For most production voice agents, a streamed STT → LLM or agent → TTS pipeline is the most practical alternative to a native audio model. It exposes transcripts and tool calls, lets you replace each component, and can deliver lower first-audio latency than a large end-to-end model when every stage streams. Choose a native speech-to-speech model when full-duplex conversation and minimal integration matter more than inspecting intermediate state. Choose a managed speech layer when you want to keep your own LLM and business logic but outsource turn-taking, interruption handling, and speech transport.

The right choice depends on full-loop behavior—not a TTS benchmark alone. Measure first transcript, first audio, complete-turn latency, barge-in cancellation, recognition accuracy, voice quality, language coverage, observability, data controls, and cost at your expected traffic.

What “native audio” means—and what an alternative changes

A native audio model accepts spoken input, performs reasoning, and returns spoken output in one model session. The application usually sends audio frames and receives audio frames, while the model manages much of the speech, reasoning, and tool loop. This can produce natural turn-taking and full-duplex interaction with comparatively little application plumbing.

The trade-off is visibility. An end-to-end session may expose fewer intermediate artifacts than a separately managed speech-recognition and language stack. It can be harder to inspect exactly what was transcribed, transform text before the agent sees it, swap a component for another provider, or attribute latency to a specific stage. The alternatives below separate those concerns to give you more control.

The three architectures to consider

1. Native speech-to-speech

One model receives audio, reasons, invokes tools, and emits audio. OpenAI describes its Realtime API in these terms: speech, reasoning, and tool use occur in one session. Its GPT-Live and Realtime offerings target conversational agents that need a short path from microphone input to spoken response.

  • Strengths: minimal orchestration code, natural full-duplex behavior, and one session to manage.
  • Costs: less control over intermediate transcripts and text transformations, tighter coupling to one model, and more difficult component-level debugging.
  • Use it when: the shortest integration path and fluid barge-in behavior are more important than swapping STT, LLM, and TTS independently.

2. Chained streaming STT → agent → TTS

A streaming speech recognizer produces partial and final transcripts. Your agent or LLM consumes those transcripts, performs retrieval and function calls, and streams text fragments to a speech synthesizer. Audio is returned as soon as the synthesizer has enough text to begin.

OpenAI’s voice-agent guidance recommends this chained path when you need to inspect or transform text between speech recognition, your agent, and speech generation. You can redact data, normalize names, enforce a response schema, route different requests to different models, or replace any stage without rewriting the whole conversation layer.

  • Strengths: transcript and tool-call visibility, deterministic business logic, independent scaling, provider substitution, and straightforward stage-level testing.
  • Costs: more connections and buffering logic, separate failure modes, and the need to implement turn detection and interruption policy deliberately.
  • Use it when: you need observability, compliance controls, predictable tool execution, or the freedom to tune each component.

3. Managed speech layer with your own LLM

A managed speech service captures and transcribes audio, maintains the streaming connection, detects turns and interruptions, and synthesizes the response. Your server remains responsible for the LLM, retrieval, tools, and conversation policy. The speech layer accepts streamed text from whatever model or router you use.

ElevenLabs calls this product Speech Engine. Its SDK handles connection lifecycle, turn-taking, and interruption detection over WebSockets while your server supplies the conversational logic. This is a middle ground: you retain model and routing control without implementing every speech transport detail.

  • Strengths: your own LLM and prompts, managed barge-in and streaming, and less realtime infrastructure to maintain.
  • Costs: dependence on the speech provider’s session semantics and language support, plus another service boundary in the request path.
  • Use it when: your team already owns an agent stack but does not want to build audio capture, turn management, and interruption cancellation.

Why a streamed cascade can be faster

“Realtime” is a pipeline property as much as a model property. Streaming lets STT emit partial text while the person is still speaking, lets the agent begin work after a stable phrase or end-of-turn signal, and lets TTS synthesize the first sentence before the full response exists.

A 2026 tutorial measured a reference cascade built from Deepgram streaming STT, a vLLM-served LLM with function calling, and ElevenLabs streaming TTS. In that setup, the cascaded system reached first audio at a 947 ms P50, with a 729 ms best case. The same tutorial reported about 13 seconds to first audio for Qwen2.5-Omni. These are measurements from that tutorial’s hardware, network, audio format, prompts, and implementation—not universal benchmarks or guarantees for either architecture.

