AT&T, T-Mobile and Verizon have signed a joint venture agreement to make satellite connectivity easier to deliver alongside their existing mobile networks. The venture is intended to reduce U.S. wireless dead zones and add backup connectivity during outages, but it has not announced a launch date, coverage map, compatible phone list, pricing or guaranteed performance. It is a plan to improve coverage—not a promise that dead zones disappear now.

What the carriers agreed to

On May 14, 2026, the three carriers announced an agreement in principle to pool limited spectrum resources and use satellite direct-to-device technology to address areas with little or no mobile service. On October 1, 2026, they announced that they had signed a joint venture agreement and named Paul Roth interim CEO while they search for a permanent chief executive. The October announcement describes the venture as a way to make satellite-enabled connectivity easier to deliver, improve cross-provider access and performance, and provide redundancy when ground networks are unavailable. May 14 announcement; October 1 announcement.

This is not a plan to replace cell networks or necessarily share cell towers. The stated focus is satellite connectivity, carrier intellectual property and terrestrial spectrum, with common technical specifications intended to simplify integration. Each carrier can continue its own connectivity efforts, and existing carrier-satellite agreements remain in place. The October announcement also says the venture will work toward broader device compatibility and industry standards.

How satellite-to-phone service is supposed to work

Direct-to-device (D2D) service allows compatible ordinary mobile devices to connect through satellites using participating carrier spectrum and satellite operators’ systems. The venture’s proposed role is to combine carrier resources, use spectrum more efficiently and give satellite providers and rural mobile network operators a simpler way to integrate. It is meant to complement terrestrial service: a satellite connection could help where a carrier’s ground network does not reach or is disrupted.

The announcements do not establish a final technical standard or say which phones will work. Nor do they specify whether the service will support messaging, voice, data or some combination, or publish latency, speed or capacity figures. Common specifications and standards-based work with operating-system providers, app developers and device makers are described as goals, not completed compatibility guarantees. The October announcement; venture details.

What customers can—and cannot—expect

The carriers say they aim to nearly eliminate currently unserved U.S. mobile dead zones, make satellite access simpler across providers and provide a backup when disasters or other disruptions take terrestrial networks offline. These are forward-looking aims, not evidence that every gap will be covered or that a satellite connection will perform like a nearby cell site. Actual results will depend on service availability, device compatibility, satellite and spectrum capacity, location and operating conditions. May announcement; October announcement.

How it relates to Starlink and other satellite options

The joint venture does not replace existing carrier-satellite arrangements. The October announcement says those agreements remain in place, and each carrier may pursue independent connectivity efforts. The releases do not yet identify which satellite operators or rural mobile network operators will participate in the venture, or the commercial terms they will use. October announcement.

The proposed model is intended to make satellite connectivity work more consistently across providers through shared resources and common specifications. That is different from a confirmed universal service: compatibility, supported features, subscriptions and coverage still need to be specified. The available announcements do not provide enough detail to compare the venture’s eventual latency, throughput, price or geographic reach with any particular satellite service.

What to use today when there is no cell service

For off-grid messaging and SOS now, Garmin’s inReach Mini 2 is a dedicated satellite communicator, not an ordinary phone feature and not part of the new carrier venture. Garmin lists global Iridium satellite coverage, two-way text messaging, interactive SOS, location tracking and weather features; an active satellite subscription is required. Check Garmin’s service and product information for current terms and details: Garmin inReach Mini 2 and Garmin satellite subscription information.

A dedicated communicator requires carrying separate hardware and maintaining its subscription. It is a practical option for people who need satellite messaging or SOS before the carriers’ venture publishes a launch and compatibility details; it should not be treated as a substitute for confirming the capabilities and limits of a specific emergency service.

For customers, the important next details are operational rather than organizational: when service will launch, which satellite partners participate, what devices and services are supported, how subscriptions work, and where coverage will actually be available. Until those are announced, there is no basis to treat the venture as a current feature of an AT&T, T-Mobile or Verizon plan.
