Automated license plate readers (ALPRs)—called ANPR in the UK—are built to read vehicle registration plates and turn those reads into searchable observations. A “traffic camera,” by contrast, is a broad label: it may simply monitor traffic, or it may support plate recognition or enforcement. The camera’s appearance alone does not tell you what it records, what software is running, or how long data is kept.

How are ALPRs different from traffic cameras?

The difference is mainly what the system does with an image. An ALPR combines a camera with software that extracts plate characters. Depending on the system, it can associate a plate read with a vehicle image or description, the time and location, and a possible match against a list of vehicles of interest.

“Traffic camera” can mean ordinary roadway CCTV, automated enforcement equipment, or a camera system with machine-vision software. Some observe traffic without extracting identifying information; others can read plates or support enforcement. A road-mounted camera could also be co-located with an ALPR while the two systems serve separate purposes.

Does it identify a person? No. A plate read is vehicle information, not proof of who was driving or of anyone’s guilt. Basic traffic observation may not identify people, but high-resolution imaging and added analytics can change the privacy implications.
Retention and access Set by the particular system, policy, and jurisdiction. Also depends on purpose, system, and jurisdiction; there is no single schedule that applies to every traffic camera.

What can a license plate reader track?

An ALPR can record a vehicle observation: the plate characters the software reads, when and where the camera observed the vehicle, and, depending on the deployment, an image or descriptive details. FHWA notes that ALPR records may include plate numbers and images or video, and that plate information may be linked to vehicle owners through motor-vehicle records. That potential linkage does not itself establish who was in the vehicle.

Some systems compare reads with lists of vehicles of interest, sometimes called hot lists. A possible match can generate an alert for personnel as a vehicle passes. Separately, stored observations may be searched later to help investigate a reported event or develop intelligence. Those are distinct uses: a real-time alert is not the same as a historical search.

Recorded details depend on the deployment

There is no universal ALPR record format or capture mode. Murrieta, California, describes its program as capturing a still image, plate and state, vehicle make/type/color, visible features, date, time, and camera location—not continuous video. That is a description of Murrieta’s system, not a specification for every ALPR.

The UK Home Office assessment of the National ANPR Service describes a broader system in which a record is stored for every vehicle passing a camera, including vehicles that were not known to be of interest when recorded. It says the system can support operational alerts, investigations, and intelligence development. These details apply to the specified national service, not automatically to private ANPR or every UK camera.

Are traffic cameras the same as license plate readers?

No. A traffic camera may provide video or traffic observations without extracting plate characters. But “traffic camera” is not a precise technical category, so the label cannot rule out plate recognition or enforcement. FHWA’s synthesis says basic machine-vision systems can observe traffic similarly to CCTV without capturing personally identifiable information; it also cautions that higher-resolution systems may capture identifying information and raise privacy concerns.

Purpose matters as much as physical placement. The UK Home Office assessment says the National ANPR Service and National Security ANPR Platform are not used for speed enforcement or traffic management. It also explains that some ANPR cameras submitting data to those systems may be co-located with other cameras on national roads, while the uses remain separate. A camera near a traffic-monitoring camera is not necessarily part of the same system or data flow.

Does an ALPR identify the driver or prove a crime?

No. As the City of Santa Monica states: “ALPR captures vehicle information. It does not establish who was driving, who owns the vehicle, or whether any person associated with it committed a crime.” A possible match is a lead that personnel must evaluate and verify—not proof of a person’s identity, guilt, or an automatic justification for a stop.

Whether a system uses facial recognition is also deployment-specific. Murrieta’s FAQ says its local ALPR cameras capture plates and vehicle characteristics, do not identify people, and do not use facial recognition. That answer describes Murrieta’s program; it should not be treated as a guarantee about every camera or analytics system.

How long are plate reads kept, and who can search them?

Retention and access rules differ by place and program. The following examples illustrate why a single “ALPR retention period” would be misleading.

  • Murrieta, California: The city says its ALPR data is automatically deleted after 30 days unless it becomes evidence or falls under a stated exception. It says searches require a case number or reason, are logged and audited, and sharing is limited under its local policy. The department also says its ALPR cameras do not issue traffic or parking tickets and are not used to measure speed.
  • Washington State: RCW 10.130.040 sets a 21-day maximum for covered agency ALPR data, subject to exceptions. The statute treats specified court process, parking enforcement, and traffic studies differently. This is a Washington rule, not a US-wide limit.
  • UK National ANPR Service: The Home Office assessment describes a 12-month system retention period. It says most authorized staff generally have access to data for up to 90 days, while some staff may have longer access with authorization. Those timeframes concern that specified national service, not every UK camera or private operator.
  • Palo Alto, California: The city describes rear-plate-only positioning and a 30-day retention limit. Its page also discusses a past vendor “Nationwide Lookup” capability. Palo Alto says it confirmed that no city data was received by outside agencies as a result of searches using that feature; that is the city’s account of its own system.

When assessing a particular camera program, ask what data is recorded, whether non-matches are retained, how long records remain searchable, who may query them, whether outside agencies can access the database, what reason must be documented, and whether access is audited. Those controls can matter as much as the fact that a camera can see a publicly visible plate: searchable records can make observations easier to retrieve and connect over time.

What do older adoption figures tell us?

A 2012 Office of Justice Programs report surveyed a random sample of 500 state, local, and tribal law-enforcement agencies. Of those, 305 responded (61%); 70 of the 305 respondents (23%) reported using ALPR. In a follow-on survey, 40 of those 70 agencies responded (57%). These are historical survey results, not a current estimate of how many agencies use ALPR.

Among the 40 follow-on respondents, agencies self-reported using ALPR for auto theft (69%), vehicle and traffic enforcement (28%), and investigations (25%). On retention, 40% reported keeping ALPR data for six months or less, while 13% said they kept it indefinitely. These figures describe a small respondent group in a 2012 report; they should not be read as present-day policy or independently verified outcomes. The report also records agencies’ reported increases in recoveries, arrests, and productivity, which are self-reports rather than causal evidence.