The comparison also illustrates why stage overlap matters. A cascade can start recognition, reasoning, and synthesis as soon as each stage has usable data. A native model may wait for more context or perform more work inside a single forward path before producing its first audio frame. Conversely, a poorly buffered cascade can be slower than a native session if it waits for a complete transcript, sends large text batches, or places services in distant regions.

Provider alternatives and what each is best at

OpenAI’s controllable TTS and voice-agent paths

The Audio API’s GPT-4o mini TTS endpoint supports realtime chunked streaming. Documentation lists 13 built-in voices and controllable delivery instructions, such as changing speaking style or presentation. The voices are currently optimized for English; OpenAI recommends marin or cedar when quality is the priority. TTS-1 is positioned for lower latency than TTS-1 HD, so select the model according to whether responsiveness or higher-fidelity output dominates your use case.

Use the chained architecture around this TTS endpoint when you need the transcript, agent state, or tool calls to remain visible. Use Realtime when one session handling speech, reasoning, and tools is a better fit and opaque intermediate state is acceptable. The important distinction is architectural, not simply which voice sounds best: the chained route makes every stage replaceable, while Realtime minimizes orchestration.

Google’s Gemini Live, TTS, and transcription catalog

Google’s model catalog covers all three pipeline stages. Gemini 2.5 Flash Live is described as optimized for realtime conversational agents with sub-second bidirectional native-audio streaming. The catalog also lists Gemini 3.8 Live and an extended-thinking variant for applications that need those model behaviors.

For a separated speech layer, Gemini 3.8 Flash TTS targets studio-grade fidelity and regional dialects across 130 languages. Gemini 3.8 Flash-Lite TTS is positioned for high-throughput production across 101 languages. Gemini 3.5 Transcribe adds diarization, word timestamps, and custom-vocabulary biasing, features that are useful when names, specialist terms, or multi-speaker recordings matter.

Treat the catalog’s language counts as product coverage, not a promise of equal quality in every language or dialect. Test pronunciation, code-switching, names, and noisy recordings in the regions where your users actually speak.

ElevenLabs for expressive voices and a BYO-LLM engine

Eleven v4 is documented with more than 90 languages and multi-speaker dialogue. Eleven v4 Turbo has about 100 ms median inference latency, while Flash v2.5 has about 75 ms median inference latency, 32 languages, and a lower-cost positioning. These are vendor figures; measure from your own region, codec, connection, and output format before using them in a service-level objective.

Speech Engine is the clearest option in this catalog for developers who want to bring their own LLM. It captures and transcribes user audio, sends transcripts to your server, accepts streamed text from any LLM, and synthesizes the response. The SDK manages connection lifecycle, turn-taking, and interruption detection. Conversations can last up to 40 minutes; the default is 10 minutes, so configure session policy if your use case needs longer calls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Its WebSocket transport and interruption cancellation are useful for barge-in: when a user starts speaking during playback, your agent can stop queued audio rather than finishing an obsolete sentence. You still need to decide what happens to the interrupted turn—whether to discard it, summarize it, or let the LLM revise its response.

Open and self-hosted components

Self-hosted STT, LLM, and TTS components are an option when data locality, customization, or infrastructure predictability outweighs managed-service convenience. A vLLM-served model can expose function calling inside a cascade, while a separately hosted recognizer and synthesizer keep data inside your chosen network boundary.

This route transfers responsibility to your team. Validate GPU capacity under concurrent audio streams, model warm-up, autoscaling, codec support, observability, and failover. Measure the entire microphone-to-speaker path; a fast local model can still feel slow if buffering, queueing, or cross-region hops dominate.

Decision matrix

Priority Best-fit architecture Reason Main compromise
Fastest integration and full-duplex interaction Native speech-to-speech One session handles audio, reasoning, and tools. Less visibility and component-level control.
Transcript inspection and text transformation Chained STT → agent → TTS Every intermediate result is available to your application. More orchestration and failure handling.
Independent provider substitution Chained pipeline Replace STT, LLM, or TTS without changing the other stages. Cross-provider integration and monitoring work.
Your own LLM with managed turn-taking Managed speech layer The speech service handles capture, streaming, turns, and interruptions. Provider-specific session limits and semantics.
Data locality and deep customization Self-hosted components You control deployment, model weights, and network boundaries. You operate GPUs, scaling, upgrades, and reliability.

