Posting freely does not mean a teenager does not care about privacy. Young people may take deliberate steps to control who sees their posts while knowing much less about how companies collect and keep their data. Those are different skills, and neither should be inferred from how much a teen shares.

What does it mean to be savvy about privacy?

Privacy savvy is not one all-or-nothing trait. It includes at least two distinct kinds of judgment: managing an audience and understanding what happens to information after it leaves that audience.

  • Audience control: deciding what to post, choosing a private account, blocking someone, or considering how a post could affect one’s reputation.
  • Data literacy: understanding what a company collects, how long it retains information, and what privacy rights a person can exercise.

A teen can be thoughtful about the first and uncertain about the second. That is not hypocrisy or indifference; it reflects the different choices involved.

What young people say they do—and what they still want to know

In a report published in May 2026, the Office of the Privacy Commissioner of Canada described three virtual focus groups held on February 8, 2025, with 19 Canadian youth ages 13–17 recruited across provinces and territories. Participants described online connection and interesting content as benefits, alongside risks such as harm to their reputation and other people posting negative material. They valued control and said they used practical measures including limiting what they post, making accounts private, and blocking people. The same participants described low knowledge of what companies collect and retain, their privacy rights, and how to exercise those rights. The distinction matters: being able to control a post’s audience does not necessarily reveal what a platform or another company does with the data. The focus groups offer detailed perspectives, not a measurement of how common these views are among Canadian teens or young people elsewhere.

The report notes that youth are rarely asked directly about their online experiences and what they want or do not want regarding their privacy rights. Taking their strategies seriously means taking their knowledge gaps and requests seriously, too.

What earlier U.S. studies add

Other evidence helps show that young people do seek guidance, but its age and scope matter. The figures below come from a nationally representative U.S. telephone survey of teens ages 12–17 fielded in summer 2012 and reported by Pew Research Center in August 2013; they do not describe current platform behavior.

Finding What the study reported
Asked for or sought advice about managing online privacy 70% of teen internet users
Asked a friend or peer 42%
Asked a parent 41%

Pew also reported that teens commonly worked out practical sharing choices and settings themselves. The advice-seeking figures and self-directed learning can both be true: navigating settings does not mean a person never needs help. See Pew Research Center’s 2013 report.

A 2023 study indexed by NIST interviewed 40 U.S. youth-parent pairs, with young people in grades 3–12. Its abstract reports that youth across ages could give at least basic descriptions of online privacy and security and examples of good and bad choices. Parents used a range of approaches, including monitoring devices and limiting use; conversational approaches were associated with participants demonstrating the most nuanced understanding. Because this was a small interview study, it does not prove that conversation alone causes stronger understanding. Read the study abstract indexed by NIST.

How parents can help without judging

The Canadian participants often trusted parents for privacy information, and many thought young people should take on more responsibility as they grow older. Some also objected to parents posting about them without permission. That combination points toward involvement that treats a teen as a participant rather than a problem to manage.

  • Ask what the teen wants kept private before sharing photos or details about them. Permission matters for adults’ posts, too.
  • Start with a specific situation: who can see a post, what feels uncomfortable, or what might happen if someone else shares it.
  • Distinguish audience choices from company data practices. A private account may limit who sees a post, but it does not by itself explain collection or retention by a company.
  • Make room for the teen to explain their reasoning. Treat uncertainty as a chance to learn together, not evidence that they do not care.

These are ways to respect the concerns participants expressed, not a guarantee that any one conversation will resolve every privacy question. UNESCO’s 2017 publication on youth perspectives and privacy in media and information literacy offers a broader educational framing: media and information literacy is relevant to informed privacy decisions. It is not a current survey of what teens know. Read UNESCO’s 2017 publication.

Why “more savvy” needs a qualification

The evidence supports a careful conclusion, not a contest between generations. Young people in the Canadian groups described purposeful ways to manage visibility, and the U.S. studies document practical understanding and advice-seeking. The same evidence also shows that knowing how to manage an audience is not the same as understanding business data flows or formal privacy rights.

Nor does this evidence establish that teens as a whole are more knowledgeable than adults, that every teen uses settings safely, or that one country’s findings apply worldwide. The Canadian report is recent but qualitative and based on 19 participants; Pew’s survey data are from 2012; and the 2023 study involved 40 U.S. youth-parent pairs. A fair response is to avoid judging privacy concern by visible sharing, listen to young people’s own priorities, and support the parts of privacy literacy they say they need.
