There is no single worldwide answer. Whether you may send a stablecoin directly to another person depends on the countries involved, the token, the purpose of the payment, and whether a regulated business handles any part of the transfer. A self-custody wallet does not by itself make a payment lawful, and a rule aimed at issuers or platforms does not automatically answer whether an individual’s private transfer is permitted.

Why the answer depends on the countries and the transaction

Stablecoins are digital tokens designed to maintain a value linked to an asset such as a currency. Their legal treatment is not uniform: a country may regulate them, restrict them, or reject their use. The Committee on Payments and Market Infrastructures (CPMI) describes cross-border stablecoin regulation and the economic conditions around it as differing by jurisdiction.

For a transfer between people in different countries, check the rules where the sender and recipient are located, as well as any jurisdiction where a relevant intermediary operates. The answer may also depend on whether the transfer is a personal gift, a payment for goods or services, settlement of a debt, or part of a business activity. A rule permitting someone to hold or transfer a cryptoasset does not necessarily establish that the asset may be used to pay a merchant or settle an obligation.

This is a framework for checking the issue, not a determination for every country or transaction. The country, token, purpose, amount, counterparties, and route through providers all matter.

Separate the wallet-to-wallet transfer from the services around it

First map what actually happens. A transfer may be described as peer-to-peer even if a company is involved in buying the token, holding keys, arranging the transfer, converting currencies, or receiving the funds. Those services can be subject to rules that differ from the rules for an individual’s own act of sending a token.

  • Direct self-custody transfer: The sender and recipient control their own wallets and transfer the token without a service provider handling it. This does not exempt the parties from applicable payment, sanctions, tax, or other laws.
  • Exchange or broker involved: A business that sells, exchanges, or arranges the stablecoin transaction may need authorization or registration, depending on local law.
  • Custodian or payment intermediary involved: A company holding assets or transmitting payment instructions may face separate custody, payment, or financial-crime obligations.
  • Merchant or business payment: Accepting a token for goods, services, or a business debt may raise payment, consumer-protection, tax, or licensing questions that do not arise in the same way for a personal transfer.

The IMF’s December 2025 paper, Understanding Stablecoins (Departmental Paper No. 25/09), explains that AML/CFT requirements can attach to entities involved in issuance, redemption, transfer, or custody depending on their role and the standards that apply. This does not mean every individual wallet transfer automatically carries the same obligations as a regulated provider.

Whether the token may be used for this purpose

Look for rules specifically addressing payments, merchant acceptance, settlement of debts, or foreign-issued stablecoins. A country’s general permission for cryptoassets may not answer whether a stablecoin can be used to pay a person or business. The sources available for this overview do not establish a complete country-by-country list of payment restrictions, so verify the current local rule rather than infer permission from a broad crypto summary.

Issuer and provider authorization

Identify the stablecoin’s issuer and the companies in the route. Check whether an issuer or service provider must be licensed, registered, or otherwise permitted in each relevant jurisdiction, and whether the token may be offered to residents there. Rules can distinguish domestic issuers from foreign ones and issuers from exchanges, custodians, and payment firms.

Financial-crime, sanctions, and recordkeeping rules

Sanctions restrictions can prohibit dealing with particular people, entities, or jurisdictions. AML/CFT rules, suspicious-transaction reporting, and recordkeeping requirements may apply to businesses involved in the arrangement; the precise duties depend on the provider’s role and the jurisdiction. The Financial Stability Board’s crypto-asset policy work identifies AML/CFT, sanctions, tax evasion, and avoiding circumvention of capital controls as relevant concerns.

Tax, foreign exchange, and capital controls

A payment may have tax consequences even if the transfer itself is permitted. Check whether the relevant tax authority treats spending or exchanging the token as a reportable or taxable event, and whether foreign-exchange or capital-control rules limit the transaction’s amount, purpose, or destination. Do not assume that a small or personal transfer is exempt without checking the local rules.

Redemption, consumer protection, and recourse

Check who issues the token, whether redemption into its reference currency is available to you, and what happens if an issuer freezes assets or a platform fails. A blockchain transfer can be difficult or impossible to reverse after it reaches the wrong address; that operational fact is separate from whether the payment is lawful. Also check which regulator handles complaints and whether any consumer-protection or safeguarding regime applies.