How to build a low-latency chained voice agent

  1. Capture audio in a streaming format. Pick one codec and sample rate for the entire test plan. Convert at the edge if browsers, telephony, and your recognizer use different formats; avoid repeated transcoding in the hot path.
  2. Send frames to streaming STT. Consume partial transcripts for speculative work, but commit tool calls only after a final transcript or an application-defined stability threshold. Keep word timestamps and confidence data when your UI or audit trail needs them.
  3. Define turn detection. Combine endpointing, silence duration, semantic completion, and an explicit user interruption signal. A detector that waits too long increases latency; one that cuts off pauses damages recognition and conversational trust.
  4. Run the agent as soon as the turn is usable. Stream the transcript into your LLM or workflow. Keep retrieval and function calls asynchronous where possible, and return structured tool results so the model does not have to infer whether an operation succeeded.
  5. Stream short text segments to TTS. Do not wait for the complete answer. Buffer enough text to avoid choppy prosody—often a clause or sentence boundary—then send additional segments as they arrive.
  6. Play audio immediately and support cancellation. The playback queue should be interruptible. On barge-in, stop queued and buffered audio, mark the previous response interrupted, and pass the new transcript to the agent.
  7. Record stage timings. Log capture time, first partial transcript, final transcript, agent start, first token, TTS request, first audio byte, playback start, interruption detection, and cancellation completion. These timestamps reveal whether a slowdown is caused by network, queueing, model generation, or audio buffering.

Benchmark candidates fairly

Run every architecture with the same audio codec, sample rate, endpointing policy, prompt, tool set, answer length target, and network region. A TTS-only benchmark cannot predict conversational latency because STT, agent reasoning, tool calls, and playback buffering may dominate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Latency measurements

  • Time to first transcript: microphone frame to the first usable partial or final text.
  • Time to first audio: end of the user’s turn—or your chosen stable-turn point—to the first playable response sample.
  • Total turn latency: turn end to completion of the spoken answer.
  • Interruption cancellation time: barge-in detection to the last sample of obsolete audio being stopped.
  • Recovery time: elapsed time to resume a usable session after a dropped socket, recognizer error, tool timeout, or provider rate limit.

Report medians and tail percentiles under realistic concurrency. Keep best-case figures separately; a single fast run hides queueing and regional variability.

Quality and control measurements

  • Word error rate on your accents, background noise, domain vocabulary, and code-switching.
  • Correctness of tool selection and arguments, including behavior after a partial transcript changes.
  • Pronunciation of names, numbers, abbreviations, and product terms.
  • Naturalness, pacing, pauses, emphasis, and speaker consistency.
  • Barge-in behavior: whether the system stops promptly without losing the new user turn.
  • Observability: availability of raw or redacted transcripts, timestamps, model identifiers, tool traces, and error codes.
  • Data handling: retention, regional processing, encryption, deletion controls, and whether audio or transcripts are used for provider improvement under your contract.

Automated speech and latency scores are necessary but not sufficient. OpenAI’s guidance recommends combining automated measurements with human listening for pronunciation, naturalness, and pacing. Use a fixed listening rubric and test several speakers rather than choosing a voice from one demo sentence.

Common failure modes and fixes

The cascade feels slower than the native model

Check whether your implementation waits for a final transcript, the complete LLM answer, or a large TTS chunk. Reduce unnecessary buffering, stream each boundary, colocate services, and start downstream work on stable partials where it is safe. Also inspect queue time and connection setup; model inference may not be the bottleneck.

Barge-in leaves the old answer playing

Cancellation must reach every buffer: provider generation, your server queue, the WebSocket, and the client audio sink. Tag audio chunks with a response ID and discard chunks from an interrupted response. Confirm cancellation with a timestamped event rather than assuming a close request stopped playback.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tools run on unstable transcripts

Separate speculative language generation from side effects. Let the model draft while recognition is partial, but require a final transcript, schema validation, and an idempotency key before sending an irreversible tool call. If a correction arrives, invalidate the speculative draft.

