No broad high-school teacher-replacement trend has been established. New York City’s 2026–27 policy permits a small number of tightly supervised, time-limited AI pilots for specific activities; it does not install autonomous AI teachers. Other government guidance in the United States, England and Australia likewise emphasizes teacher leadership, privacy, training and evaluation.
What New York City is actually changing
New York City Public Schools’ 2026–27 policy prohibits student-facing generative AI in grades 2K–8, while allowing limited use in approved and vetted high-school programs. The policy affects nearly 600,000 students, or about two-thirds of the city’s public-school enrollment, but that figure describes the overall policy—not the number using the high-school pilots. The mayor’s announcement caps the five high-school pilots at 50,000 students, approximately 5% of the public-school student body.
- Each high school may use the pilots in no more than five classes.
- A trained educator must directly supervise the use.
- The city describes a maximum of 45 minutes of pilot use per student each week.
- The policy period is one school year, 2026–27, followed by evaluation.
Mayor Zohran Kwame Mamdani stated at the announcement: “In no way, shape or form will AI replace student-teacher interaction.” The city also says it will disable or discontinue AI components in more than 38 previously allowed programs that do not meet its new safety and oversight standards. The announcement transcript records those commitments.
The five pilots are tools for particular tasks, not general-purpose teachers
| Program | Stated classroom role | Announced usage limit |
|---|---|---|
| Quill | Supports close reading, text analysis and evidence-based claims in English language arts. | 15 minutes per week. |
| Edia | Provides step-by-step mathematics coaching and asks students to explain their reasoning. | 20 minutes per week. |
| Brisk Teaching | Delivers guided practice through teacher-created activities using teacher-selected texts or videos. | 10–20 minutes once or twice a week. |
| Playlab | Creates assignment-specific applications across subjects and asks students to inspect AI outputs for bias and reasoning. | Two assignments per marking period. |
| Intel AI-Ready Schools | Supports semester-long, cross-subject projects in which students identify community problems and develop AI solutions. | One class period per week. |
These limits are the announced limits for each pilot; the city’s overall policy also describes a 45-minute weekly ceiling. None of the five is described as setting a curriculum independently, replacing a subject teacher, or operating without an educator in the room.

Teachers remain responsible for the parts that determine learning
NYC permits teachers to use AI for instructional planning and operational work when the use meets school safety standards. Student-facing exceptions include assistive technology for students with disabilities, support for multilingual learners and career-readiness programs. Companion chatbots are prohibited across all grades.
Every high-school student is also scheduled to receive two 45-minute AI-literacy modules. The city says they will cover what AI can and cannot do, bias, risks, ethical issues, effects on careers and future skills. This is instruction about AI, not a transfer of teaching responsibility to AI.

In a teacher-led classroom, an educator still sets learning goals, selects material, checks whether an explanation is correct, notices misunderstanding, adapts instruction and decides when an intervention is needed. A pilot tool may provide a prompt, hint, practice item or feedback loop, but the policy places its use inside that human decision-making process.
How other governments are framing school AI
| Jurisdiction and date | What the policy says | Status and scope |
|---|---|---|
| United States Department of Education, July 22, 2025 | Identifies AI-based instructional materials, AI-enhanced high-impact tutoring and college-and-career pathway exploration as proposed priorities. It also highlights privacy, parent and stakeholder engagement, AI literacy, computer science, educator development, personalization and administrative support. | A proposed supplemental grantmaking priority under existing programs, subject to statutory and regulatory requirements; not a final nationwide mandate. Read the federal announcement. |
| England, June 10, 2025 | Guidance says learning should remain teacher-led, teachers should verify AI accuracy and schools must protect personal data. England also announced test beds and £1 million in Contracts for Innovation funding for marking and tailored-feedback tools. | England-specific guidance and support, not evidence of teacher replacement. Read the Department for Education announcement. |
| North Carolina, Session Law 2026-41 | Local boards and specified public-school governing bodies must adopt AI-use policies after reviewing a state model. The model must address AI literacy, student and staff data privacy and security, ethical and acceptable use, and academic integrity. The state Department of Public Instruction must maintain an evaluation framework for generative-AI education tools with annual review. | State law applying in North Carolina; it does not establish national practice. Read the enacted law. |
| Australia, framework reviewed in June 2025 | The national framework is intended to guide responsible and ethical use of generative AI in schools. | A national framework, not a claim that AI has displaced teachers. Read the Australian framework. |
What the available outcome evidence can—and cannot—show
A 2025 preprint about RockStartIT Tutor describes a curriculum-constrained AI tutor used in a digital programming and computational-thinking course with secondary-school students. Its Technology Acceptance Model evaluation involved 13 students and teachers. Participants reported that the system offered a low-stakes way to ask questions and receive scaffolding, while educators saw potential value during independent work. The authors also report prototype limitations, a small sample and the need for longer studies with the target age group. Read the RockStartIT Tutor report.