A practical country-check workflow

  1. Write down the transaction facts. Record the sender’s and recipient’s countries, the token and issuer, the amount and purpose, whether either party is acting for a business, and every exchange, broker, custodian, payment provider, merchant, or platform involved.
  2. Check official sources in each relevant country. Search the finance ministry, central bank, securities or financial-services regulator, payments regulator, and financial-intelligence unit for current stablecoin, cryptoasset, payment, AML/CFT, and sanctions rules. For a cross-border transfer, check both ends and relevant intermediary jurisdictions.
  3. Read the law and its effective dates. Use the statute, regulation, regulator guidance, and commencement notices—not just a platform’s marketing page or a general crypto explainer. Check whether a rule is already in force, scheduled to begin later, or still proposed.
  4. Match the token and issuer to the rule. Confirm whether the legal text covers that type of stablecoin, its issuer, foreign-issued tokens, or an offer to residents. Do not treat one stablecoin’s status as proof about another’s.
  5. Check each provider’s role and status. Determine which company issues, sells, exchanges, arranges, holds, transmits, or redeems the token. Verify any required authorization or registration with the relevant regulator.
  6. Check payment-specific and financial obligations. Confirm whether this use—such as paying a merchant or settling a debt—is allowed, and review applicable tax, sanctions, reporting, foreign-exchange, and capital-control requirements.
  7. Get advice for material or business transfers. For a significant amount, recurring activity, or business payment, ask a qualified lawyer in the relevant country or the regulator about the exact transaction structure before relying on a general explanation.

What the rules look like in three jurisdictions

These examples show why it is important to distinguish rules for issuers and businesses from the legality of an individual’s transfer. They are not a complete assessment of private payments in any of the three countries.

Jurisdiction What the cited official material establishes What it does not establish on its own
United States The GENIUS Act (Public Law 119-27) became law on July 18, 2025. It bars a person other than a permitted payment stablecoin issuer from issuing a payment stablecoin in the United States. A Federal Register notice dated September 29, 2026 says the restriction on digital-asset service providers offering or selling payment stablecoins not issued by permitted issuers begins July 18, 2028; restrictions concerning foreign issuers subject to statutory requirements apply earlier. These issuer and service-provider provisions are not a blanket answer about every person’s private wallet-to-wallet transfer. Check the statutory text, applicable foreign-issuer provisions, and rules in force for the specific transaction.
United Kingdom HM Treasury’s 2026 policy note says stablecoin payment services are likely to fall within the cryptoasset perimeter for dealing or arranging under the then-current regime. It discusses draft changes and future payment-services reforms, and notes that safeguarding and money-laundering requirements remain relevant. The policy note is about a changing framework; it is not a final determination of every payment or a substitute for checking current FCA rules, the relevant legal text, and commencement dates.
Canada The Bank of Canada’s 2026 regulatory-oversight overview says the Stablecoin Act will bring non-financial institutions issuing stablecoins to Canadians under its regulation, and separately describes oversight of retail payment service providers. This issuer and provider overview does not decide whether every individual transfer is permitted or settle the rules that apply to a particular token, purpose, or service route.

If you are comparing a stablecoin payment with another method

There is no basis here for saying a stablecoin transfer is generally cheaper or faster than a bank transfer or licensed remittance service. Compare the actual options available for the countries and amount involved:

  • Whether each method is legally available in both countries and whether its providers are authorized.
  • The total fees and exchange-rate spread for the specific transfer.
  • Expected settlement time and whether the payment can be reversed or disputed.
  • What redress is available if the funds go to the wrong address, a provider fails, or the recipient contests the payment.
  • How tax, reporting, and consumer-protection rules differ.

The CPMI cautions that possible benefits of stablecoin arrangements may be outweighed by drawbacks and that equivalent risks should receive equivalent regulation. A comparison should therefore be based on the actual corridor, providers, and legal protections—not on a generic claim about speed or cost.

What you can conclude before sending

You cannot determine legality from the words “peer-to-peer” or “self-custody” alone. Establish the rules in the sender’s and recipient’s countries, identify the token and every business in the transfer route, and verify whether the specific payment purpose is permitted. If those facts are unclear—or the amount or business stakes are material—pause the transfer until you confirm the position with an official regulator or qualified local counsel.
