In August 2022, Belarusian hacktivist group Cyber Partisans listed digital passport mock-ups as NFTs, saying the project would raise funds and draw attention to its campaign against Aleksandr Lukashenko’s government. OpenSea removed the listing under its rules against doxxing and publishing personal identifying information without consent. The group said it had applied to list the items on another platform, but the report did not confirm approval or sales.
What the Cyber Partisans listed
CyberScoop reported on August 31, 2022, that the Cyber Partisans had listed the NFTs the previous day, on Lukashenko’s birthday. The items were digital passport mock-ups—not physical passports—and the listing included material related to Lukashenko and his associates. An NFT is a digital token associated with an item; here, the tokens were tied to images presented as passport mock-ups. CyberScoop’s report described the listing and its removal.
Why the group tried NFTs
Yuliana Shemetovets, identified in the report as the group’s spokesperson, said the aim was both fundraising and publicity: “We are trying to raise some funds and decided it will be an interesting way to get people’s attention and make them connected to what’s happening in Belarus,”
Shemetovets said the group needed money for servers, tools, analysts, and app developers, while its workload had grown and donations had fallen. Those are the spokesperson’s account of the group’s finances; the report did not provide independently audited figures or a fundraising total.

The group’s accompanying appeal called the project a historic first, saying: “For the first time in human history, a hacktivist collective obtained passport information of the whole country,” That is the group’s promotional claim, not independently verified evidence that it obtained an entire country’s passport records.
What was known about the passport data
The Cyber Partisans said the mock-ups drew on information from a national passport database that the group claimed to have hacked in July 2021. CyberScoop recorded the group’s claim; its report did not independently verify the intrusion or the underlying data. The distinction matters because the listing’s connection to real personal information was central to OpenSea’s stated reason for removing it.

Why OpenSea removed the listing
An OpenSea spokesperson told CyberScoop that the marketplace’s terms prohibit doxxing and revealing another person’s personal identifying information without consent. She said enforcement could include disabling transactions, delisting content, or banning accounts. OpenSea removed the listing on that basis, according to the report.
Was the collection available elsewhere?
After the removal, Shemetovets said the group had registered on another platform and was waiting for confirmation. CyberScoop did not identify that platform or report whether the application was approved. The account also does not establish that any NFTs sold or that a collection is available today.

Who are the Cyber Partisans?
The collective’s official About page describes its mission as defending democratic rights and the rule of law in Belarus and identifies Shemetovets as its official representative. The page says that, since December 2022, the group has joined forces with the Kastus Kalinouski Regiment, a unit fighting in Ukraine as part of the Ukrainian Armed Forces. That later development provides context about the group, but it does not establish what happened to the NFT campaign.
For broader political context, the U.S. State Department’s 2022 Belarus human-rights report describes restrictions on speech and assembly, including criminalization of certain speech deemed false or derogatory and prohibitions on calls to participate in unsanctioned demonstrations. Those conditions help explain the political environment in which the group said it was campaigning; they are separate from the NFT listing and OpenSea’s moderation decision.
