Amazon Data Services, Inc. has filed a preliminary land-development plan for a proposed data center campus at the Homer City Energy Campus in Center and Black Lick townships, Indiana County, Pennsylvania. The county identifies AWS as the anticipated end user. The proposal is under review in the available record; it has not been established as approved or built.

Where is the proposed AWS campus?

The filing, named PIT100 Masterplan, concerns the Homer City Energy Campus in Center and Black Lick townships. Indiana County says it received the preliminary plan from Amazon Data Services, Inc. on August 28, 2026, and identifies AWS as the anticipated end user. The county’s planning-office page links the application package and a comment form.

How many buildings and how much land are proposed?

Published accounts conflict, and the county’s visible filing notice does not specify the building count or acreage. Data Center Dynamics reported on October 6, 2026, that the plan calls for 36 data centers on 1,100 acres. Cat Country 106.3 reported on September 6, citing application documents, 39 buildings and about 2,200 acres. Those figures should not be treated as interchangeable or reconciled without checking the underlying plan package.

Data Center Dynamics describes the 36 buildings as two stories and 70 feet high, with 225,000 square feet per building. It reports that the proposed facilities would include offices, storage, electrical substations, security features, and redundant generation infrastructure. These are reported plan specifications, not evidence of completed construction.

Has Indiana County approved the plan?

No approval or denial is established in the sources available here. WCCS reported that the Indiana County Planning Commission tabled the application on September 9, 2026, after public comment and an AWS presentation, starting a 90-day review. WCCS described nearly 100 attendees and reported concerns about environmental issues, transparency, and corporate priorities.

The county’s planning-office page confirms receipt of the preliminary plan and provides access to the application package and comment form. On October 4, WCCS reported that county commissioners were considering another comment portal specific to the AWS plan; that was a possibility under consideration, not a confirmed action. The earlier portal discussed in that report preceded the filing and related to large-scale development and the county’s subdivision and land-development ordinance.

What jobs and power infrastructure are reported?

Projected employment

Data Center Dynamics and Cat Country report estimates of 1,500–2,000 future permanent or operational jobs, with reported average salaries ranging from $80,000 to $100,000. These are estimates associated with the proposal, not actual hiring or employment outcomes.

Proposed power supply

Data Center Dynamics reports a planned 4.5-gigawatt natural-gas power facility by Homer City Redevelopment, with most generation intended for the campus and more than 1 gigawatt intended for the grid. Cat Country reports that Amazon said it would pay for new electrical infrastructure. These statements describe reported plans and commitments; they do not establish final permits, executed power arrangements, delivered capacity, or performance. The proposed generation facility is a separate redevelopment and power-generation project at the former Homer City Generating Station, not the county’s land-development review of the data center plan.
