There is no single best Scrum tool for every team. Jira is a broad choice for teams seeking backlog management, sprint planning, boards, reports, and integrations in one product. Azure Boards is a strong fit for teams already working in Microsoft’s development ecosystem, with documented support for sprint backlogs, capacity, task boards, burndown, velocity, and forecasting. Choose based on how your team plans and runs sprints, the reporting it needs, and the complexity it can support.
What to look for in a Scrum tool
A task board alone may show what is in progress, but it may not support the planning, reporting, and forecasting your team needs. Start with the team’s real backlog practices and sprint cadence, then compare tools against those needs rather than ranking them by feature count.
- Backlog and sprint support: Can the team refine work, plan a time-boxed sprint, and track it through completion?
- Progress visibility: Does the tool make work in progress and sprint outcomes easy to inspect?
- Capacity and forecasting: Does the team need to plan around available capacity or estimate likely sprint completion?
- Development ecosystem: Will the tool fit the systems the team already uses? Check specific integrations rather than assuming compatibility.
- Workflow complexity: Consider both the flexibility a platform offers and the setup and learning effort it may require.
Atlassian notes that project size and complexity affect tool choice, so a product that suits a large or highly customized project may be more than a small team needs. Atlassian’s Scrum tools overview provides context for evaluating its own product; it is vendor-published information, not independent proof that Jira is superior.

Jira is a sensible starting point for teams that want backlog refinement, sprint work, boards, and reporting in one product. Atlassian describes its Scrum boards as supporting work from backlog refinement through sprint completion and retrospectives. Its Agile overview also describes backlogs, sprint planning, custom workflows, reports, automation, and integrations, as well as Scrum, Kanban, and hybrid workflows. The practical question is whether that breadth fits your team. A team that needs configurable workflows and integrations may value those options; a team with a simple sprint process should assess whether the configuration and learning effort are worthwhile.
Azure Boards: a strong fit for Azure DevOps teams
Azure Boards is worth considering when the team already works in Azure DevOps. Microsoft documents Scrum workflows using iteration paths for sprints, filtered backlogs, sprint planning, capacity tracking, task boards, burndown, velocity, and forecast tools. Microsoft’s workflow guidance describes capturing product backlog items (PBIs) and bugs, mapping them to features, and breaking sprint work into tasks linked to those items. Confirm deployment, licensing, and organization-specific requirements for your environment before settling on Azure Boards; the documented feature set alone does not establish that it meets every team’s operational needs.

How to choose for your team
- Write down your sprint workflow. Note how work enters the backlog, how the team plans a sprint, and how it tracks completion.
- Identify the missing capabilities. Decide whether boards are enough or whether backlog refinement, reports, capacity tracking, or forecasting are also needed.
- Start with ecosystem fit. If your development work is already in Azure DevOps, assess Azure Boards first; if Jira’s broader Scrum and Agile toolset better matches the process, assess Jira.
- Test the process with your real work. Check whether the team can represent its backlog items, bugs, and sprint tasks clearly and inspect progress without adding unnecessary workflow overhead.
