Yes. HP and Dell are diversifying parts of their manufacturing and sourcing beyond China, but the available company disclosures do not show either company making a complete exit. HP has added or expanded production in Thailand, Mexico and India while continuing to describe China as a major manufacturing, engineering and innovation hub. Dell’s disclosed network also includes China, alongside facilities and suppliers in several other countries.

What does “moving manufacturing out of China” mean here?

It means shifting or adding some production capacity outside China—not necessarily closing Chinese operations or moving every step of production. A laptop’s components may come from several countries, while its final assembly takes place somewhere else. The country of assembly can vary by model, production run, contract manufacturer and destination market, so a brand name alone does not identify where a particular computer was made.

The evidence supports a partial rebalancing by both companies. Neither of the cited fiscal 2025 company filings gives a current, company-wide percentage of total production relocated from China.

Where does HP make products now?

HP’s fiscal 2025 SEC filing identifies major product-development and manufacturing facilities in Mexico, the United States, Israel, Spain, China, India, Malaysia, Singapore, South Korea and Taiwan. It also says HP relies on Taiwanese manufacturers for notebook computers and on other Asian suppliers for product assembly and manufacturing. The filing therefore describes a distributed network, not a single-country production model.

HP has also described specific additions and shifts. In an August 8, 2024 statement, Chief Supply Chain Officer Ernest Nicolas said that production sites in Thailand and Mexico, together with expanded production in India, had helped reduce exposure to natural and geopolitical challenges. In the same statement, he said HP’s teams in China “are, and will continue to be, one of our most important manufacturing, engineering and innovation hubs.”

At a 2025 Citi conference, CEO Enrique Lores said HP had completed “that transition” during its third quarter and had moved manufacturing from China to Southeast Asia, Mexico and, to a lesser extent, the United States. That comment describes a transition, but does not establish that all HP production left China or specify what share of total output it covered.

Where does Dell make products now?

Dell’s fiscal 2025 responsibility statement lists its own manufacturing facilities in the United States, Malaysia, China, Brazil, India, Poland and Ireland. It also says Dell uses contract manufacturers worldwide for operational flexibility, cost efficiencies, faster delivery and supply-chain resilience. Its fiscal 2025 annual filing identifies China-based suppliers and reliance on third-party manufacturing operations in Thailand and Vietnam. The disclosures show both owned facilities and external manufacturing relationships; they do not quantify the share of Dell products made in each country.

Dell’s filing also identifies products manufactured in or distributed from Mexico. Separately, it reports that roughly 72% of its fiscal 2025 revenue came from the United States. That revenue figure is not a manufacturing statistic and should not be read as the share of Dell production located in the United States.

How do HP and Dell’s disclosed approaches compare?

Comparison HP Dell
China presence China is listed among major product-development and manufacturing locations in HP’s FY2025 SEC filing. HP’s supply-chain chief called it a continuing major manufacturing, engineering and innovation hub in 2024. China is listed among Dell’s owned manufacturing locations in its FY25 responsibility statement; Dell’s FY2025 annual filing also identifies China-based suppliers.
Other disclosed locations FY2025 filing: Mexico, United States, Israel, Spain, India, Malaysia, Singapore, South Korea and Taiwan. Annual filing: products manufactured in or distributed from Mexico and third-party manufacturing operations in Thailand and Vietnam.
Owned and contract manufacturing HP identifies its facilities and says it relies on manufacturers in Taiwan for notebooks and other Asian suppliers for assembly and manufacturing. A current owned-versus-contracted production split is not stated in HP’s FY2025 filing. Dell lists its own manufacturing facilities and says it uses contract manufacturers worldwide. A current owned-versus-contracted production split is not stated in Dell’s FY25 responsibility statement.
Tariff-related actions HP CEO Enrique Lores said in 2025 that HP had moved manufacturing from China to Southeast Asia, Mexico and, to a lesser extent, the United States. A current company-wide production percentage tied to tariffs is not stated in the cited HP disclosures. Dell’s FY2025 annual filing says it has taken or may take steps involving supply-chain practices, sources of supply and manufacturing locations to mitigate tariffs. A current company-wide production percentage relocated from China is not stated in the filing.

Why are the companies diversifying?

The stated reasons include tariffs, geopolitical exposure and supply-chain resilience. Adding production options in multiple regions can give a company alternatives if trade rules, political conditions or natural disruptions affect a particular location. HP explicitly linked its additions in Thailand and Mexico and expanded production in India to reducing exposure to future natural or geopolitical challenges. Dell says its use of worldwide contract manufacturers supports resilience, flexibility and delivery objectives, and its annual filing discusses manufacturing-location and sourcing steps to mitigate tariffs.

Omdia reported in June 2025 that HP and Dell had begun relocating portions of production outside China as early as 2023, amid a broader shift toward Southeast Asian PC manufacturing. That reporting provides industry context; the companies’ own filings are more direct evidence of their disclosed locations and policies.

Will tariffs make HP or Dell computers more expensive?

Tariffs can affect the cost and sourcing decisions behind a computer, and Dell says it has taken or may take supply-chain and manufacturing steps to mitigate tariff exposure. But the cited disclosures do not establish a specific price increase for HP or Dell computers, nor do they quantify how any tariff cost would flow through to consumer prices. The impact can depend on the applicable trade rules, the product’s sourcing and destination, and the company’s response.
