Arm CEO Rene Haas says Arm-based processors could capture more than half of the Windows PC market within five years. That is an ambitious target—not a current share figure or an independently verified forecast. Reaching it depends on Windows laptops spanning affordable, mainstream and gaming categories, alongside broad software support.
What does Arm’s 50% Windows target mean?
Haas described the goal in an interview reported by Reuters on June 3, 2024: “Arm’s market share in Windows – I think, truly, in the next five years, it could be better than 50%.” The denominator is the Windows PC market. He was talking about Arm-based processors in Windows PCs, not half of all PCs or half of all Windows installations. Reuters’ report presents the figure as Haas’s expectation, not a measured market share.
Haas reaffirmed the long-term 50% PC goal on Arm’s Q2 FY2025 earnings call on November 6, 2024. There is no audited current Windows-on-Arm unit-share figure established here to show how close the market is to that goal.
What would have to happen for Arm to reach it?
A full range of Windows PCs
On the earnings call, Haas said the ecosystem needs more than a few premium thin-and-light laptops. It needs products across thin-and-light, low-end, mid-price and gaming categories. He said Arm had visibility into multiple chips and OEM plans, and expected growth as those products arrived. Those comments describe the breadth of products Arm believes it needs; they do not establish that the planned devices have launched or achieved particular sales.

Software support from Microsoft and developers
Microsoft’s expanded developer tools are part of the case for growth. Reuters quoted Haas saying Microsoft was “very, very much committed from a software standpoint.” More tools and native Arm64 apps can make Windows on Arm more practical, but support still varies by application, game and peripheral. In its November 2022 Windows on Arm developer report, Microsoft Senior Product Lead Rich Turner said: “We will be working hard to address the challenges noted by developers, while also ensuring they can capitalize on the enormous potential of WoA.” The report also identifies Lenovo’s ThinkPad X13s as “developer-class WoA hardware.”
What evidence supports the ambition—and what does not?
Developers were optimistic, but the survey was not a market forecast
In the 2022 Arm-and-Microsoft survey, 49.4% of surveyed developers expected Windows on Arm to make up at least 24% of the PC market within five years, and 81% expected the market to grow over that period. These are developer survey responses from 2022, not observed market shares. The 24% expectation is also well below Haas’s later aspiration of more than 50%. Arm and Microsoft’s report provides the survey context.

Gartner’s forecasts show a gap in business laptops
Gartner forecast AI PCs would account for 31.0% of the worldwide PC market in 2025 and 54.7% in 2026. For the 2025 AI business-laptop market, Gartner forecast a 24% Arm share, compared with 71% for x86 Windows. These are Gartner forecasts, not realized results, and the AI business-laptop segment is not the entire Windows PC market. They nevertheless illustrate why a 50% Windows-wide target should be treated as uncertain rather than settled. Gartner’s forecast gives the segment figures and definitions.

Are Windows-on-Arm laptops ready for mainstream buyers?
There are real products: the ThinkPad X13s is one example named in the Windows on Arm developer report. But a product’s existence does not show that the lineup already covers every budget, workload or region. For an individual buyer, suitability depends on the exact laptop and the software and devices they need—not on Arm’s market-share target.

Before choosing a Windows-on-Arm machine, check:
- Application compatibility: Confirm that essential apps have native Arm64 versions or run acceptably through emulation. Check the developer’s current compatibility guidance, especially for specialized or older software.
- Games and peripherals: Verify support for the games, anti-cheat systems, printers, docks and other hardware you use. Compatibility can differ from one title or device to another.
- Workload performance: Look for tests of the exact laptop under the kind of sustained work you do. Neither architecture guarantees the faster result across all tasks.
- Battery life and price: Compare independent tests and current prices for the specific models available to you; do not assume every Arm laptop lasts longer or costs less.
- Availability: Check local stock, configuration choices and support terms. A named example is not proof that a particular model is available in your region today.
Can Arm really take half of the Windows PC market?
It is possible as an ambition, but the evidence does not establish that it will happen. Arm’s CEO set the goal and reiterated it; the developer survey shows optimism about growth but a lower expected share; and Gartner’s 2025 forecast still gave x86 Windows a large lead in AI business laptops. A wider product range and continued software progress would be central to changing that picture, but no current audited share figure confirms a trajectory to 50%.
