Verdict: partly verifiable, but not as a blanket campaign claim. Scottsdale’s published figures show a water supply dominated by surface water, and the city says it has met groundwater safe-yield and assured-supply standards. Those statements do not guarantee that drought, future allocation cuts, rising demand, or infrastructure limits could never cause a shortage. The city also operates a wastewater-recycling facility, but an expansion to send purified wastewater directly into the drinking-water supply was halted in June 2026, according to the Associated Press. Official records document particular road projects and traffic figures, not a citywide congestion trend.
Which candidates’ claims can be checked now?
Scottsdale’s general election is scheduled for November 3, 2026, to fill two City Council seats. As of October 3, the city listed Barry Graham, Michelle Ugenti-Rita, and Raoul Zubia as candidates; Bob Littlefield had withdrawn. The winners’ terms are to begin in January 2027. The city said its general-election candidate pamphlet would be available beginning October 7, so claims in that pamphlet cannot be assessed here.
The available primary-election pamphlet records former candidate Bob Littlefield alleging that overdevelopment had clogged roads and that water shortages threatened residents. That pamphlet establishes what Littlefield claimed; it does not independently prove either assertion. The evidence available does not establish the exact statements of the three remaining candidates on these subjects.
What does Scottsdale’s water supply actually rely on?
The City of Scottsdale’s water-supply page, accessed October 3, 2026, says about 90% of the city’s drinking water comes from surface water supplied by the Central Arizona Project (CAP) and Salt River Project (SRP). CAP alone accounts for about two-thirds of Scottsdale’s overall water supply, while groundwater contributes less than 10% and serves as backup, according to the city.

| Source or measure | What Scottsdale reports | Scope and qualification |
|---|---|---|
| CAP and SRP surface water | About 90% of drinking water | City of Scottsdale water-supply page, accessed October 3, 2026. |
| CAP | About two-thirds of the water supply | City of Scottsdale water-supply page, accessed October 3, 2026. |
| Groundwater | Less than 10% of the water supply | The city describes it as backup. City of Scottsdale water-supply page, accessed October 3, 2026. |
These percentages should not be read as an identical source mix for every customer. The city says SRP water is geographically limited to certain “on-project” lands south of the Arizona Canal. The figures describe Scottsdale’s overall supply, not necessarily the water reaching a particular property.
What “safe yield” and “100-year assured water supply” mean
Scottsdale says it has achieved groundwater safe yield since 2006 by increasing artificial recharge and reducing groundwater pumping. The city defines safe yield as balancing natural and artificial recharge with groundwater pumping. It also says it has demonstrated an assured water supply for its entire service area under Arizona’s 100-year framework for subdivided land.

Within state and federal law and city ordinances, Scottsdale’s charter authorizes the city to require development-related provision or funding for water production, storage, and transmission, as well as rights-of-way, bike paths, and other necessary transportation. That establishes a legal framework; by itself, it does not show whether a particular development met its obligations or whether a specific waiver was unusual.

Is Scottsdale sending recycled wastewater to residents’ taps?
No residents had received the facility’s purified wastewater through home taps, according to the Associated Press’s 2026 report. The city’s existing operation treats wastewater using processes including ultrafiltration, reverse osmosis, and ultraviolet photolysis. Scottsdale mainly uses the purified water to recharge aquifers.
The distinction is between that operating recycling-and-recharge system and a proposed expansion for direct potable reuse. AP reported that a June 2026 council budget change replaced program and water-project funding with a $100 million allocation for new water sources and supplies, ending the plan to add purified wastewater directly to Scottsdale’s supply by 2027. The existing recycling operation is not the same thing as the halted expansion.

AP described the facility as large enough to serve 60,000 households; that is a capacity figure, not evidence that 60,000 households receive its water. Scottsdale Water assistant senior director Bryan Cassens told AP, “Here we already know it all. We’ve been doing it for 28 years.” That statement reflects the utility’s experience operating its system; it does not, on its own, settle every safety or regulatory question about a different direct-to-drinking-water program.

Labels such as “toilet to tap” and “poop water,” which AP reported in the campaign debate, are rhetoric rather than technical descriptions of the existing treatment process or the water’s principal use. Separately, AP VoteCast found that 47% of Arizona voters surveyed in the 2022 midterm election were “not too” or “not at all” confident that the state would have enough water over the next 10 years. AP said the survey included more than 3,000 Arizona voters; that statewide, 2022 result is not a Scottsdale-specific measure.

Do the records prove Scottsdale roads are getting more congested?
No. The available evidence documents particular projects and traffic figures for selected road segments. It does not provide consistent, comparable measurements across enough roads and years to establish a citywide congestion trend. A candidate’s allegation about clogged roads is not a substitute for that broader evidence.
Scottsdale Road traffic figures
The city’s project page for Scottsdale Road between Jomax Road and Dixileta Drive lists 2019 daily traffic counts and 2025 projected volumes. The projections are not observed post-2025 counts.
| Scottsdale Road segment | 2019 daily traffic count | 2025 projected daily volume |
|---|---|---|
| Jomax Road to Dynamite Boulevard | 30,600 vehicles | 31,800 vehicles |
| Dynamite Boulevard to Dixileta Drive | 27,200 vehicles | 28,600 vehicles |
Figures are from the City of Scottsdale project page, accessed October 3, 2026. The page describes intersection redesign work; its projections can explain the city’s project rationale, but they should not be presented as actual current traffic counts or as proof of a citywide trend.

Thompson Peak Parkway bridge project
The city says the Thompson Peak Parkway bridge over Reata Pass Wash is intended to provide a continuous four-lane roadway with bike lanes, with most funding coming from the 2019 bond election. At the time of the city’s project page, construction was expected to begin in fall 2026 and take about 12 months. That is the city’s estimate, not a report of a completed project.
