There is no single best hearing protector for everyone. The right choice depends on the noise, how the device fits, whether it works with your task and other gear, and whether you can wear it consistently. Use a product’s Noise Reduction Rating (NRR) as an initial comparison—not as a promise of how much protection you personally will receive.
Start with the noise and the task
For workplace use, base selection on an assessment of the noise exposure, not just the largest NRR printed on a package. Consider whether noise is continuous, intermittent, or impulsive, and whether you need to hear speech, alarms, or equipment sounds. CDC/NIOSH advises double protection—earmuffs worn over earplugs—for workers exposed to noise levels of 100 dBA or greater or to impulse sounds. Hearing protectors are one part of noise control. OSHA considers them less desirable than engineering or administrative controls when those controls can reduce the hazard. OSHA’s occupational noise guidance.
Compare the main types

Understand NRR and fit testing
The NRR is a laboratory label, not a measurement of the attenuation every wearer will achieve. CDC/NIOSH cautions that the rating often does not reflect the protection provided to an individual worker. Poor insertion or a compromised earmuff seal can reduce real-world protection.
For workplace use, individual quantitative hearing-protector fit testing estimates the attenuation achieved by a particular worker wearing a particular device. In January 2025, NIOSH updated its position to recommend that employers use individual quantitative fit testing; its update supersedes the older NIOSH derating guidance described in that document. OSHA’s February 17, 2026 bulletin says hearing-protection fit testing is not required by its occupational noise exposure standards, 29 CFR 1910.95 and 29 CFR 1926.52, but can be a valuable worker-training tool. Choose for comfort, wear time, and compatibility
A protector only helps while it is being worn correctly. CDC/NIOSH advises considering comfort, job compatibility, communication, and cost, and offering workers options. A nominally higher-rated device that is uncomfortable or incompatible with the task may be less useful in practice than one the wearer can use consistently.

- Task and PPE: Consider eyewear and other equipment that may interfere with an earmuff seal or make plugs hard to handle.
- Use pattern and hygiene: Match disposable, reusable, or earmuff options to how often protection is needed and the cleanliness of the setting.
- Communication: If speech or signals must be heard, consider whether a flat-attenuation protector or communication headset is appropriate.
- Consistent wear: Prefer an option the wearer can keep in place throughout the exposure.
A practical selection process
- Assess the exposure. For workplace selection, identify the noise level and whether it is continuous, intermittent, or impulsive. Do not use package NRR alone as the exposure assessment.
- Narrow the type. Choose between plugs, earmuffs, or a task-specific communication or flat-attenuation option based on fit, handling, communication, and compatibility needs.
- Check the fit. Confirm correct plug insertion or an unobstructed earmuff seal. For workplace use, ask whether individual quantitative fit testing is available.
- Check use in context. Ensure the protector works with other PPE and is comfortable enough to wear consistently.
- Address high or impulsive exposure. Follow CDC/NIOSH guidance for double protection when worker exposure is at least 100 dBA or involves impulse sounds, and consider broader noise controls where feasible.
What to look for when buying
Compare the protector’s labeled rating as an initial indicator, then check that its type and fit suit the wearer and task. For foam earplugs, insertion instructions and the wearer’s ability to follow them matter; for earmuffs, consider whether the cushions can seal with the person’s eyewear and other PPE. For a workplace, ask about exposure assessment and individual fit testing rather than assuming the label predicts personal attenuation.
