If you need cloud storage that keeps files in the EU, pCloud is a candidate if EU-region selection is available for your country and account; Tresorit is a candidate if its Ireland default or an eligible Business or Enterprise residency option fits. Microsoft’s EU Data Boundary is an enterprise-scoped commitment, not a blanket guarantee for every consumer OneDrive account. None is a universal best choice: verify the exact plan, region and data covered before uploading sensitive files.
This guide reflects provider and official EU information checked on October 7, 2026. It compares only services for which the reviewed evidence describes a specific EU-region or boundary commitment; it is not a complete ranking of every cloud-storage provider. Current comparable prices and consumer feature details were not established.
Which services document EU storage or a residency boundary?
The key difference is whether a customer can choose a location, receives a default based on account or customer location, or is covered by a defined enterprise boundary. Those are not interchangeable promises.

These commitments are described in the providers’ documentation, but the details above should not be read as a guarantee that every backup, log, support interaction, access event or processing operation stays inside the EU. The scope and exceptions need to be checked for the particular service and plan.

How to verify where your files will be stored
Do not infer storage location from a company’s headquarters, a general claim that it has European data centers, or its GDPR marketing. Confirm what applies to the account you will actually use.
- Identify the exact product and plan. Check whether the residency commitment covers the consumer, family, business or enterprise version you are considering. For Microsoft, identify the specific enterprise service rather than treating the EU Data Boundary as a general OneDrive promise.
- Find the assigned or selectable region. Determine whether the provider lets you choose an EU region or assigns one based on your country or account. For pCloud, inspect the region in account settings and confirm EU selection is available to you. For Tresorit, distinguish the Ireland default from the selectable options documented for Business and Enterprise customers.
- Read what “stored” covers. Check whether the location statement includes file content, account information, service-generated personal data, replicas and backups. Ask separately about logs, support access and processing; do not assume they follow the same rule as file storage.
- Review exceptions and access terms. Find out whether the provider describes transfers outside the stated region or boundary, which circumstances permit them, and how applicable legal requests are handled.
- Confirm security and recovery independently. Check encryption and key control, device and collaboration support, version history, and how to export or restore files. A European storage location does not establish a particular encryption model or make a service a backup by itself.
Does GDPR require cloud files to be stored in the EU?
No. GDPR compliance and EU data-center geography are not the same thing. EU guidance distinguishes personal data, non-personal data and mixed datasets: personal data is governed by GDPR rules, non-personal data can generally be stored or processed anywhere in the EU, and mixed datasets generally follow GDPR where the personal and non-personal elements are inextricably linked.

EU residency may still matter because of a customer’s contract, organizational policy or a sector-specific legal condition. The EU guidance also notes exceptional national restrictions on data localization for public-security reasons and that authorities may request data under applicable law. A storage-region setting alone does not resolve those questions.

Use the following criteria to judge whether a region commitment is useful for your situation:

- Region control: Is EU storage a setting you can choose, a default tied to your account, or a service-boundary commitment?
- Plan eligibility: Is the control available on the plan you intend to buy, and does it apply to your account type and country?
- Data and processing scope: Which data categories are covered, and what exceptions apply to transfers, support access, logs, replicas and processing?
- Security model: What encryption is provided, and who controls the keys? Location does not answer either question.
- Everyday use: Compare sync apps, sharing and collaboration, device support, storage capacity, file recovery and current plan terms.
- Exit and recovery: Check that files can be exported in a usable form and restored without relying on continued access to the account. Keep a separate local copy of important files when recovery matters.
The European Union’s Your Europe guidance says cloud users should be able to switch providers or restore data to their own systems, and that providers must provide data in a common machine-readable format without obstructing switching. Under the current regime, limited switching or egress charges may apply; the guidance says switching and moving data out will be completely free from January 2027. A separate local backup can help with recovery, but it does not make cloud-stored data EU-resident.
What the wider EU cloud context does—and does not—tell you
European cloud-policy developments are relevant context, but they do not establish where an individual customer’s files are stored. In 2026, the European Commission announced a sovereign-cloud procurement worth up to €180 million over six years for EU institutions, bodies, offices and agencies. It named four provider groups: Post Telecom with CleverCloud and OVHcloud; STACKIT; Scaleway; and Proximus with S3NS, Clarence and Mistral. This is a public-sector procurement, not a consumer storage recommendation.

In June 2026, the Commission adopted a proposal for a Cloud and AI Development Act with the stated aim of at least tripling the EU’s data-center capacity within the next five to seven years. That is a policy target, not a measured increase already achieved or a guarantee about any provider’s consumer storage region.
Which option should you choose?
- Consider pCloud if you want a documented EU-versus-US region choice and can confirm EU selection is available for your country and account.
- Consider Tresorit if Ireland as the default storage location works for you, or if you are a Business or Enterprise customer and an available residency option meets your needs.
- Evaluate Microsoft’s EU Data Boundary if you are choosing among the specified enterprise services. Confirm the relevant service, data categories and stated exceptions in its terms; do not apply the commitment automatically to a consumer account.
Because current prices, comparable feature sets and all plan-specific terms were not verified for these services, the evidence does not support naming one as the best overall choice or ranking them by value. Check each provider’s current pricing, residency terms and security documentation before committing.
