Norway | NordVPN | Surfshark as cheap; Proton VPN as privacy-first |
The TechRadar piece is a general comparison, and its price points relate to markets outside Norway. Use it for the broad pattern of picks, not for Norwegian pricing.

Getting a Norwegian IP address while abroad
If your goal is to appear as if you are in Norway while you are elsewhere, the question is whether the provider runs servers in Norway and whether those servers suit your device and app. Confirm the endpoint before you subscribe.
ExpressVPN
ExpressVPN’s Norway page describes Oslo IP addresses for using Norwegian services while travelling, along with obfuscation, encryption and support for several device categories. These are the provider’s own descriptions. No independent measurement of the Oslo endpoint was reviewed for this guide.

Proton VPN
Proton VPN states that it operates 14 servers in Norway and that free servers are available there. Its Norway page is undated and was accessed in 2026, so treat the count as a provider claim that may change. Proton also advertises a 30-day money-back guarantee on paid plans; check the current terms at checkout, because refund conditions can change.

NordVPN
NordVPN is ITavisen’s overall winner, but the material reviewed for this guide does not establish a specific Norwegian server count or Oslo endpoint for NordVPN. Check the server list in the app before subscribing if a Norwegian address is your main goal.

Privacy: what an audit proves and what it does not
Privacy claims are where readers most often over-read the evidence. NordVPN reports six no-logs examinations in total through 2025, and its page names Deloitte for the 2023, 2024 and 2025 reviews. The six-examination total is the provider’s own summary; the underlying reports were not reviewed for this guide, so their exact scope and conclusions should be checked directly with NordVPN before you rely on them.
An independent review of a provider’s no-logs practices is a narrower thing than a guarantee that no data is ever held. Read what the report covers, the period it applies to, and who commissioned it. A recent review of a stated period is meaningful evidence; it is not the same as a permanent promise about every data type.

What your ISP can still see
A VPN does not make you invisible to your internet provider. NordVPN Support explains that the ISP can still see the VPN server IP address, connection time, protocol and port, traffic volume and the encrypted traffic itself. Destinations are hidden inside the tunnel. In NordVPN’s words: “When you connect to a NordVPN server, your ISP can see that you’re connected to an IP owned by a VPN service.” This is the provider’s own description of its service, not an independent assessment.
Prices: check renewal, not the headline offer
Promotional prices are common in VPN marketing, and the material reviewed for this guide does not show consistent Norwegian checkout and renewal prices across the services named here. An introductory monthly equivalent is not the long-term monthly cost. Before paying, check the price that applies after the first term, the currency and VAT shown at checkout, and the refund window.

Conditional recommendations
Privacy-first
Start with providers that publish independent review history and clear policies. ITavisen and TechRadar both name Proton VPN as the privacy pick; NordVPN’s audit history is the most specific published record in the material reviewed. Compare the reports and policies directly, and do not treat any single publisher’s verdict as settled.
Streaming-first
ITavisen names ExpressVPN for streaming. No publisher can guarantee access to any streaming platform, because services change their VPN blocking and their terms. Test the specific service you want on a trial or within the refund window, and confirm the connection works on the devices you use.
Budget-first
VPNportalen and TechRadar both name Surfshark for low price, and VPNportalen highlights unlimited devices. Compare the renewal price and the device allowance, not the first-term offer. Check the current device limit in the account settings, since it is not established in the material reviewed.

Norwegian IP while abroad
ExpressVPN is the provider most clearly described for this purpose, through its Oslo addresses. Confirm the Oslo server is available on your device, and test that the Norwegian services you need load as expected before your trip.
Before you subscribe
- Decide whether your main goal is a Norwegian IP address, privacy, streaming or low cost.
- Open the provider’s server list in its app and confirm a Norwegian or Oslo server is shown for that goal.
- Read the current privacy policy and note the date and scope of any independent review.
- At checkout, record the first-term price, the renewal price and the refund window.
- Confirm the number of simultaneous devices on your plan.
- Use the refund period to test the streaming service or Norwegian site you need.
If a Norwegian address is the goal, the first step is confirming the endpoint, not the publisher ranking. The overall pick can differ from the best option for your use case.
