A March 2025 survey of 916 biomedical PhD students and postdoctoral researchers found that one-third of respondents who had planned academic research careers changed their minds that spring, according to the Harvard Gazette’s summary of a 2026 working paper. That is a consequential warning about career intentions in one group—not proof that young people broadly are abandoning science, or that a single policy change caused every shift.

What the survey says—and who it covers

The National Bureau of Economic Research’s 2026 working-paper record describes a survey conducted in March 2025 with 916 young biomedical scientists: PhD students and postdoctoral researchers. The survey asked about career intentions and expectations after major science-funding policy changes began. The Harvard Gazette reports that one-third of respondents who had planned academic research careers changed their minds in spring 2025.

The denominator matters. The reported fraction refers to respondents who had intended to pursue academic research, not all 916 participants, all early-career scientists, or all young people who might consider a scientific career. The available summaries do not establish that the survey represents the national population, and career intentions are not the same as actual departures from research.

Why policy and funding uncertainty matter to a career

Research careers depend on more than interest in science. Graduate admissions, fellowships, funded lab positions, recruitment, and the ability to plan several years ahead can shape whether a student can enter or remain in academic research. When funding decisions or institutional hiring are uncertain, students and researchers may weigh industry or other research jobs, another institution, or opportunities outside the United States.

The White House’s 2026 science-policy document presents its approach as reform. It argues that the research-funding system has become slow and burdened by outdated assumptions. That is the administration’s stated rationale, not an independent finding about the consequences of its policies. In March 2025, the Associated Press reported uncertainty affecting training, graduate admissions, fellowship timing, and lab recruitment. Its examples document experiences and concerns at particular institutions; they do not measure how common those effects were across the country.

What disruption looked like for students and researchers

Admissions and lab positions

Emilya Ventriglia, president of UAW 2750, warned the AP that uncertainty could affect the next cohort: “At this rate, with the hiring freeze, there may be no Ph.D. students next year if it’s not lifted soon, because usually people make their decisions by April.” This was a contemporaneous warning about a potential outcome, not evidence that no students were admitted.

Training and the pull of scientific work

Some students faced difficult choices even as they remained committed to research. Natalie Antenucci, then a first-year graduate student at the University of North Carolina, told the AP: “I love the work that I do. It’s all I want to do.” Her statement illustrates why funding disruption can be personally consequential without implying that every affected trainee intends to leave science.

NIH research fellow Connor Phillips described the motivation many bring to demanding work: “You don’t take these jobs that pay worse and have insane hours and are really stressful unless you care about helping others and taking our love for science and translating that into something that can improve people’s lives.” That commitment may coexist with practical questions about stable funding, mentorship, and the availability of a next position.

Considering another institution or country

The AP also reported that some students were considering other institutions or countries amid uncertainty. Such reports show that pursuing opportunities abroad entered some individuals’ calculations; they do not establish a measured national wave of emigration. The evidence supports describing a range of possible choices—academic research, industry or other research employment, and training or work abroad—not ranking those paths by how often people choose them.

What can—and cannot—be concluded about a brain drain

The survey and reported cases point to a risk: uncertainty around funding and training can change what some early-career biomedical researchers expect to do. They do not, on their own, establish that the White House’s approach caused every respondent to change plans, that researchers have already left their careers, or that the same pattern holds across every scientific discipline.

The AP’s March 2025 coverage also described legal challenges delaying some NIH funding cuts and uncertainty involving multiple agencies. Those reports capture conditions at that time; they should not be read as a description of current 2026 agency policy. A separate 2026 rapid-response pilot survey in Frontiers in Sociology provides additional early evidence about concerns among early-career researchers, but its pilot design is not a definitive national measure.

To determine whether concern becomes a lasting brain drain, evidence would need to track what people actually do: enrollment and admissions, fellowship access, employment, movement between academic and nonacademic work, and departures from the United States. Comparisons across disciplines and career stages would also show whether biomedical researchers’ experiences reflect a wider change or a more specific pressure point.
