There is no proven universal winner. For code-first website development, shortlist OpenAI GPT-5.6, Anthropic Claude Fable 5.1 or Opus 5.5, and Google Gemini 3.1 Pro Preview according to the work you need: visual iteration, large-codebase engineering, agentic tool use, price, and availability. If you want a hosted site with minimal coding, choose a managed AI website builder instead of a general-purpose LLM.
First decide what “building a website” means
An LLM and an AI website builder solve different problems. A general-purpose LLM writes and changes HTML, CSS, JavaScript, framework code, tests and deployment configuration. You control the repository and hosting, but you must review the output and operate the project.
A managed builder generates pages inside a guided editor and usually includes hosting. TechRadar’s September 2026 roundup ranked Wix first among the builders it reviewed and also covered Hostinger AI Builder. That ranking is the reviewer’s assessment of builder products, not a neutral test of the underlying language models. Builders can produce a fast first draft, but their output normally needs editing and may restrict flexibility.

Pick GPT-5.6 for visual, iterative interface work
OpenAI says GPT-5.6 can convert a high-level brief into a functional interface and use computer interaction to inspect and refine the rendered result. That makes it a sensible first trial when the hard part is repeatedly adjusting spacing, responsive behavior and interaction details after seeing the page.

OpenAI also quotes Fabian Hedin, co-founder of Lovable, saying, “GPT‑5.6 is notably efficient on the long, complex workflows behind building production-grade apps.” Hedin/Lovable reported roughly 25% fewer steps, 35–48% fewer tool calls, improved project success and 15% fewer stuck runs compared with the prior model. Those figures are a customer-reported experience, not a neutral benchmark, so treat them as context rather than a guaranteed result.
Pick Claude Fable 5.1 for the broadest engineering brief
Anthropic positions Fable 5.1 for large coding projects, reviews, performance work, multi-day autonomous sessions and high-fidelity design implementation with visual checking. If your website is part of a large existing codebase, ask it to map dependencies before editing and to produce a testable, reviewable change set rather than replacing files wholesale.
The listed API rate is $10 per million input tokens and $50 per million output tokens, with cache reads charged separately. Subscription availability is listed for Pro, Max, Team and Enterprise users; verify that your account and region can access the model you intend to use.
Pick Claude Opus 5.5 when agentic coding is the priority
Anthropic describes Opus 5.5 as its strongest Opus model for agentic coding, including feature work, debugging, refactoring and review across large codebases. Its listed API rate is $4 per million input tokens and $20 per million output tokens, before separate cache-read and fast-mode charges. It can be the economical Claude option for substantial coding runs, but current access and plan limits should be checked before committing a project to it.
Pick Gemini 3.1 Pro Preview for tool-heavy experiments and lower listed token rates
Google describes Gemini 3.1 Pro Preview as optimized for software engineering and agentic workflows that require precise tool use and multiple execution steps. Standard API pricing is listed at $2 per million input tokens and $12 per million output tokens for prompts up to 200,000 tokens, rising to $4 and $18 above that threshold. The model is preview software, so production teams should account for possible changes in behavior, availability or pricing.
How to evaluate a model on your own site brief
Provider descriptions are useful for forming a shortlist, but no standardized, independent head-to-head website test establishes which model is best. Run the same controlled task for each candidate instead.

- Freeze the brief. Specify pages, target users, breakpoints, accessibility requirements, browser support, framework, data sources and acceptance tests.
- Give each model the same repository. Use the same commit, dependency versions, assets and tool permissions. Do not compare a fresh project with a mature codebase.
- Separate generation from review. Record whether the model can explain its changes, add tests, preserve existing behavior and recover from a failing build.
- Inspect the rendered result. Check mobile and desktop layouts, keyboard navigation, contrast, loading states, empty states and error handling. A page that compiles is not necessarily usable.
- Track real usage. Record input and output tokens, tool calls, wall-clock time, retries and human corrections. Token price alone is not the cost of shipping a site.
- Score the result. Use a written rubric for functional correctness, visual fidelity, accessibility, maintainability, security and change quality.
Prompt pattern for reliable website work
Give the model constraints and a verification loop instead of asking for “a modern website.” A useful first prompt includes:
- the framework and exact package versions;
- the route map and data contracts;
- design tokens, typography and responsive breakpoints;
- accessibility requirements such as semantic landmarks, keyboard operation and focus visibility;
- security constraints, including how secrets and user input must be handled;
- commands it may run and the expected test or build command; and
- a requirement to summarize changed files, assumptions, test results and remaining risks.
For iteration, ask for one change at a time: “Inspect the current rendered page at mobile width, identify the three largest usability problems, change only those areas, run the existing checks, and report the result.” This keeps regressions attributable and makes model comparisons fairer.
Cost, access and operational trade-offs
Published token prices are API charges, not a complete project budget. A long context, repeated visual checks, tool calls, retries, image assets, hosting, build minutes and human review can dominate the bill. Cache pricing and fast modes also differ by provider. Estimate from your actual prompt and output sizes, then set usage limits.
Preview status matters operationally. Gemini 3.1 Pro Preview may change behavior or availability. The Claude pages list different subscription tiers and API rates for Fable 5.1 and Opus 5.5. OpenAI’s reported temporary discount does not provide a permanent rate for GPT-5.6. Recheck live pricing, quotas, regional access and model identifiers immediately before deployment.
Use screenshots as a verification step
Whether you use GPT-5.6, Claude or Gemini, visual inspection should be part of the loop. Capture representative routes at each breakpoint, compare them with the brief, and keep screenshots for regressions. Browser automation gives maximum control but requires installing a browser, managing drivers, handling consent dialogs and dealing with flaky pages.

Troubleshooting model-assisted builds
The page looks polished but fails basic interactions
Require explicit acceptance tests for navigation, forms, loading, empty and error states. Ask the model to run them and show failures; then test manually with keyboard and a screen reader.
The model keeps rewriting unrelated files
Limit the task to named files, request a plan before edits, and require a diff summary. Work from a clean commit so you can revert a broad change.
The agent loops on a build error
Stop the run, provide the exact error and the smallest reproduction, and ask for two hypotheses before another edit. Check dependency versions and environment variables yourself; models can misdiagnose infrastructure failures.
The visual result differs from the prompt
Provide a rendered screenshot, viewport dimensions and measurable targets such as spacing, font sizes and contrast. Iterate on one visual category at a time rather than repeating subjective adjectives.

The API bill is unexpectedly high
Inspect token and tool-call logs, trim unnecessary repository context, cache stable instructions where supported, cap output length and reserve expensive models for difficult changes. Compare total successful work, not just the listed per-token rate.
Practical recommendations
- Solo developer building a polished interface: start with GPT-5.6 and include a screenshot-based review loop.
- Large existing application: trial Claude Fable 5.1 or Opus 5.5 on a representative module and measure refactoring quality.
- Tool-heavy or cost-sensitive API prototype: test Gemini 3.1 Pro Preview, while planning for preview-status changes.
- Nontechnical owner who wants hosting included: compare managed builders such as Wix or Hostinger AI Builder, then edit and review the generated content.
- Team making a production decision: run the same brief, repository, tools and rubric across at least two models and retain the resulting diffs and usage data.
