The Atacama’s unusually clear, dark skies make it one of the world’s most valuable places for astronomy—but artificial light is only one part of the pressure on them. Chile’s updated outdoor-lighting standard adds nationwide rules and stricter limits in designated astronomical areas. Meanwhile, the cancellation of a proposed energy complex near Paranal did not resolve wider questions about how development near observatories should be assessed.
Why the Atacama’s darkness matters
Observatories need more than clear weather: they need a dark sky and a stable atmosphere so faint objects can be distinguished from background light and distortion. The Atacama’s conditions have made the region central to ground-based astronomy. In an Associated Press report published in 2026, Chilean Astronomical Society president Chiara Mazzucchelli described the desert’s conditions as “unique in the world” and estimated that it has “more than 300 clear nights per year, meaning no clouds and no rain.” That figure is her estimate as quoted by AP, not an independently verified climatological count.
Artificial light can brighten the night sky and reduce the contrast astronomers need. The challenge is broader than replacing a few bright lamps: urban expansion, industrial development, mining and wind farms are among the pressures identified around the region. Depending on the activity and its location, concerns can also include dust, micro-vibrations and atmospheric turbulence.

Chile’s earlier D.S. No. 43/2012 focused on preventing light pollution in Antofagasta, Atacama and Coquimbo to protect astronomical sky quality. The updated D.S. No. 1/2022 applies nationwide and adds human health and biodiversity to the interests protected alongside astronomical quality. The Ministry of the Environment’s summary gives a blue-light emission limit of 7% nationwide and 1% in special protection areas. Those limits concern spectral output; a lamp’s color label or marketing description alone does not establish that it meets the standard.

How the compliance dates are phased
The dates depend on whether a source is new or existing and where it is located. The Ministry lists October 19, 2026 as the nationwide implementation milestone, but that does not mean every existing outdoor fixture had to be replaced on that day.
Rank #3
- SMARTPHONE-POWERED SKY TOUR: No experience needed! Just dock your phone, launch the StarSense Explorer app, and follow the on-screen arrows to locate stars, planets, nebulae, and more.
- PATENTED STARSENSE TECHNOLOGY: Unlike other astronomy apps, StarSense Explorer uses sky recognition technology to turn your phone into a celestial navigation system, analyzing star patterns overhead to pinpoint your telescope’s position.
- TONIGHT’S BEST TARGETS, INSTANTLY: The app generates a curated list of the top objects to see based on your time and location. See planets, bright nebulae, galaxies, and star clusters from the city—and even more from dark skies.
- SIMPLE SETUP, SMOOTH TRACKING: Features a manual altazimuth mount with altitude slow motion adjustment with a sliding rod. Follow the on-screen arrows to your target; when the bullseye turns green, you can view it clearly through the eyepiece.
- 114MM REFLECTOR WITH IMPRESSIVE VIEWS: The 4.5" Newtonian reflector with high-reflectivity coatings delivers sharp, vivid views of the Moon, planets like Jupiter and Saturn, and deep-sky favorites like the Orion Nebula and Andromeda Galaxy.
| Lighting situation | Timeline stated by the Ministry |
|---|---|
| New sources in astronomical areas | Compliance has applied since October 19, 2024. |
| Existing sources in nearby communes | Compliance is required when replacement is needed, with a maximum deadline of October 19, 2029. |
| Farther communes and areas outside the astronomical designation | Different timelines apply; check the location-specific rules. |
| Nationwide implementation milestone | October 19, 2026. |
These are the dates in the Ministry’s compliance timeline. For a particular installation, verify the source category, location and applicable deadline instead of treating the nationwide date as a universal replacement deadline.
What the canceled Paranal project did—and did not—settle
In January 2026, a proposed renewable-energy complex about 10 km from the Paranal Observatory was canceled following a campaign of scientific opposition, according to AP’s April 2026 report. The project is not described as proceeding. But its cancellation did not settle the broader rules for evaluating development around astronomical sites.

AP reported that several environmental regulations, including criteria related to protected astronomical zones, were under review at the time. That report does not establish a final outcome for the review. Cielos de Chile Foundation director Daniela González told AP: “We are working to ensure the new criteria are strict enough to guarantee that there will be no impact on astronomical areas.” The case therefore raises a governance question as well as a project-specific one: how should authorities assess cumulative impacts from multiple activities near observatories?
The concerns described around the proposal were not limited to light pollution. They included potential micro-vibrations, dust and atmospheric turbulence, alongside illumination. A development’s renewable-energy purpose does not by itself answer whether its siting or combined effects are compatible with astronomical observation; those effects need to be evaluated on their merits.

How to choose outdoor lighting that limits skyglow
For homes, businesses and facilities, useful criteria are direction, spectrum and evidence. They help reduce unnecessary light, but they do not substitute for checking the Chilean standard’s technical requirements and the rules for the specific location.
- Shield and aim the fixture. Prefer lighting that directs light down toward the area where it is needed, with shielding that limits spill above the horizon or beyond the task area.
- Check spectral output. Look for technical information about blue-light content, not just a “warm,” “amber” or similar marketing label. The applicable limit is 7% nationwide and 1% in special protection areas, according to the Ministry’s standard summary.
- Ask for relevant documentation. Request test or certification records tied to the applicable Chilean requirements. A retailer listing, bulb category or product description alone does not establish compliance.
- Use only as much light as the task needs. Avoid unnecessary brightness and operating time; shielding and spectrum cannot make unused illumination beneficial.
The earlier regional rule’s summary says outdoor luminaires in Antofagasta, Atacama and Coquimbo were to carry certification from a laboratory authorized by Chile’s Superintendencia de Electricidad y Combustibles. For current obligations, consult the relevant Chilean authorities and standard documents; do not infer that a generic product or a fixture sold elsewhere is compliant.
What lasting protection depends on
Chile’s updated standard establishes a national framework and tighter spectral limits in designated astronomical areas. Protecting the Atacama’s observing conditions also depends on applying location-specific deadlines and reviewing development impacts that may accumulate across light, dust, vibration and atmospheric effects. The Paranal proposal’s cancellation removed one project from consideration; it did not answer how future projects should be judged or whether the regulatory review reported in April 2026 has since concluded.
