You can protect an AWS workload from a Regional outage without keeping a second full-size production stack running all the time—but the recovery will usually take longer, and cross-Region protection still has costs. Set a recovery time objective (RTO) and recovery point objective (RPO) for each workload, then choose the least costly recovery strategy that can meet them. For many workloads, multi-AZ resilience and backups within one Region are enough; a second Region is justified when the business must withstand a Regional impairment.
What does “protected from a Regional outage” mean for your workload?
Start by defining the recovery the business actually needs. RTO is the maximum acceptable time to restore the workload after a disruption. RPO is the maximum acceptable amount of data loss, expressed as the point in time to which data must be recovered. Set both per workload: the impact of downtime or lost updates can differ between systems.
Also define the disaster scenario. Multi-AZ architecture is designed to improve resilience within a Region; it does not, by itself, provide recovery from a full Regional disruption. AWS Well-Architected guidance says multi-AZ in one Region is sufficient for most workloads, while cross-Region recovery is a deliberate choice for workloads whose requirements call for it. Check whether your existing design and backups already satisfy the business targets before adding another Region.

Which recovery strategy meets your targets at the lowest ongoing cost?
AWS Well-Architected Framework guidance describes four broad recovery patterns. Its RTO and RPO figures below are strategy-level estimates, not service guarantees or predictions for a particular application. Actual results depend on the workload and on whether the recovery steps have been prepared and tested.

These profiles come from AWS Well-Architected Framework REL13-BP02. They describe broad patterns rather than promised outcomes for an individual system.
Use backup and restore when recovery can take hours
This can be a fit when the business can tolerate a longer outage and a larger recovery-point gap. Build and document the steps for deploying infrastructure and code in the recovery Region, restoring data, and validating the workload. If the permitted data loss is smaller than the backup schedule allows, consider whether automated or continuous backups can close that gap.
Use pilot light when you need a faster recovery without a full standby fleet
Pilot light keeps core infrastructure and data protection in the recovery Region, while leaving some compute to be created or scaled during recovery. That reduces continuously running standby resources, but the recovery procedure depends on those actions succeeding. It is a poor fit if the workload cannot tolerate the resulting recovery time or if dependencies cannot be brought up reliably under pressure.

Use warm standby when minutes-level recovery matters
A warm standby is already functional at reduced scale. It can be enlarged when the primary Region is unavailable. This costs more than minimal pilot light because more resources are running, but it reduces the amount of infrastructure that must be created during a disruption.
Reserve active-active for requirements that justify synchronization complexity
Serving from multiple Regions can support very low recovery objectives, but it does not eliminate risk. The application and data design must handle synchronization and prevent or resolve conflicting writes. Keep point-in-time backups even when data is replicated: replication can also carry corruption, deletion, or other destructive changes to another Region.
Will a second Region double your AWS bill?
There is no universal cost estimate without your service inventory, Regions, data volume, traffic, and recovery target. AWS Prescriptive Guidance says a typical multi-Region architecture can cost twice as much as a single-Region approach, and that hot standby doubles workload cost. Those are general comparisons, not a quote for your stack. Avoiding a full hot standby may avoid duplicating all compute continuously, but it cannot guarantee that the total bill will stay below twice the current amount.

- Data replication, storage, and network transfer between Regions.
- Traffic and capacity needed when the recovery Region takes over.
- Recovery testing and the operational work required to maintain and execute the plan.
For a budget-aware design, price the chosen recovery pattern against its targets rather than comparing only the primary compute bill. A pilot light can reduce ongoing standby capacity relative to a functional, scaled-down copy; it does not make replication, backups, or recovery work free.
How do you choose and prepare a cross-Region recovery plan?
- Set workload-specific RTO and RPO. Get business owners to state acceptable downtime and data loss, and establish whether the requirement includes surviving a Regional impairment.
- Check the existing design first. Determine whether multi-AZ resilience and current backups meet those goals. Do not add a second Region by default if the business objectives do not require it.
- Select the least costly pattern that meets both objectives. Consider backup and restore for looser recovery targets, pilot light when lower standby capacity is worth a slower recovery, and warm standby when a functional running copy is needed for minutes-level recovery. Use active-active only when its recovery and serving requirements justify the cost and synchronization complexity.
- Inventory data stores and dependencies. Record how each component is protected and recovered in the recovery Region. Distinguish cross-Region replication, which supports regional availability, from point-in-time backups, which help recover from deletion, corruption, or destructive mistakes.
- Choose a traffic-shift method and make readiness part of the procedure. AWS identifies Route 53 health checks and AWS Application Recovery Controller (ARC) routing controls as options. ARC safety rules can help prevent routing traffic to a standby that is not prepared. Traffic routing alone is not recovery: the runbook must also cover application readiness, data promotion and consistency, dependencies, and validation.
- Rehearse the full sequence and measure the result. Test the actual recovery steps, then compare observed recovery time and recoverable data point with the workload’s RTO and RPO. Do not treat a design as meeting its targets until recovery testing supports that conclusion.
What should your recovery runbook make explicit?
A useful plan names the decisions and actions needed during the disruption, not just the intended architecture. Document who determines that the Regional scenario warrants recovery, how the standby is brought to the required capacity, how data is made usable, how traffic is shifted, and what checks establish that service has recovered. Include the dependencies that must work for those actions to succeed.

Keep recovery testing aligned with the chosen pattern. A plan that depends on deploying infrastructure, restoring data, or scaling compute must exercise those steps; a routing check alone cannot demonstrate that the workload can recover. Record the tested result against the target objectives and update the plan when the architecture changes.
What can you decide without a workload-specific cost estimate?
You can choose the decision process, but not a defensible Region pair, recovery strategy, or dollar figure without workload details. The key inputs are the workload’s RTO and RPO, AWS service and dependency inventory, geographic constraints, traffic profile, data volume, and current spend. With those in hand, compare the cost of the minimum pattern that meets the targets—not the cost of duplicating production by default.