Recognition is accurate in a demo but poor in production

Build an evaluation set from real accents, microphone types, room noise, telephone audio, and domain terms. Use custom vocabulary or biasing where supported, and preserve word timestamps so you can inspect whether the error came from endpointing, pronunciation, or decoding.

Voices sound good but fail at scale

Measure concurrency, queueing, connection limits, and regional routing. Vendor median inference numbers do not include your network, first-byte buffering, or playback device. Keep a fallback voice or provider for capacity incidents, and test whether switching voices changes pronunciation or prosody in your critical scripts.

Long sessions become unreliable

Enforce a session policy before a provider’s hard limit. Speech Engine, for example, documents conversations up to 40 minutes with a 10-minute default. Persist a compact conversation summary, close and reopen cleanly, and tell the agent which context was carried forward.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Security, privacy, and operational controls

A voice pipeline creates audio, transcripts, tool arguments, and potentially sensitive metadata. Decide which stages may process raw audio and which may receive redacted text. Apply redaction before sending transcripts to analytics or external tools, and keep separate retention policies for audio and text.

Use short-lived credentials for browser or device connections, authenticate server-to-server LLM and TTS requests, and validate every tool argument independently of the model. Log identifiers and timings by default; log raw audio or full transcripts only when justified by your policy. For regulated workloads, confirm processing regions and deletion terms for every provider rather than assuming that a single API contract covers all components.

Choosing by workload

Customer-service agent with audited actions

Favor a chained pipeline. You can retain final transcripts, expose tool traces to supervisors, validate refunds or account changes before execution, and substitute a recognition model without redesigning the conversation layer.

Hands-free assistant where interruption is central

Start with a native realtime model or a managed speech layer. Both reduce the amount of turn-taking and cancellation infrastructure you must build. Verify that the session exposes the events and controls your user experience requires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Multilingual education or international support

Compare language coverage and dialect quality at the phrase level. Google’s catalog lists 130 languages for Gemini 3.8 Flash TTS and 101 for Gemini 3.8 Flash-Lite TTS; Eleven v4 lists more than 90. Those totals do not establish equal quality, so test representative lessons, names, numerals, and code-switching in every launch language.

Private or on-premises deployment

Use self-hosted components when locality and customization are non-negotiable. Budget for GPU headroom, observability, upgrades, and failover, then compare measured end-to-end latency against managed alternatives under your actual concurrency.

A practical selection sequence

  1. Write down non-negotiables: languages, regions, maximum acceptable first-audio latency, interruption behavior, retention, and whether your LLM must remain in-house.
  2. Prototype one native session, one chained cascade, and—if you own the LLM—one managed speech layer.
  3. Run identical audio and tool scenarios, including noisy speech, corrections, long pauses, and barge-in.
  4. Review tail latency and failure recovery, not only median first audio.
  5. Have people listen for pronunciation, pacing, and interruptions, then inspect transcripts and tool traces.
  6. Choose the simplest architecture that satisfies your controls; keep stage boundaries replaceable if provider lock-in would create unacceptable risk.

Frequently Asked Questions

Is a chained STT → LLM → TTS pipeline always faster than a native audio model?

No. A 2026 tutorial measured a cascaded stack at 947 ms P50 first audio versus about 13 seconds for Qwen2.5-Omni in that specific setup, but buffering, network distance, model choice, and concurrency determine real results. Benchmark both architectures with identical conditions.

Which architecture gives the most control over transcripts and tools?

The chained pipeline. It exposes recognition output, lets you transform or redact text, and keeps tool calls in your application. A managed speech layer also preserves your LLM and business logic, while a native session generally exposes less intermediate state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are ElevenLabs latency figures comparable to end-to-end voice-agent latency?

No. The documented approximately 75 ms Flash v2.5 and approximately 100 ms Eleven v4 Turbo figures are inference measurements for the speech service. They exclude recognition, LLM generation, network transfer, buffering, and playback.

How should I test voice quality?

Use representative speakers, accents, noise levels, names, numbers, and domain terms. Combine automated recognition and latency metrics with human listening for pronunciation, naturalness, pacing, and interruption behavior.
