For most children’s toilet-paper-roll crafts, choose child-labeled, water-based washable tempera paint and water-based white PVA school or craft glue. A paper glue stick is an easy alternative for flat paper details. Let the paint dry before adding glued-on features.
One safety consideration comes before the supply list: Crayola’s craft-safety guidance advises against recycled toilet-paper tubes because of potential fecal contamination and suggests paper-towel, gift-wrap, or longer cardboard tubes instead. What paint works on cardboard tubes?
Start with washable, water-based tempera labeled for children. Tempera is used in a tube-based roller-printing activity, and published toilet-roll craft instructions use water-based paint on cardboard tubes. These examples support the choice, but they are not comparative coating tests: available sources do not establish that tempera outperforms other paints on tubes.

- For a child’s general craft: Prefer water-based washable tempera with age and hazard labeling appropriate to the child.
- For simple decoration or coverage: Use a child-labeled water-based paint; allow it to dry before handling or attaching details.
- If considering acrylic: Acrylic appears in a published tube-based bat craft, but the available sources do not compare its finish, cleanup, or suitability with tempera.
There are no established figures here for coverage or drying time on cardboard tubes, so follow the paint’s label and wait until the surface is dry to the touch before gluing on decorations. PaediaSure UK’s Mini Spooks activity gives the paint-and-dry sequence; Gryphon House’s roller-printing activity uses tempera with a toilet-paper tube.
What glue should you use for tube crafts?
For paper and light-cardboard features, use water-based white PVA school or craft glue. A glue stick is convenient for flat paper pieces, such as cutout eyes or clothing. PaediaSure UK’s craft instructions allow either a glue stick or PVA after paint has dried, and Bostik describes its PVA paper glue as suitable for paper and cardboard.

Health Canada recommends water-based paint and glue for children’s craft use. The cited sources do not provide bond-strength comparisons, product-by-product tests, prices, or a universal glue drying time. Bostik’s Paper Glue information describes the glue’s material suitability.
How to choose child-appropriate supplies
Check the product’s age guidance and hazard labeling before use. HealthyChildren.org, published by the American Academy of Pediatrics, says water-based supplies are generally preferable because they do not contain chemical solvents. It recommends looking for ASTM D4236 conformity and the ACMI Approved Product seal as evidence of toxicologist evaluation; neither label guarantees that every use is completely risk-free.

- Read the paint and glue labels for age suitability and directions.
- Favor water-based products for children’s craft activities, rather than solvent-based supplies.
- Supervise children while they paint and glue. Provide ventilation when using craft materials, and follow the product’s specific precautions.
HealthyChildren.org’s supply-selection guidance discusses water-based products and safety labels. Health Canada’s arts and crafts safety advice recommends age-appropriate, kid-friendly products and close supervision.

Protect the work surface, keep paint and glue containers labeled, and store supplies as directed on their packaging. After the craft, wash hands and clean work surfaces and tools. The Scouts Association also advises supervising young people with glue and solvents and providing ventilation.
