The best offline GPS and Maps apps for Android depend on the job: HERE WeGo is the strongest default for offline driving, Organic Maps is best for privacy-focused travel, and OsmAnd is the most capable for hiking, cycling, GPX files, and customization. Google Maps remains useful for familiar places, but its offline features are comparatively limited.
Key takeaways
- HERE WeGo is the best first choice for most travelers who need free offline driving with downloadable regional, country, or continental maps.
- Organic Maps is the clearest privacy-first option because its project describes the app as free, open-source, ad-free, and without tracking or data collection.
- OsmAnd is the strongest choice for serious hiking, cycling, GPX workflows, map layers, and detailed offline customization.
- Google Maps offline mode supports driving only when the complete route fits inside the downloaded area; offline walking, cycling, and public-transit directions are unavailable.
- Offline maps do not provide live traffic, current road closures, fresh business information, or reliable GPS reception inside tunnels and buildings.
Best offline GPS and Maps apps for Android: quick comparison
Here is the practical shortlist. “Offline” is separated into map display, search, routing, and navigation because an app that displays downloaded roads may not be able to calculate or recalculate a route without a connection.
| App | Best for | Offline driving | Offline walking/cycling/hiking | Offline search | Map basis | Cost position | Main qualification |
|---|---|---|---|---|---|---|---|
| HERE WeGo | Most offline drivers and international road trips | Yes; download maps before travel | Verify by region and current app version | Designed for downloaded map areas; test important POIs | HERE map data | Free consumer app | Live traffic and other live information need connectivity |
| Organic Maps | Privacy, travel, walking, cycling, hiking, and simple driving | Yes | Yes | Offline addresses, places, and categories within downloaded data | OpenStreetMap-derived | Free | POIs and business information are not equivalent to Google’s online database |
| OsmAnd | Outdoor power users, GPX files, and customization | Yes | Yes, with detailed outdoor controls | Strong offline controls; exact features vary by edition | OpenStreetMap-derived | Free and paid features | Interface depth can overwhelm casual users; current limits vary by distribution channel |
| Google Maps | Familiar places, saved locations, and occasional offline driving | Yes, only if the complete route is covered | No offline walking or cycling directions | More limited than online search | Google map and POI data | Free | No offline transit, live traffic, or alternate routes; downloads expire |
| MapFactor Navigator | Free OpenStreetMap-based road navigation | Yes | Primarily a road-navigation choice | Depends on downloaded map data | OpenStreetMap-derived | Free maps with optional premium features | Premium packages, advertisements, and features can change |
| Sygic GPS Navigation | Dedicated-car-navigation features | Offline navigation is the product focus | Not the primary use case | Verify current offline search and map package behavior | Commercial map data | Premium or subscription terms vary | Check current pricing and which features work offline before buying |
What does an offline GPS app actually need?
An offline GPS app needs both satellite positioning and locally stored map and routing data. GPS/GNSS positioning can generally continue without mobile data or Wi-Fi when the phone has a view of the satellites, while downloaded map data lets the app display roads, trails, addresses, and points of interest.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Complete offline navigation requires more than downloaded map tiles. The app must also store the relevant routing data and include a local routing engine capable of calculating a route, providing voice guidance, and ideally recalculating after a missed turn. A downloaded map that only lets you pan around roads is not necessarily an offline navigation solution.

Which app is best for offline driving?
HERE WeGo is the best default for most people who mainly drive offline. HERE specifically advertises offline use and downloadable regional, country, or continental maps on its HERE WeGo product page. That makes it a sensible first download for an international road trip or a journey through rural areas where mobile coverage is uncertain.
HERE WeGo has a conventional mainstream navigation workflow and is a better fit than a highly technical outdoor app when the priorities are road directions, voice guidance, broad regional downloads, and straightforward setup. Traffic and other live information still require connectivity. Offline transit capabilities, Android Auto behavior, and exact vehicle features should be checked in the current Android app for the country and car involved.
MapFactor Navigator is the best free OpenStreetMap-based road-navigation alternative. Its Google Play listing advertises offline maps, coverage in more than 200 countries, and free map updates advertised as monthly. MapFactor also offers optional premium features, so free map access should not be confused with every premium navigation feature.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Sygic GPS Navigation is the most relevant premium candidate for drivers who want a dedicated GPS-style interface. Sygic is worth considering for features such as lane guidance, speed-limit information, HUD, and camera-related tools, but current prices, subscriptions, map packages, and offline feature bundles are volatile. Check the current official Android listing and purchase terms before treating Sygic as a one-time purchase or assuming every premium feature works without internet access.
Which app is best for privacy-focused offline travel?
Organic Maps is the clearest privacy-first recommendation. Organic Maps uses OpenStreetMap-derived data and supports offline map viewing, search, walking, cycling, hiking, and car navigation. The project describes Organic Maps as free and open-source, with no ads, tracking, or data collection; those claims are documented on the Organic Maps official site and in the Organic Maps project repository.
Organic Maps is particularly practical for international travel because users can download the countries or regions they need before leaving home. The trade-off is place information: reviews, photos, opening hours, newly opened businesses, and other commercial details will not match Google Maps’ online experience. OpenStreetMap coverage also varies by country and locality, so check the hotel, trailhead, road access, and important facilities before departure.

