For most Windows 11 users, NAPS2 is the best scanning app because it is free, supports flatbeds and automatic document feeders, creates multipage PDFs, offers OCR, and can automate repeat jobs. Choose Windows Scan for occasional one-page scans, or your scanner manufacturer’s app for model-specific controls.

The right choice depends on what “scanning app” means in your workflow. A scanner-control utility communicates with hardware; document-capture software manages pages; OCR makes text searchable; and PDF software edits or organizes the finished file. NAPS2 covers more of those jobs than most free options, but Windows Scan and manufacturer utilities can be better in narrower situations.

Key takeaways

  • NAPS2 is the best overall free Windows 11 scanning app for multipage PDFs, OCR, profiles, ADF scanning, duplex scanning when supported by the hardware, and automation.
  • Windows Scan is the simplest choice for occasional scans, but it is limited for OCR, batch jobs, page management, and command-line workflows.
  • Brother, Epson, Canon, and HP utilities can expose device-specific features, but compatibility and available functions depend on the exact scanner or multifunction-printer model.
  • VueScan is worth investigating for older scanners whose original Windows software is unavailable or no longer maintained, but exact-model compatibility must be checked first.
  • Adobe Acrobat is primarily an advanced PDF-editing and OCR suite, not the best default scanner-control app for occasional scanning.

Best scanning app for Windows 11: quick comparison

NAPS2 is the best scanning app for Windows 11 overall, while the other choices below are better for specific needs. “OCR” means optical character recognition: the process of adding searchable text to a scanned image.

NAPS2 can scan from flatbeds and automatic document feeders, create multipage PDFs, save TIFF, JPEG, and PNG files, rotate and crop pages, deskew images, remove blank pages, and maintain multiple scanning profiles. Duplex scanning is available when the scanner and its driver expose duplex capability. NAPS2 also supports batch jobs, auto-save rules, and an optional command-line interface for repeatable workflows. See the NAPS2 feature overview for the project’s current capabilities.

Why NAPS2 is a strong default

  • It handles documents rather than just individual images. You can add pages to one job, reorder pages, remove unwanted pages, and save the result as a single PDF.
  • It supports searchable PDFs. NAPS2 can add an invisible text layer through OCR while preserving the scanned page image.
  • It supports repeatable settings. Profiles can store a scanner, source, paper size, resolution, color mode, and other settings for receipts, letters, photos, or office documents.
  • It can work with different access methods. NAPS2 supports WIA and TWAIN through installed scanner drivers and can use eSCL with some modern network scanners.
  • It supports automation. The command-line interface can scan with a selected profile, list devices, save files, and run OCR on existing PDFs.

NAPS2 is not universal hardware support. WIA and TWAIN normally depend on a working driver supplied by the scanner manufacturer. If Windows cannot communicate with the scanner, NAPS2 may also fail unless the scanner offers another usable protocol such as eSCL. The NAPS2 Windows scanning documentation explains the driver and connection options.

How do you scan your first document with NAPS2?

  1. Download and install NAPS2 from the official NAPS2 download page.
  2. Click Scan and create a profile when prompted.
  3. Choose the scanner and select WIA, TWAIN, or eSCL if more than one access method is available.
  4. Choose Flatbed, Feeder, or Duplex, depending on the scanner.
  5. Set the paper size, resolution, color mode, and other options.
  6. Scan the first page and add more pages if necessary.
  7. Click Save PDF, or choose an image format such as TIFF, JPEG, or PNG.
  8. Enable OCR when the PDF must be searchable.

The NAPS2 profile-settings documentation covers source selection, driver choices, page settings, and reusable profiles.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does NAPS2 support searchable PDFs and OCR?

Yes, NAPS2 can create searchable PDFs with OCR. On the first use, download the OCR language data you need, then enable Make PDFs searchable using OCR. NAPS2 supports multiple languages and offers Fast and Best OCR modes; Best mode can take longer.

An image-only PDF contains page pictures, so text usually cannot be searched or selected. A searchable PDF keeps the page image and adds an invisible text layer. OCR quality depends on resolution, contrast, skew, language, layout, handwriting, unusual fonts, and the condition of the original. Review OCR output before relying on it for legal, financial, medical, or operational documents. The NAPS2 OCR documentation provides the setup details.

Can NAPS2 scan multipage and duplex documents?

Yes, NAPS2 can scan multipage documents and duplex documents when the scanner hardware and driver support those functions. An ADF automatically feeds multiple sheets. A duplex ADF scans both sides automatically. A flatbed generally requires one page at a time, while manual duplex scanning requires scanning fronts and backs separately and then reordering or interleaving the pages.

Software cannot add an ADF or duplex mechanism to a flatbed-only scanner. If duplex pages appear upside down or in the wrong order, check the scanner’s duplex orientation setting and use NAPS2’s page-reordering tools.

When is Windows Scan the better choice?

Windows Scan is better when you want the least complicated way to make an occasional scan. Microsoft distributes the app through the Microsoft Store, and the app may appear in Windows 11 under the name Scan. Windows Scan lets you select a scanner, choose basic settings and a file type, scan, and save the result.

Windows Scan is suitable for a one-page letter, a basic photo, or an occasional document. Windows Scan is not the strongest choice for searchable archives, extensive OCR, profile management, automatic page cleanup, command-line automation, or sophisticated multipage document workflows.

How do you set up a scanner in Windows 11?

  1. Turn on the scanner or multifunction printer and connect it by USB or to the same network as the PC.
  2. Open Start > Settings > Bluetooth & devices > Printers & scanners.
  3. Select Add device if Windows has not found the scanner.
  4. Confirm that the scanner or multifunction printer appears.
  5. Search Start for Windows Scan or Scan.
  6. If the app is missing, install Windows Scan from the Microsoft Store.
  7. Place the document on the flatbed or in the ADF, select the scanner and settings, and click Scan.
  8. Save the result to the chosen folder.

Microsoft says the default save location when no other location is selected is generally PicturesScans. The exact settings shown can vary by Windows 11 release, scanner driver, and whether the device is a standalone scanner or an all-in-one printer. Follow Microsoft’s current Windows scanning instructions, which use the current Bluetooth & devices path rather than older Windows 10 instructions referring only to Devices.

Should you use the scanner manufacturer’s app?

Use the manufacturer’s app first when you need features designed for a particular scanner or multifunction printer. Manufacturer software may expose push-scan buttons, feeder controls, maintenance functions, cloud destinations, printer workflows, photo correction, or device-specific options that a universal app does not.

Manufacturer software is model-specific. A brand name alone does not guarantee that every scanner supports every branded application, and an all-in-one printer can appear in Windows as a printer without exposing its scanner component. Check the exact model’s support page and install the full scanner driver package when necessary.

Brother iPrint&Scan

Brother iPrint&Scan is the natural first choice for owners of supported Brother printers and scanners. Brother provides scanning and workflow functions through the app, but Brother explicitly notes that supported functionality varies by model. Check Brother’s supported-model list before relying on a particular feature such as OCR or printing from within the app.

Epson ScanSmart and Epson utilities

Epson owners should check whether the exact model supports Epson ScanSmart, Epson Scan 2, or another Epson utility. Epson’s software availability varies by product, and Epson documentation says Windows Scan may be the recommended option for some products when Epson Scan is unavailable on Windows 11. Verify the model through Epson Support and review Epson’s Windows 11 software guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Canon IJ Scan Utility

Canon owners should check the exact model’s Canon support page for IJ Scan Utility, IJ Scan Utility Lite, or the current multifunction-printer package. Canon utilities can provide Canon-specific scan destinations and controls, but no single Canon utility should be assumed to support every scanner or printer generation. Use the Canon support portal to verify the current Windows 11 driver and application.

HP Smart and current HP software

HP owners should use the exact device page to check HP Smart and the current HP scan driver package. HP software can be the most convenient route for supported HP multifunction printers, but model, driver, account, and network requirements can vary. Verify the device through HP Support rather than assuming that all HP scanners use the same workflow.

What is the best scanning app for an old scanner?

VueScan is the paid specialist option to investigate when an older scanner has lost its original Windows software. VueScan is particularly relevant when the manufacturer stopped updating the scanner utility or the original software is unavailable. Check the exact model in VueScan’s current compatibility information before buying; VueScan should not be treated as a guarantee that every unsupported scanner will work.

VueScan makes more sense for preserving the use of an existing flatbed, photo, or film scanner than for a new scanner that already has a well-supported Windows 11 utility. VueScan may also lack some proprietary manufacturer features, so compare the required workflow before purchasing. Consult the official VueScan product and compatibility information, and verify current licensing details directly because prices can change.

Is Adobe Acrobat a scanning app?

Adobe Acrobat is better understood as a PDF-processing and OCR application than as the default Windows scanner-control app. Acrobat becomes useful after or alongside scanning when you need to combine, edit, organize, redact, sign, compress, or extensively OCR scanned PDFs.

Acrobat is usually excessive for someone who only needs to scan a few pages into a PDF. NAPS2 is the stronger free starting point for capture, multipage scanning, and searchable PDFs. Acrobat is worth considering when document editing and business PDF workflows matter as much as scanning. Review the official Adobe Acrobat product page and current Acrobat pricing before subscribing.

How do WIA, TWAIN, and eSCL differ?

WIA, TWAIN, and eSCL are different ways a Windows scanning app can communicate with scanner hardware. Choosing the right access method often matters more than switching between apps.

Method What it is When it is useful Important qualification
WIA A Windows-standard scanner interface Common USB and Windows-integrated scanning Usually requires a working manufacturer driver
TWAIN A widely used scanner interface, often supplied with manufacturer software Advanced device controls and applications that expose TWAIN Requires a compatible TWAIN driver and device
eSCL A network-scanning protocol supported by some modern scanners Some network scanners that do not need a traditional manufacturer driver Not every scanner supports eSCL; discovery can fail across isolated networks

When NAPS2 cannot find a scanner, try WIA instead of TWAIN, or TWAIN instead of WIA. For a modern network scanner, try eSCL if the device supports it. NAPS2’s profile and driver documentation explains the available choices.

How do you create a searchable PDF?

To create a searchable PDF, scan the pages first and then run OCR with a language model appropriate for the document. NAPS2 provides a practical workflow:

  1. Scan one or more pages into a document.
  2. Open the OCR settings.
  3. Download the correct OCR language data if it is not already installed.
  4. Enable Make PDFs searchable using OCR.
  5. Choose Fast or Best OCR mode.
  6. Save the searchable PDF.
  7. Test the result by searching for a visible word and selecting text.

OCR can misread faint text, receipts, tables, mixed columns, handwriting, unusual fonts, stamps, annotations, low-resolution pages, and skewed documents. Improve the scan first by using suitable resolution, clean glass, correct alignment, and adequate contrast, then proofread important results.

Which app is best for photos?

The scanner manufacturer’s photo utility is usually the best first option for photo scanning when it provides color correction, dust removal, film or negative support, or dedicated photo modes. Photo scanning has different priorities from document scanning: color handling, bit depth, cropping, preservation formats, and restoration matter more than ADF speed or OCR.

Use NAPS2 for straightforward flatbed image capture and flexible TIFF, JPEG, or PNG output. Consider VueScan when an older photo or film scanner has compatibility problems or obsolete manufacturer software. Use a dedicated image editor afterward when substantial color restoration, retouching, or dust removal is required. Do not select an app based only on a general claim that it produces the “best” photo scans without controlled testing on the specific scanner.

How should you choose a scanning app?

Your situation Recommended starting point Why
One-page documents or occasional photos Windows Scan Simple setup and adequate basic capture
Multipage PDFs and searchable archives NAPS2 Profiles, page management, OCR, ADF support, and PDF output
Daily scanning with a supported printer or scanner Manufacturer utility or NAPS2 Compare device-specific controls with reusable NAPS2 workflows
Automatic two-sided documents NAPS2 or manufacturer utility Both can expose duplex functions when the hardware and driver support them
Photo or film scanning Manufacturer utility or VueScan Specialized color, film, and legacy-device support may matter
Older scanner with missing original software VueScan, after compatibility check Paid specialist alternative for legacy hardware
PDF editing, signing, redaction, and organization Adobe Acrobat Designed for document processing beyond basic capture
Windows 11 ARM PC Check the exact driver first; then test NAPS2 or Windows Scan App compatibility does not guarantee manufacturer-driver compatibility

How do you troubleshoot a scanner that Windows 11 cannot detect?

Start with the hardware and driver before changing scanning apps. The complete chain is scanner hardware → driver or protocol → scanning app → OCR or PDF workflow. A highly rated app cannot repair a missing or incompatible scanner driver.

Brother DS-740D Duplex Compact Mobile Document Scanner
  • FAST SPEED AND DUPLEX SCANNING – Scan single and double-sided documents in a single pass at up to 16 ppm(1). Color scanning doesn’t slow you down at all as it has the same scan speed as black and white document scanning.
  • ULTRA COMPACT – At less than 1 foot in length you can fit this device virtually anywhere (a bag, a purse, a pocket). The DSD (Desk Saving Design) feature reduces the amount of space needed to use the device, saving you 11 inches of desk space. (2)
  • READY WHENEVER YOU ARE – The DS-740D is powered via an included micro USB 3. 0 cable allowing you to use it even where there is no outlet available. Plug it into you PC or laptop and you are ready to scan.
  • WORKS YOUR WAY – Use the Brother free iPrint&Scan desktop app for scanning to multiple “Scan-to” destinations like PC, Network, cloud services, Email and OCR. (2) Supports Windows, Mac and Linux and TWAIN/WIA for PC/ICA for Mac/SANE drivers. (3)
  • OPTIMIZE IMAGES AND TEXT – Automatic color detection/adjustment, image rotation (PC only), bleed through prevention/background removal, text enhancement, color drop to enhance scans. Software suite includes document management and OCR software. (4)
  1. Check power and connection. Restart the scanner, reconnect USB, or confirm that the scanner and PC use the same network.
  2. Check Printers & scanners. Open Start > Settings > Bluetooth & devices > Printers & scanners and verify that the device appears as a scanner, not only as a printer.
  3. Install the full manufacturer package. If Windows detects an all-in-one printer but not its scanner, install the model’s current Windows 11 scanner driver and utility.
  4. Switch NAPS2 access methods. Try WIA, TWAIN, and, where supported, eSCL.
  5. Close competing applications. Another program may already be controlling the scanner.
  6. Test USB. USB is usually the simplest diagnostic baseline when a network scanner is not discovered.
  7. Check the network. Guest Wi-Fi isolation, firewalls, VPNs, scanner sleep mode, and different network segments can block discovery.
  8. Check architecture support. Windows 11 ARM users should verify ARM64 driver support or whether the scanner works through an inbox driver, WIA, eSCL, or emulation.

Optional NAPS2 command-line workflows

Most readers should use the graphical interface, but NAPS2 also provides a command-line interface. The official NAPS2 command-line documentation includes examples such as:

naps2.console -o "F:scan.pdf"

naps2.console -o "F:scan.pdf" -p "Canon MP495 (color)"

naps2.console -o "F:scan.pdf" --noprofile --driver twain --device mp495 --source feeder --dpi 300 --pagesize a4

naps2.console -i "F:doc.pdf" -o "F:doc_ocr.pdf" -n 0 --ocrlang "eng"

naps2.console --listdevices --driver twain

Adapt the file paths, profile names, device names, driver names, paper-source options, and language code to your system. The commands are examples, not universal values that work unchanged on every scanner.

Common scanning-app mistakes to avoid

  • Do not treat every scanning app as equivalent. Windows Scan, NAPS2, a manufacturer utility, Acrobat, and VueScan operate at different layers of the workflow.
  • Do not recommend Windows Scan for every user. Windows Scan is excellent for basic capture but weak for OCR-heavy archives, automation, and complex page management.
  • Do not ignore drivers. Application compatibility does not guarantee that the exact scanner model is supported on the exact Windows 11 PC.
  • Do not promise universal compatibility. NAPS2 distinguishes among WIA, TWAIN, and eSCL, and manufacturer support remains decisive.
  • Do not confuse an ordinary PDF with a searchable PDF. OCR is required for searchable or selectable text.
  • Do not expect software to fix hardware limitations. A flatbed-only scanner cannot gain an ADF or automatic duplex capability through an app.
  • Do not assume network scanning will be as reliable as USB. Firewalls, VPNs, guest networks, discovery failures, and sleep modes can interrupt network workflows.
  • Do not trust OCR without review. OCR errors are easy to miss in receipts, tables, handwriting, poor-quality pages, and documents with stamps or annotations.

Final verdict: which scanner app should you install?

Install NAPS2 first if you want the best free all-round scanning app for Windows 11. NAPS2 is the most balanced choice for multipage PDFs, OCR, profiles, ADF and duplex workflows, page cleanup, and automation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose Windows Scan if you only need simple occasional scans. Choose the Brother, Epson, Canon, or HP utility when the exact device’s proprietary controls matter. Choose VueScan when an older scanner’s original software has become unusable, after checking compatibility. Choose Adobe Acrobat when advanced PDF editing and document processing—not basic scanning—is the main requirement.

Frequently Asked Questions

Can I scan in Windows 11 without installing a separate app?

Windows 11 can use the Windows Scan app, but Windows Scan may need to be installed separately from the Microsoft Store. The scanner must still be connected and recognized through Settings > Bluetooth & devices > Printers & scanners, and the correct driver may be required.

Why is my printer detected but not my scanner?

Windows can detect an all-in-one printer without exposing its scanner component when the full manufacturer driver package is missing or incompatible. Install the exact model’s current Windows 11 scanner driver and utility, then test the device again in Printers & scanners.

Can scanning software add duplex scanning to a flatbed scanner?

No. Software can expose automatic duplex scanning only when the scanner has duplex-capable hardware and a driver that supports it. A flatbed-only scanner requires manual page handling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a searchable PDF the same as a scanned PDF?

No. A basic scanned PDF may contain only page images, while a searchable PDF includes an OCR-generated text layer that allows searching and selecting text. OCR should be reviewed because recognition errors can occur.

The Bottom Line

Bottom line: NAPS2 is the best default recommendation for most Windows 11 users. Windows Scan wins for simplicity, manufacturer software wins for device-specific features, VueScan is the legacy-scanner option, and Adobe Acrobat is for advanced PDF work after scanning.
