There is no single best VPN for Canada. The reviews we reviewed agree on a shortlist, but they disagree on which provider wins, because each outlet weights Canadian server coverage, streaming, speed, privacy, and price differently. For most readers, NordVPN is the strongest all-round starting point, Proton VPN suits privacy-first use, Surfshark suits budget-conscious buyers who will commit to a long prepaid term, and ExpressVPN suits people who want the simplest setup. Free plans are a separate decision and usually a poor fit for Canadian streaming.
The findings below come from comparison and testing outlets, not from original testing by this site. Each claim is attributed to the outlet that reported it, with the date where the outlet gave one. Prices, server counts, and streaming results change, so treat them as a starting point and confirm them at checkout.
Match the VPN to what you need it to do
The right choice depends on why you want a VPN. Coverage of Canadian cities, privacy evidence, streaming results, ease of use, and total cost each carry different weight depending on the use case.
| Your main goal | Where to start | Why it fits | What to verify first |
|---|---|---|---|
| Everyday privacy on home Wi-Fi and phones | Proton VPN (paid plan) | Reviewed coverage positions it as a privacy-oriented option | Jurisdiction, audit status, and the features included at your paid tier. Its free tier is not suited to Canadian streaming, according to Tom’s Guide |
| Canadian IP access while travelling, or Canadian streaming abroad | NordVPN | TechRadar reports a Montreal connection that played Crave and CBC Gem without drops in video quality | That the Canadian city you need is listed, and that the services you use work on your own account and device |
| Lowest cost over a long commitment | Surfshark | Tom’s Guide calls it a value option and says it unblocked every streaming service it tested | Total prepaid amount and renewal price, not the monthly equivalent |
| Simplest setup for a non-technical household | ExpressVPN | Tom’s Guide names it its easiest-to-use Canada pick | Which tier includes the features you need, and the price at renewal |
| Zero-cost trial of Canadian access | Windscribe free plan, to investigate | Top10VPN selects it as its free VPN option for Canada, based on September 2026 testing | Data caps, speed limits, which servers are free, and whether streaming works on the free plan |
How the reviews reached their conclusions
The outlets used different methods, so their results are not directly comparable. A server count or speed figure should be read alongside the method that produced it.

| Outlet | Date reported | What it says it tested or reviewed |
|---|---|---|
| Top10VPN | Latest testing stated as September 2026 | 59 VPNs tested for Canada. This is the outlet’s own figure and methodology, not an industry-wide statistic |
| Security.org | Not stated on the page reviewed | Server-location speed tests, leak tests, forced-disconnection kill-switch checks, privacy-policy review, streaming tests, costs, money-back guarantees, and simultaneous connection limits. It emphasises jurisdiction and independently verified no-log policies |
| Tom’s Guide | Article dated June 2026 | Canadian coverage, streaming in Canada and abroad, ease of use, support, speed, privacy, and security. All services were tested on a 1 Gbps line for maximum speeds |
| TechRadar | Not stated on the page reviewed | Connection and streaming test from Montreal, including Crave and CBC Gem. Prices displayed in USD |
Because the speed methods differ, a faster result in one outlet’s table does not show a faster service than another outlet’s. Tom’s Guide’s 1 Gbps figures reflect its own line and setup.
Provider notes
Each entry below records what each outlet reported. Nothing here is a guarantee of performance or access.
NordVPN: the all-round candidate
TechRadar names NordVPN its overall Canada choice and reports 300 servers in three Canadian cities. Tom’s Guide also reports more than 300 servers across three Canadian locations and describes streaming and speed tests. Top10VPN, testing in September 2026, lists Montreal, Toronto, and Vancouver. Its server count differs from the other outlets, which is one reason to attribute counts to a named source and date rather than merging them.

Pricing is where the reviews diverge most. Tom’s Guide’s June 2026 article displayed an introductory two-year price of CA$3.89 per month, with CA$105.03 plus tax due upfront. These two figures do not reconcile over a 24-month term (CA$3.89 multiplied by 24 is CA$93.36), so the checkout may include other charges or a different term. TechRadar displayed prices in US dollars. Confirm the exact amount, currency, taxes, and renewal price on the provider’s checkout page before deciding.
Proton VPN: the privacy-oriented alternative
TechRadar reports three Canadian locations with 655 servers combined. Tom’s Guide, in a later article, reports 849 servers across three Canadian locations. The gap most likely reflects different dates of capture, so use the count from the most recent page and check the app’s server list directly.
Tom’s Guide says Proton’s free tier does not support streaming and does not provide a Canadian server in its described setup. If you want Canadian streaming, the free plan is not a realistic option, and you should compare the paid tiers instead.

