No blanket ban on printer cartridges is stated in TSA’s current public guidance. The 2010 restriction behind the headline applied to ink or toner cartridges weighing 16 ounces (453 g) or more on passenger aircraft, in carry-on and checked baggage. TSA’s current listing allows printer ink in both, but does not specify a weight threshold; British Airways still publishes a 16-ounce restriction for flights to or from the U.S. Check the current TSA and operating-airline rules before flying with a large cartridge. The Wi-Fi ban mentioned in the 2010 story was reported as a rumor, not an announced or adopted prohibition.
What the 2010 cartridge restriction covered
On November 8, 2010, after the October 2010 air-cargo bomb plot, the Department of Homeland Security announced a restriction on ink and toner cartridges weighing 16 ounces (453 g) or more aboard passenger aircraft. The restriction covered both carry-on and checked baggage, according to John S. Pistole’s statement to the U.S. Senate Committee on Commerce, Science, and Transportation and the Government Accountability Office’s account of the measure.
The headline “TSA Bans Ink/Toner Cartridges From Airline Passengers; Wi-Fi Future Uncertain” appeared on November 9, 2010. It describes that historical development, not a new 2026 TSA action.
Are printer ink and toner cartridges allowed now?
TSA’s current public Printer Ink entry says printer ink is allowed in both carry-on and checked baggage. It does not state the historical 16-ounce threshold. TSA also says, “The final decision rests with the TSA officer on whether an item is allowed through the checkpoint.”

That general TSA listing does not settle every route or airline restriction. For example, British Airways’ current restricted and prohibited items guidance says ink or toner cartridges over 453 g (16 oz) are completely forbidden on flights to or from the U.S. The public guidance therefore differs in specificity: TSA’s item page gives no weight limit, while British Airways publishes one for those routes. The available public information does not establish a definitive current TSA-wide enforcement status for the historical threshold.
- For a small cartridge, TSA’s public listing indicates printer ink is allowed in either baggage type, subject to the officer’s decision and any applicable carrier or route rules.
- For a cartridge at or above 16 ounces (453 g), check directly with TSA and the operating airline before departure; do not assume the historical restriction has either disappeared or applies identically across all carriers.
U.S. and Canadian rules are not interchangeable
For travel subject to Canadian screening, the Canadian Air Transport Security Authority (CATSA) lists ink or toner cartridges as allowed, with separate carry-on limits based on contents. Its guidance gives a 350 ml total limit for powder or granular toner in carry-on baggage and a 100 ml limit for a liquid ink cartridge container. These are volume limits for Canadian carry-on screening, not the 16-ounce mass threshold described in the historical U.S. materials.

| Authority or guidance | Carry-on | Checked baggage | Limit or qualification |
|---|---|---|---|
| TSA, current Printer Ink listing | Allowed | Allowed | No weight threshold stated on the item page; final checkpoint decision rests with the TSA officer. |
| British Airways, flights to or from the U.S. | Cartridges over 453 g (16 oz) are forbidden | Carrier guidance applies to the stated routes. | |
| CATSA, Canada | Allowed, subject to contents limits | Allowed | Carry-on powder or granular toner: 350 ml total. Liquid ink cartridge container: 100 ml. |
CATSA’s ink or toner cartridge guidance is specific to Canadian screening; it should not be used as a substitute for TSA or airline rules on a U.S. itinerary.
Was TSA considering an in-flight Wi-Fi ban?
The November 9, 2010 HotHardware article described a possible ban on in-flight Wi-Fi as a rumor. The article did not report an adopted prohibition, and the available government records cited for the cartridge restriction do not establish a formal Wi-Fi ban proposal. There is no basis here to say that passengers faced a TSA Wi-Fi prohibition.