Those findings concern perceived usefulness and usability. They do not establish improved test scores, durable learning gains, reduced staffing or a causal effect on teacher workload. Likewise, NYC’s announcement says its pilots will be monitored during 2026–27, so independent results from those pilots are not yet available.
Consequently, no reliable figure currently answers how many high-school teachers AI has replaced—because the official material above does not document a replacement count or a comparative, long-term outcome study.

How to tell a support tool from a teacher-replacement claim
When a school or vendor says AI can “teach” a course, examine the operating model rather than the label. These questions separate a supervised aid from an autonomous staffing substitute:

| Who sets learning goals and sequence? | Qualified educator and school curriculum. | Educator, with software assisting selected activities. | Partly or mostly software-defined; exact arrangements vary. |
| Who supervises and intervenes? | Educator continuously. | Educator remains responsible and can intervene. | May rely on remote or occasional human oversight; verify the actual staffing plan. |
| Does the system explain or simply answer? | Teacher diagnoses the student’s reasoning. | Tool may provide hints, practice or feedback selected by the teacher. | Must be tested for error handling, explanations and escalation to a human. |
| Is the subject and age range appropriate? | Set by professional judgment and curriculum requirements. | Constrained by the approved pilot, grade and subject. | Requires independent validation for the specific age, subject and learners. |
| What are the real time and reach limits? | Class schedule and staffing. | Published limits such as NYC’s pilot caps and weekly-use rules. | Claims of unlimited availability should be checked against contracts, capacity and supervision. |
| What happens to student data? | School privacy rules and records policies apply. | Review the tool’s collection, retention, sharing and deletion terms. | Demand documented privacy protections, parental information and security controls before deployment. |
| Is there evidence of learning outcomes? | Use the school’s established assessment system. | Require results from the specific tool and population. | Do not infer effectiveness from demonstrations, acceptance surveys or vendor claims. |
| What is the effect on teachers? | Teachers perform planning, instruction, feedback and pastoral work. | AI may reduce a defined task while adding review and oversight. | Any staffing claim requires measured workload, quality and student-outcome data. |
What schools should verify before expanding a pilot
- Defined instructional purpose: specify the activity, grade, subject and expected student action rather than approving a generic chatbot.
- Human accountability: name the trained educator who supervises use, reviews outputs and handles escalation.
- Privacy and security: document what student information is collected, where it is stored, who can access it and when it is deleted.
- Accuracy controls: require teachers and students to check generated explanations, sources and feedback for errors or bias.
- Accessibility: test support for disabilities, multilingual learners and students with unequal device or connectivity access.
- Academic integrity: set rules for permitted assistance, disclosure of AI use and assessment completed without AI.
- Evaluation: measure learning, participation, teacher time, error rates and unintended effects against a defined comparison—not just satisfaction.
What happens next in New York City
The 2026–27 pilots are a finite policy experiment with a stated evaluation phase. Their results will matter only if the city reports enough detail to distinguish a helpful classroom aid from a staffing substitution: participating students and classes, comparison groups, learning measures, teacher workload, privacy incidents, accessibility outcomes and the amount of human supervision actually provided.

Until those results exist, the accurate description is narrower than the headline: some high schools are testing supervised AI tools for bounded learning activities while governments write rules for privacy, literacy, integrity and evaluation. The evidence does not show that high schools have begun broadly replacing teachers.