- Commercial-grade Security Anywhere – Protect your home network with AiProtection Classic, powered by Trend Micro. And when away from home, ASUS Instant Guard gives you a one-click secure VPN.
Surfshark: the value option
Tom’s Guide identifies Surfshark as a value choice, reports more than 150 servers in three Canadian locations, and says it unblocked every streaming service it tested. The price it displayed was tied to a 27-month prepaid period. A monthly equivalent over a term that long can look much lower than what you actually pay at once, so compare the total upfront amount, the renewal price, and the refund window before committing.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →ExpressVPN: the usability candidate
Tom’s Guide calls ExpressVPN its easiest-to-use Canada pick. It reports a lower-priced tier alongside higher tiers that add features. The price shown in that article reflects a long subscription term, so confirm the current plan length and renewal price at checkout rather than relying on the figure in a review.
Windscribe: the free plan to investigate
Top10VPN selects Windscribe as its free VPN option for Canada, based on testing it describes as September 2026. That makes it worth testing, but not a default recommendation. Before relying on it, check the free plan’s data allowance, speed limits, which Canadian servers are available without payment, and whether your intended streaming service works on it.

Privacy: what the evidence does and does not show
A VPN changes which network sees your traffic and where your connection appears to come from. It does not by itself make you anonymous, and it does not guarantee that a service will keep working. The reviews separate claims from verification, and you should do the same.
- Provider claims: a no-log policy stated by the provider. Read the policy and check whether it has been independently verified.
- Independent verification: Security.org says it weighs independently verified no-log policies more heavily. An audit is only as current as its date, so check when it was published.
- Jurisdiction: Security.org emphasises where a provider is based, because that determines which laws and data requests can apply to it. This article does not assess any Canadian legal rule, and the reviews here do not establish how one would apply to a specific provider.
- Leak and kill-switch behaviour: Security.org tests for DNS and IP leaks and checks whether the connection is cut when the VPN drops. These tests describe the app’s behaviour in the outlet’s setup, not in yours.
Streaming: tested results, not promises
Streaming results are the most volatile part of any VPN review. A service that works from a Montreal server today may block it next month, and it may work on one device but not another, or on one account but not another. Name the services you actually use, check whether the reviewed outlet tested them, and confirm the date of that test.
Crave and CBC Gem are the services named in TechRadar’s test. Tom’s Guide reports that Surfshark unblocked every service it tested, but it does not establish that the same will hold for your account or location. No outlet can promise that a catalogue will remain accessible.
Best Value
- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
Speed and stability
Speed depends on the server you connect to, your base connection, and the distance to the server. Tom’s Guide reports maximum speeds on a 1 Gbps line, which is a useful test of peak throughput but not a measure of what you will get on a slower home connection. The other outlets report their own speed methods, so compare results within each outlet rather than across them.
How to check a plan before you pay
- Confirm the plan, term, and currency on the provider’s checkout page. Note whether the price includes tax and what currency it is in.
- Calculate the total cost of the term you would commit to, and then the renewal price. Do not rely on a monthly equivalent alone.
- Check the refund window printed at checkout, and note whether it applies to the full prepaid amount.
- Open the app’s server list and confirm the Canadian cities you need, such as Montreal, Toronto, or Vancouver, are present on your plan tier.
- Count your devices. Security.org treats simultaneous connection limits as a core factor, so compare the limit with the number of phones, laptops, tablets, and TVs you need to protect at once.
- Test your own services after installing: open each streaming app on the device you use, while connected to a Canadian server, and note whether it plays. Repeat the check if access stops.
- Check the publication date of any review you rely on. Server counts, prices, and streaming access change between article dates.
Free plans compared with paid plans
Free plans are useful for checking whether a VPN app works on your device, but they are a poor basis for Canadian streaming or long-term privacy. Tom’s Guide says Proton’s free tier does not support streaming, and Top10VPN’s Windscribe pick comes with limits that need checking. Use a free plan to test the app, then decide whether a paid tier is needed for your purpose.