Offline operation and privacy are related but not identical. An app can navigate without a connection and still collect information when it is online. Review the current permissions and privacy documentation for HERE WeGo, MapFactor, Sygic, Google Maps, and any OsmAnd installation source rather than treating “offline” as proof of a particular data policy.
Which app is best for hiking, cycling, and GPX files?
OsmAnd is the strongest choice for advanced outdoor navigation. OsmAnd provides offline maps and navigation with extensive configuration, outdoor and cycling support, GPX-oriented workflows, plugins, and map customization. The official OsmAnd site is the appropriate place to confirm current Android features, update services, licensing, and limits.
OsmAnd is a good fit when you need contour lines or elevation information, footpaths and minor tracks, saved waypoints, route recording, GPX import and export, compass tools, and multiple map layers. The same depth makes OsmAnd more complicated than Organic Maps for a tourist who only wants to walk from a hotel to a landmark.
Organic Maps is the simpler outdoor alternative. Choose Organic Maps when easy offline hiking, walking, or cycling navigation matters more than technical layers and route-management controls. Choose OsmAnd when you need to inspect trail detail, manage GPX routes, customize the map, or prepare for a more demanding backcountry trip.
Is Google Maps good enough for offline navigation?
Google Maps is good enough for occasional offline driving in familiar places, but it is not the best full-featured offline app. Google’s Android help documentation says a downloaded map supports offline driving only when the entire route is inside the downloaded area. Google also says offline walking, cycling, and public-transit directions are unavailable, while offline driving lacks live traffic information and alternate routes. See Google’s current offline Google Maps guidance for the exact limitations.
Google Maps remains attractive because its online place search, saved places, addresses, business information, photos, and reviews are familiar. Those advantages become less dependable when the phone is offline: search is limited to locally stored data, newly changed businesses may be missing, and the full online POI experience is not available.

Google says offline maps must be updated before they expire. Google attempts automatic updating when an offline map has 15 days or less remaining and the device is connected to Wi-Fi. Google also notes that offline-map availability varies by country or region. Google Maps Go is not a substitute: Google explicitly says Google Maps Go cannot download areas or navigate offline.
How do offline maps handle walking in cities?
For offline city walking, Organic Maps is generally a better fit than Google Maps because Organic Maps supports offline walking and search. HERE WeGo may also be useful, but transit and walking capabilities should be checked for the specific city. Google Maps is convenient online, but its official offline mode does not provide walking, cycling, or public-transit directions.
City travelers should check pedestrian routing, address search, local-language labels, saved places, accessibility details, indoor maps, and the ability to download the entire city or region. Indoor maps, live transit departures, temporary pedestrian closures, and current business hours commonly need an internet connection even when outdoor street maps are stored locally.
How current are offline map downloads?
Offline map freshness depends on the provider, region, app, and update process. Google Maps downloads can expire and need updating. MapFactor’s Google Play listing advertises free map updates monthly, but update behavior and exact coverage should be confirmed in the current listing. OpenStreetMap-based apps can have excellent trail and local-road detail in one area and weaker or outdated information in another.
Do not assume that every map source is equally authoritative. Google, HERE, TomTom, Sygic, and OpenStreetMap-derived products use different data sources and update workflows. Road restrictions, addresses, POIs, business hours, trail conditions, temporary closures, and new construction can differ substantially by locality.
What happens when the route leaves the downloaded map?
When a route leaves the downloaded area, an app may continue displaying your position while losing the ability to search, calculate a route, or recalculate after a turn. Google explicitly requires the complete driving route to fit within the downloaded map area.

Download the origin, destination, full route corridor, alternative roads, border areas, airport or ferry approaches, and nearby towns where you might need fuel, food, accommodation, or emergency services. Downloading only the destination city is a common failure: the route may begin outside the stored map or cross an uncovered border.
How should you test an Android navigation app with no signal?
A proper offline test checks more than whether a blue location dot appears. Download maps over Wi-Fi, then close or force-stop the app, disable Wi-Fi and mobile data, and test search, routing, navigation, and rerouting.
- Download the required region and a buffer around the planned route.
- Search for a downloaded destination by address.
- Search for a nearby fuel station, hotel, trailhead, or other important POI.
- Calculate a route with Wi-Fi and mobile data disabled.
- Start voice-guided navigation.
- In a safe location, miss a turn deliberately and check whether the app recalculates offline.
- Pan toward the edge of the downloaded area and note how the app reports missing data.
- Repeat the test in airplane mode with location services re-enabled if the phone supports that configuration.
If an app only shows the current position but cannot search or route, the app has not passed a complete offline-navigation test. Do not rely on an untested app during an emergency or remote trip.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do you prepare an Android phone for an offline trip?
- Install the app from the official Google Play listing or the vendor’s official distribution channel.
- Update the app and download maps over Wi-Fi before departure.
- Leave free storage for map updates, routing data, voice files, terrain layers, and temporary files.
- Download neighboring regions or countries for border crossings and detours.
- Search for and save the hotel, airport, trailhead, fuel stations, hospitals, and emergency destinations.
- Download voice guidance separately if the app treats voice files as an optional download.
- Check whether the app stores maps internally or supports a compatible SD card.
- Remove battery restrictions for the navigation app if Android is likely to suspend background location or voice guidance.
- Test navigation with mobile data and Wi-Fi disabled.
- Carry a charging cable or power bank, and keep a second map app or GPX file as a backup.
What are the main offline-navigation failure modes?
Rural roads and wilderness
A mapped road may still be a private track, seasonal road, gated route, or recently closed road. Wilderness travelers may need topographic and trail data more than ordinary street navigation. Verify critical trailheads and access roads before losing connectivity.
Tunnels, buildings, and urban canyons
Offline map data cannot compensate for lost satellite reception. GPS can become unreliable indoors, underground, in tunnels, and between tall buildings. The phone may show a delayed or estimated position until reception returns.
Battery drain
Offline use reduces data consumption but does not eliminate power use. GPS polling, a bright screen, voice guidance, Bluetooth, and background location can drain a phone quickly. A mount, charger, or power bank is practical equipment for long drives and hikes.

Temporary restrictions
Offline routing may not know about temporary closures, weather conditions, local events, low-emission zones, new one-way restrictions, or temporary height and weight limits. Offline navigation is a useful backup, not an infallible traffic authority.
Android Auto
Phone navigation does not automatically guarantee complete Android Auto support. Check the current app version for Android Auto compatibility, offline map visibility, voice prompts, search, rerouting, Bluetooth behavior, and whether premium features are required.
Which offline Android app should you choose?
| If your priority is… | Start with… | Why | Keep in mind |
|---|---|---|---|
| Simple offline driving | HERE WeGo | Broad downloadable regions and a conventional driving workflow | Live services, regional capabilities, and Android Auto details vary |
| Free, private offline travel | Organic Maps | Offline-first design, walking/cycling/hiking support, and privacy-focused project claims | Business information and reviews are not Google-equivalent |
| Hiking, cycling, and GPX files | OsmAnd | Detailed layers, route tools, plugins, and extensive customization | Setup is more complex and some features are paid or edition-dependent |
| Google’s places and saved locations | Google Maps | Familiar interface and strong online POI information | Offline mode is mainly for driving and the complete route must fit the download |
| Free OSM-based road navigation | MapFactor Navigator | Offline OSM maps and a free map-update offering | Premium features, ads, and current packages vary |
| Dedicated paid navigation | Sygic GPS Navigation or TomTom GO | Commercial navigation features and subscription or premium options | Verify current price, trial, map, traffic, and offline terms before purchase |
For most readers, the best two-app combination is HERE WeGo for offline driving plus Organic Maps for privacy-focused walking, hiking, or cycling. Replace Organic Maps with OsmAnd when GPX files, contour information, route recording, or advanced layers matter more than simplicity.

Can GPS work on Android without mobile data or Wi-Fi?
Yes. GPS/GNSS positioning can generally work without mobile data or Wi-Fi when the phone can receive satellite signals, but the navigation app still needs downloaded map and routing data to show roads or calculate an offline route. GPS may be unreliable indoors, underground, in tunnels, or between tall buildings.
Can Google Maps navigate offline on Android?
Google Maps can provide offline driving guidance when the complete route is inside the downloaded map area. Google’s official limitations say offline walking, cycling, and public-transit directions are unavailable, and offline driving does not include live traffic or alternate routes.
What is the best free private offline maps app for Android?
Organic Maps is the strongest free privacy-first choice. The Organic Maps project describes the app as open-source, ad-free, and without tracking or data collection, while supporting offline map viewing, search, walking, cycling, hiking, and driving.
What is the best offline Android app for hiking and GPX files?
OsmAnd is the strongest choice for hiking, cycling, GPX files, route recording, map layers, and customization. OsmAnd is more complex than simpler apps, and current free-versus-paid limits should be checked for the Android edition and installation source.
