The best non-power armor in Fallout 4 depends on which DLC you own and which stat you care about. Marine armor from Far Harbor has the highest base ballistic and energy resistance of the normal (non-power) armor sets documented in the Fallout Wiki. Operators armor from Nuka-World can post a higher total once its heavy variant is modified, but it trades away energy protection to get there. Combat armor is the middle-tier option with balanced protection and several variants.
This guide does not number twenty entries. A padded list would mix sets whose stats are unclear with sets that have no documented figures, so it compares the non-power sets whose stats, sources and requirements can be checked.
How to read armor rankings in Fallout 4
Most armor comparisons go wrong because they mix different assumptions. Before comparing any two sets, check these four points:

Base game sets are available without add-ons. Marine armor requires Far Harbor. Operators armor requires Nuka-World. A ranking that includes them is not a base-game ranking.
- Stat type. Base values are the unmodified numbers. Modified values reflect armor workbench upgrades. Augmented values add legendary effects. Sources do not always say which of these a total reflects, and this guide notes it wherever the source is silent.
- Damage types counted. Ballistic and energy resistance are the two numbers most sources give. Radiation resistance is a separate stat and is not covered by the figures below.
- Weight and acquisition. A high-protection set you cannot easily collect, or that weighs you down, may be a worse choice than a slightly weaker set you can wear all game.
Marine armor (Far Harbor)
Marine armor is an advanced combat armor from the Far Harbor expansion. The Fallout Wiki’s Marine armor page (undated) describes it as offering the highest base ballistic and energy resistance of normal armor. Its full set overview gives a reference total of 159 Damage Resistance and 158 Energy Resistance. That page does not state whether the total is for unmodified pieces or for a fully upgraded set, so treat it as a reference figure rather than a guaranteed in-game value.

How to get the full set
- The complete Marine Assault set is found in three steamer trunks.
- Those trunks require unlocking the fifth DiMA memory during the quest “Best Left Forgotten” (Far Harbor).
- Kane sells Zealot Marine pieces, but the Zealot set he offers is described as lacking a helmet. Do not expect a complete set from him alone.
Modification
Marine configuration variants are created at an armor workbench. Upgrading them is the main way to change their stat profile, so plan your workbench time once you have the pieces.
Operators armor (Nuka-World)
Operators armor is classed as a high-tier set in Nuka-World. Its improved heavy variant has the second-highest stat total in the game, according to the same Fallout Wiki reference. The exact figure is not stated in the source material used here, so this guide does not quote one.

Compared with Disciples armor, the heavy Operators variant has slightly higher ballistic resistance but substantially lower energy resistance. Choose it when your main threats are ballistic, such as raiders and gunfire. Choose Disciples when energy weapons dominate your fights. The gap is a tradeoff, not a clear winner.
Combat armor
Combat armor is the middle-tier option. It offers both ballistic and energy protection, and the Fallout Wiki lists several named unique variants. Heavy pieces can be found at Quincy.

A full sturdy set, including the helmet, is listed at 85 ballistic resistance and 85 energy resistance. That figure describes one sturdy configuration. It is not a total for every combat armor piece, so do not compare it directly with a full-set total for Marine armor without noting the difference in configuration.

Ballistic weave is a modification that improves selected clothing and hats. It is not a full armor set. An outfit with ballistic weave can be worn under compatible armor pieces, which means your total protection is the combination of your underlayer and your armor, not the armor alone.

Tinker Tom, a Railroad technician, describes the mod in the Fallout Wiki’s “Ballistic weave” entry: “Light weight, serious stopping power, and it looks just like normal clothing.” This is an in-game quote reproduced by a community-maintained reference, not an independently verified interview.

Do not assume every outfit accepts the modification. Only selected clothing and hats are upgraded, and compatibility should be checked on each piece.

Use Marine armor if you own Far Harbor and want the strongest documented balanced set. Use Operators heavy if you own Nuka-World and mostly face ballistic damage. Use combat armor if you want balanced protection from the base game and do not want to chase DLC content.
