There is no single U.S. law that makes every plug-in solar system legal—or illegal. Whether you can connect one depends on the rules that apply to your state and address, your utility’s interconnection requirements, the system’s safety certification, and permission to use the property. Check all four before connecting a system; a product listing or a rule in another state is not enough.

What counts as plug-in solar?

Plug-in solar, also called balcony or portable solar, generally means a small grid-connected photovoltaic system intended to offset some of the electricity used at the same property. The panels produce direct-current electricity, and an inverter converts it to alternating current for the premises. Unlike a conventional rooftop array that is normally permanently wired, a plug-in system is designed to connect through a receptacle when local rules allow.

That connection method raises safety questions that ordinary product descriptions may not answer: whether the circuit can handle the power, whether people are protected from hazardous contact, and whether current could flow in an unintended direction. The system’s legal status is therefore not determined by its size or by the fact that it plugs into a household outlet.

Why legality depends on your location and system

Rules can come from state law, local electrical requirements, utility interconnection conditions, product-safety requirements, and restrictions tied to the property. State laws may define eligible systems, set an output cap, require certification or notice, or provide an exemption from some ordinary utility approval. Those conditions vary and should not be carried over from one state to another.

A secondary tracker checked September 1, 2026, reported dedicated enacted plug-in or portable-solar laws in Utah, Colorado, Maryland, Virginia, Maine, Vermont, New Hampshire, Connecticut, and New Jersey. It also reports differences in output limits, effective dates, notice, certification wording, property rules, and system definitions. This is a dated secondary snapshot, not a complete national legal census or a substitute for the current law and utility rules where you live. See the state-law tracker and confirm its claims with the relevant state, local authority, and utility.

Is 1,200 W the US plug-in solar limit?

No. There is no nationwide 1,200 W limit established by the cited material. Some state definitions or proposals may use that figure, but the applicable rule may measure panel rating, inverter AC output, or the combined output of multiple devices. Read the local definition rather than assuming that a number on a product label answers the question.

For example, a June 2026 California Assembly committee analysis described a proposed qualifying-device cap of 1,200 W AC and other requirements for SB 868. That analysis alone does not establish that the bill became law or that the cap is currently in effect. Its final official disposition and effective date were not verified as of October 5, 2026. See the California SB 868 committee analysis alongside the dated state tracker; do not treat the proposal as a national rule.

Check electrical, utility, and product-safety requirements separately

Electrical code and utility operation

A utility-approval exemption, if one applies, does not automatically waive electrical-code or safety requirements. California illustrates the distinction: its 2025 Fire Code requires PV electrical work to follow the California Electrical Code and permits parallel operation with the utility only for inverters listed and labeled for utility-interactive use. That is a California example, not a nationwide code rule. The code says: “Only inverters listed and labeled for utility interactive system use and identified as interactive shall be allowed to operate in parallel with the electric utility power system to supply power to common loads.” See 2025 California Fire Code, Section 1205.

California’s Government Code provision on automated solar permitting also says it does not limit or otherwise affect local publicly owned utility or electrical-corporation generator interconnection requirements. The California Energy Commission maintains equipment lists used by utilities and local programs in interconnection and permitting processes, but says that being on a CEC list is not a general prerequisite to installation. See the California interconnection provision and CEC equipment-list guidance.

Utility conditions can be specific to the service territory and application. For example, PG&E’s published guidance requires UL 1741 SB-certified inverters and CSIP conformance for its interconnection applicants, and recommends CEC-listed equipment for its application process. Those are PG&E application requirements, not a universal plug-in-solar approval rule. Check your own utility’s current process; see PG&E’s interconnection guidance.

What UL 3700 does—and does not—establish

UL Solutions announced a dedicated plug-in solar testing and certification program based on UL 3700 on January 8, 2026. UL says the standard addresses risks including overload and current flowing in the wrong direction, and sets construction, performance, and labeling criteria. A listing to this specific standard can provide relevant evidence about product safety, but it does not override state law, local electrical code, utility conditions, or property restrictions. See UL Solutions’ UL 3700 announcement.

Verify certification for the complete system and the exact model, not just a component or a broad retailer claim such as “UL certified.” A Utah Legislature post-enactment document says HB 340 took effect May 7, 2025, and reported that no plug-in solar device had been certified to UL 3700 as of June 1, 2026. That is a dated finding, not a verified inventory for October 2026; the document also warns that products may be marketed as Utah-compliant without a UL 3700 listing. Check the current listing directly before purchase or connection. See the Utah legislative document.

How to check before connecting a system

  1. Identify the exact address and service territory. Find the state and local jurisdiction, electric utility, and property owner or manager responsible for the installation location.
  2. Find the current state and local rule. Confirm whether plug-in or portable solar is covered, what systems qualify, whether notice or approval is required, and what output is allowed. Check how the rule defines output and whether it aggregates multiple devices.
  3. Ask the utility about this exact system. Confirm whether its tariff or interconnection process requires notice, an application, approval, or particular equipment. Do not assume a state exemption removes utility conditions.
  4. Check the complete system’s certification and scope. Match the certification to the full system and exact model. Confirm what standard it is listed to and whether that listing satisfies the applicable local rule.
  5. Confirm installation and property permissions. Check local electrical requirements and obtain any permission required for a balcony, patio, rental, or other shared or leased space. Property permission is separate from utility approval.
  6. Do not connect until the applicable checks agree. If the state rule, utility response, certification, or electrical requirements are unclear or conflict, get direction from the relevant authority or a qualified local electrical professional before energizing the system.

Questions to ask when evaluating a system

  • Does the law where I live cover this system’s type and connection method?
  • Is the stated output measured as panel rating, inverter AC output, or aggregated system output?
  • Is the complete system—not merely an inverter or another component—certified to the standard the local rule requires?
  • Does my utility require notice, an application, or approval for this exact equipment?
  • Do the circuit, receptacle, mounting location, and property rules allow this installation?
  • When and where was the seller’s compliance claim checked, and does it match my jurisdiction and the exact model?
