No independent test we could find compares VPN providers’ Montenegro endpoints for speed, reliability, or streaming access, so there is no verifiable single “best” VPN for Montenegro in 2026. What you can establish is which providers list Montenegro as a location, what that label does and does not promise, and which provider fits what you need the VPN to do. Proton VPN and Private Internet Access (PIA) both list Montenegro locations. ExpressVPN also lists Montenegro, but describes those locations as virtual.

Start with the job you need the VPN to do

Most searches for a Montenegro VPN fall into one of three cases, and each one leads to a different choice:

  • Getting a Montenegro IP address while you live elsewhere. You need a connection that appears to come from Montenegro. Provider location lists matter most here.
  • Using a VPN while you are physically in Montenegro. You want privacy on local networks or public Wi-Fi. A Montenegro location is not required for this, and the provider’s privacy practices matter more than its country list.
  • Choosing a general privacy provider. Montenegro is one exit among many. Judge the provider on its privacy policy, apps, and price, and treat Montenegro as a bonus.

Which providers list Montenegro

The table below shows only what each cited source establishes. Where a source is silent, the cell says so rather than filling the gap with an assumption.

Provider Montenegro location listed Physical server placement Source and date Notes
Proton VPN Yes. Advertises Montenegro servers and a Montenegro IP. Not established by the cited page. Proton VPN’s official Montenegro page (undated) Privacy, device, protocol, streaming, and plan features are provider claims, not independent findings.
ExpressVPN Yes. Advertises local IPs for Montenegro. Described by ExpressVPN as virtual. ExpressVPN’s official Montenegro page (undated) Says VPN use is legal in Montenegro. This is a provider assertion (see the legal section).
Private Internet Access Yes. Included in its support list of locations. Not stated. PIA support list dated 29 September 2026 Recommends checking the app for the current account and device list, since availability can vary by account.
NordVPN Not stated in the sources reviewed. Not stated. TechRadar’s general 2026 VPN guide dated 24 September 2026 Named its best all-round VPN in that guide. This is general editorial context, not a Montenegro test.

What a Montenegro location does and does not guarantee

A country label answers only one question: which IP address range the provider assigns. It does not tell you whether the sites you use will accept that address.

  • Local-IP claims are provider claims. A listed Montenegro location does not show that a particular bank, government portal, or streaming catalog will work from it. Services can block known VPN address ranges at any time.
  • Virtual locations are a different thing from physical ones. ExpressVPN states that its Montenegro locations are virtual, which means the traffic appears to come from Montenegro while the servers may be elsewhere. Proton VPN’s page advertises a Montenegro IP but does not establish where its hardware sits, so do not assume physical presence in either case.
  • Availability changes. A location can be added, renamed, or removed. Check the list in the app you will actually use.

Performance and streaming: what is and is not known

TechRadar’s general 2026 VPN guide, dated 24 September 2026, notes that streaming access can change over time. That guide does not test Montenegro exits, so its overall ranking should not be read as a claim about Montenegro speed or unlocking. No current independent side-by-side comparison of Montenegro endpoints was available to check. If you need a specific service to work, you have to test it yourself:

  1. Measure your normal connection speed with a speed test, with the VPN off.
  2. Connect to the Montenegro location in your provider’s app and repeat the speed test at similar times of day.
  3. Open each site or service you depend on and confirm it loads and plays content.
  4. Repeat the check after a few days, since access can change.
  5. Before paying for a full term, check the provider’s refund terms and whether a trial or money-back window applies.

How to get a Montenegro IP address

  1. Install the provider’s app on the device you will use, or sign in to the provider’s website if it offers a dedicated location list there.
  2. Confirm that Montenegro appears in the location or server list for your plan and account. PIA advises checking the app for the current list.
  3. Select Montenegro and connect. Wait until the app shows that you are connected to Montenegro.
  4. With the VPN connected, open an IP lookup page. It should show a Montenegrin location. If it shows another country, disconnect, reconnect, or choose another Montenegro server.
  5. Test the specific site or service you need, because a correct IP address does not guarantee access.

Checklist before you subscribe

  • Montenegro is listed in the app or account you will use, not just on a marketing page.
  • The provider discloses whether Montenegro locations are physical or virtual.
  • The sites or services you need work on a test connection.
  • The privacy policy and any independent audit evidence can be verified from the provider’s own documents or the auditor’s published report.
  • Your devices are supported, and the provider offers a router option if you need one for devices without VPN apps.
  • Switching between locations is easy in the app.
  • You know the full renewal price, not only the introductory price. The sources reviewed did not state current prices, and offers change.

Legal position

ExpressVPN states that VPN use is legal in Montenegro. The official Montenegrin material available for this guide did not directly confirm that point. Montenegro’s electronic communications regulator, EKIP, and the Ministry of Public Administration both publish relevant rules, including a Information Security Law, but the pages we could read did not settle whether ordinary consumer VPN use is permitted. Treat ExpressVPN’s statement as the provider’s position, and check current Montenegrin law or consult a local lawyer before relying on it for work, business, or sensitive activity.

Optional: a VPN on your router

A VPN-compatible router can protect devices that cannot run VPN apps, such as some smart TVs and consoles. It is not needed for ordinary app-based use. Proton VPN’s router setup guide states: “To use Proton VPN, your router must support OpenVPN or WireGuard® as a client.” Keep these limits in mind:
