How these apps personalize learning
“Personalized” can describe different approaches, so the label alone is not enough to tell you how an app will respond to a learner.

Duolingo: best fit for language learning

Devices and school use
Khan Academy says Khan Academy Kids works on iOS, Android, Amazon tablets, phones, and Chromebooks. That gives families options beyond buying a dedicated tablet.
