Avanti West Coast services are scheduled to enter public ownership on 7 March 2027, but that change is not a promise of immediate punctuality gains or cheaper tickets. Government and Network Rail have announced maintenance and service measures; whether passengers benefit will depend on how those measures perform and whether the West Coast Main Line’s capacity constraints are addressed.

When will Avanti West Coast be nationalised?

The Department for Transport says Avanti West Coast services will transfer into public ownership on 7 March 2027, when the current contract expires. The move is part of the Government’s staged programme to bring Department for Transport-contracted passenger operators into public ownership, ahead of establishing Great British Railways. The programme guidance says those transfers are expected to finish by the end of 2027. Department for Transport: Great British Railways and the public ownership programme.

In its 28 September 2026 announcement, the Government said bringing track and train closer together should help the operator and infrastructure manager coordinate more effectively. That is the Government’s stated aim, not evidence that services have already improved. Department for Transport: Avanti West Coast transfer announcement.

Why the “worst rail firm” label needs context

The Office of Rail and Road’s operator table measures how many trains arrive within specified time thresholds at recorded station stops. For Avanti in financial-year 2025–26, period 13, 37.94% arrived within three minutes of schedule, and 5.30% arrived within one minute. These figures describe those thresholds; they do not mean every other train was substantially late. The table separates other punctuality bands as well. The claim that Avanti ranked worst for on-time performance and second-worst for cancellations comes from the 3 October 2026 article reporting those comparisons. Rankings depend on the operators, periods and measures compared; the figures above are the specific ORR punctuality results available here. Cancellations should also be distinguished from lateness, and delays caused by infrastructure should not automatically be attributed to the train operator.

What is being done to improve the railway?

West Coast Main Line upgrades

Network Rail describes a £400 million programme of West Coast Main Line upgrades through March 2029, intended to support smoother, more reliable journeys. This is an infrastructure programme, not a guarantee of a particular punctuality result. Network Rail: West Coast Main Line upgrades.

Power and signalling maintenance

The Government’s 28 September 2026 announcement separately includes an extra £10 million for power and signalling maintenance by the end of 2027, on top of an existing £840 million investment to address infrastructure problems. The Government says those problems account for a third of delays on the route. The £400 million programme and the Government’s investment figures have different stated scopes and may overlap, so they should not be added together as if they were separate pots of money. Why nationalisation may not fix the biggest delays quickly

Changing who operates passenger services does not itself add track or create more room for trains. Maintenance and renewals can help keep existing infrastructure working reliably; added capacity is a different challenge. The article reporting the transfer quotes rail consultant William Barter saying nationalisation cannot fix issues that come from a lack of capacity, and rail commentator Christian Wolmar describing the line as crowded. These are expert assessments reported by the article, not a published capacity model establishing how much improvement any specific project will deliver. Pressbee republication of the i paper’s 3 October 2026 report.

The distinction matters for expectations: closer coordination may help operators and infrastructure managers respond to incidents and recover services, while congestion and bottlenecks can continue to limit performance. The Government’s promised coordination benefits should therefore be judged as operational aims, not proof that the route’s underlying capacity problem has been solved.

Does nationalisation mean cheaper Avanti tickets?

No fare reduction is announced in the Government’s Avanti transfer notice. The article reports transport expert Stephen Glaister’s view that public ownership alone will not bring fares down, while the Government’s announcement focuses on services and infrastructure rather than cheaper tickets. Future fares are not established by the transfer announcement. Department for Transport: Avanti West Coast transfer announcement; Pressbee republication of the i paper’s 3 October 2026 report.

How to judge whether the change works

The transfer date is a milestone, not a passenger-outcome measure. A fair assessment should compare like with like before and after the change, and separate operator performance from infrastructure work. Relevant measures include:

  • Punctuality: use the same threshold—within one, three or fifteen minutes—and comparable reporting periods.
  • Cancellations: track them separately from late arrivals and distinguish operator-caused from infrastructure-caused cancellations where data allows.
  • Service delivery: examine timetable stability, frequency, journey times and how quickly services recover after disruption.
  • Passenger costs and access: look for actual fare changes and ticket availability rather than assuming public ownership will lower prices.
  • Infrastructure progress: assess completed work and its measured effect, not just announced spending or intended benefits.

Because the transfer is scheduled for March 2027 and Network Rail’s upgrade programme runs through March 2029, judging short-term operating changes separately from longer-term infrastructure effects will be important. The available announcements do not yet establish that nationalisation has improved Avanti’s performance; that outcome can only be assessed after the change and with comparable passenger-service data.
