Qualifying plug-in solar systems become exempt from California utility interconnection approval requirements on January 1, 2027. The exemption under SB 868 applies only to devices that meet the law’s technical and safety conditions, including a maximum of 1,200 watts of aggregated AC output per dwelling. It does not automatically give renters permission to mount panels on a balcony or override building, lease, HOA, or local placement rules.
When does California’s balcony-solar law take effect?
Governor Gavin Newsom signed California SB 868 on September 30, 2026. The law takes effect on January 1, 2027 and establishes a temporary framework through January 1, 2030. The signing date is not the date the exemption begins.
SB 868 covers “portable solar generation devices,” often called plug-in or balcony solar. For a system to receive the exemption, it must meet every statutory condition below.

- Output: The device or devices in a dwelling may produce no more than 1,200 watts of aggregated AC output. This is a per-dwelling ceiling, not a 1,200-watt allowance for each panel or device.
- Receptacle connection: The device must connect to and disconnect from the premises through a receptacle.
- Onsite use: It must be intended to offset electricity consumed at the premises.
- Electrical-code compliance: It must comply with the most recent National Electrical Code and California Electrical Code.
- Laboratory certification: It must be certified as a plug-in photovoltaic system by Underwriters Laboratories (UL) or an equivalent nationally recognized testing laboratory.
- Protection during outages: It must include certified isolation that prevents electricity from feeding back into the grid during a power outage.
Missing even one condition means the device does not qualify for SB 868’s statutory exemption. When assessing a UL-certified plug-in solar panel kit or balcony solar kit, check its documented AC output, applicable certifications, code compliance, and outage-isolation protection rather than relying on a general “plug-in solar” label.

Can you plug solar panels into an outlet without utility approval?
Starting January 1, 2027, a device that meets all the requirements above is exempt from state, California Public Utilities Commission, investor-owned utility, and local publicly owned utility interconnection requirements. For a qualifying device, utilities may not require prior approval, an interconnection agreement, device-related fees, or additional controls.
A utility may still require a simple online notice identifying the installation address, device make and model, and device size. That notice is not the same as an approval process. SB 868’s exemption does not apply to a device that fails the eligibility conditions.

Does the law let renters or condo owners install balcony panels?
No blanket permission is established by SB 868 for mounting equipment on a particular balcony, roof, yard, or other part of a property. The law addresses utility interconnection and device safety; it does not expressly override landlord or condominium rules, cooperative or HOA requirements, lease terms, balcony-loading limits, or local building-placement rules.

The statute does not establish a uniform statewide answer for those private-property and placement issues.

Why is California changing its rules?
The measure is aimed at renters, apartment residents, people whose roofs are unsuitable for conventional solar, and households unable or unwilling to pay for rooftop installations, according to KQED’s 2026 coverage. KQED reported plug-in solar models priced at about $300 to $2,200, depending on size. Those are reported market prices, not prices guaranteed by the law.
The California Assembly Utilities and Energy Committee’s 2026 policy analysis said plug-in solar systems were already available for retail sale in some markets, including through Amazon and Bright Savers, a nonprofit focused on making plug-in solar more accessible. Availability, product documentation, and prices can vary.

Supporters have described the bill in affordability terms. Bernadette Del Chiaro, senior vice president at the Environmental Working Group, told KQED in 2026: “There’s no question SB 868 is the most exciting clean energy and energy affordability bill right now up for consideration in California.” Separately, the California Senate Committee on Appropriations estimated $200,000–$500,000 in annual ongoing implementation costs, as reproduced in the Assembly policy analysis.
What changes after January 1, 2030?
The statutory framework is temporary, running through January 1, 2030. The law also provides that, after that date, receptacle-connected devices that do not comply with its requirements may not be sold in California. This sale restriction is not the same as a statement that every existing system must be removed; the statute’s terms and the device’s compliance status matter.
