Before you buy an AI tool or reorganize work around one, you should be able to state the specific business problem, the work as it runs today, the measurable result that would justify a change, and the data, owners, and risks involved. If you cannot state those things, the answer to “should we buy this?” is not yet known, and a product demo cannot supply it. A demo shows what a tool can do. It does not show whether your workflow has a problem the tool is suited to solve.
Why a tool demo cannot answer the buying question
A demo starts from a feature. A workflow audit starts from a problem. Those two starting points lead to different decisions. A vendor can show a model summarizing documents or drafting replies in under a minute, but that output says nothing about how often the task occurs, who checks the result, what a wrong answer costs, or whether the input documents are clean enough to use. Those are the facts that determine whether a purchase pays off.
Federal guidance from the ACT-IAC AI Playbook, written for U.S. federal agencies, recommends that the assessment phase generally come before organizational readiness work, so that business relevance and use-case selection are settled first. Its readiness checklist asks two plain questions: is the use case and problem statement clearly defined, and is AI actually the right approach? If the honest answer to the second question is “maybe,” the audit has not finished.

Work through these stages in order. Each one produces a written answer. If a stage cannot be completed, that gap is the finding, and it should be resolved before anyone signs a contract or rebuilds a process.

1. Describe the workflow as it runs today
Write down what work is done now, by whom, how often, and in what sequence. Then mark where the friction is: delays, rework, errors, handoffs between teams, and costs that recur. Use the real process, not the process as documented in a slide deck. Ask the people who do the work where the time goes. A problem stated this way, such as “invoice exceptions wait four days for a second review,” is far more useful than “we need an AI assistant for finance.”
2. Define the outcome and test the alternatives
Name the result that would make a change worthwhile and state how you would measure it against today’s process. Then ask whether something other than AI would solve the problem: a changed form, a clearer approval rule, a template, a configuration option in a tool you already own, or simply more staff time at the bottleneck. The NIST AI Risk Management Framework (AI RMF) asks users to document intended business value and to examine potential benefits and costs, which makes this comparison part of the official approach rather than an optional extra.
3. Set the use case and its boundaries
Specify the task the system would support, what sits outside its scope, who will use it, and who could be affected by its outputs. NIST’s AI RMF Core calls for documenting intended purposes, deployment settings, user expectations, the task and method, and the system’s known limits. Be explicit about what the tool should not do. A boundary such as “drafts internal responses that a named person approves before sending” is testable. “Helps the team with customer emails” is not.

4. Check data and dependencies
Confirm that the data needed is available, suitable for the task, accurate enough to rely on, and usable under the rights you hold. The ACT-IAC checklist names availability, content, quality, and rights as separate questions. Also list third-party data sources and software the workflow depends on. NIST’s framework includes component and third-party risk, so a vendor’s model or hosting arrangement belongs in the audit, not just the purchase order.
5. Confirm people, ownership, and authority
Identify who owns the workflow and its outcome, who leads the effort, and who can approve changes to policy, process, or technology. Check whether the team has the domain knowledge to judge outputs and the technical skill to operate and monitor the system, and whether that expertise is internal or would be contracted. A tool with no named reviewer will drift into unreviewed use.
6. Estimate costs and acquisition terms
Include more than the license. Budget for integration, training, maintenance, and the staff time needed to review outputs. Ask how portable your data and configuration would be if you changed vendors, who would own any intellectual property created in the process, and what visibility you would have into how the system works. Do not present a payback period unless it rests on evidence from your own workflow. The cost of errors is often the largest unpriced item, and it should be estimated explicitly.

7. Map risks, impacts, and human oversight
List plausible positive and negative impacts, applicable legal and policy requirements, privacy and security concerns, and your organization’s tolerance for risk. Then specify where a person reviews the output and what triggers escalation. NIST describes these activities as risk-management functions (governance, mapping, measurement, and management) rather than a fixed sequence, so the work should be revisited as the use case changes.

If the audit supports a pilot, keep it bounded. Record a baseline before the pilot starts, define success measures, name the person responsible for reviewing results, and agree in advance on the criteria that would stop the pilot or justify expansion. NIST states that after the Map function, users should have “sufficient contextual knowledge about AI system impacts to inform an initial go/no-go decision about whether to design, develop, or deploy an AI system.” The pilot gate is where that decision becomes a written one.
Turning the audit into a decision
No published source provides numeric pass marks for these questions, so the decision is a judgment built on the written answers. The table below describes what each outcome generally looks like.

Comparing two solution paths
When you are choosing between two AI options, or between AI and a non-AI change, apply the same criteria to each so the comparison is fair:
- Expected outcome measured against the current baseline
- Fit with the data you have and the systems the work already uses
- Reliability and known limitations for this specific task
- Privacy, security, legal, and third-party risk
- Human oversight required, and who would perform it
- Portability of data and configuration, and ownership of outputs
- Total cost, including integration, training, maintenance, and error handling
- Staff capability to operate and review the system
Weight these criteria according to your own situation. The sources reviewed for this article describe the questions to ask but do not assign weights.
Source status and what to check before you act
- NIST AI RMF 1.0 was released January 26, 2023. NIST’s official overview states that the framework is being revised, so confirm the current version on NIST’s website before quoting it in a policy or contract.
- NIST Generative AI Profile was released July 26, 2024, and extends the framework to generative AI systems.
- NIST AI RMF Playbook offers suggested actions aligned to the framework. NIST says it is neither a checklist nor a set of steps to follow in full.
- ACT-IAC AI Playbook is framed for U.S. federal government work. Treat its readiness questions as prompts, not as universal legal or procurement requirements.
- OECD guidance (2026) is aimed at enterprises implementing responsible business conduct and AI principles. It describes six due-diligence measures and practical examples, and notes that the examples are not exhaustive and do not suit every situation.
Frameworks of this kind are voluntary and adaptable. They support your judgment; they do not replace it. Confirm any applicable local, sector, or contractual requirement before procurement.

The question readers ask most often, in plain terms, is what workflow or business problem AI is supposed to improve. The audit above is the way to answer it before money changes hands.
The Bottom Line
Buy only after the workflow is mapped, the problem and measurable outcome are written down, and an owner, a reviewer, and the data are in place. If any of those is missing, defer the purchase and fix the gap first. If you proceed, run a bounded pilot with a baseline and agreed stop criteria, and keep the risk review going while the tool is in use.
