Hawaiʻi’s sea cliffs and rocky shorelines can be dangerous. Vertical drops, slippery rocks, and waves that reach apparently dry viewpoints all pose real hazards. Keep well back from cliff edges and wave-washed areas, obey signs and barriers, check local conditions on the day, and never climb or jump from shoreline cliffs. If someone is swept into the ocean, call 911; do not enter the water to rescue them.
Why Hawaii’s sea cliffs can be dangerous
A scenic lookout can be risky even when it is elevated, dry-looking, or calm at first glance. Waves may reach rocky areas and viewpoints unexpectedly, including through blowholes. Hawaiʻi Ocean Safety identifies wet ground as a cue to use extra care: do not enter the wet rocky zone or approach rocks washed by waves. Apparent calm does not guarantee that the shoreline is safe.
Hawaiʻi State Parks warns that sea cliffs combine vertical drops with large breaking waves and wet, slippery surfaces. A slip near the edge can end in a fall or sweep into the ocean. Algae, moss, and wave wash can also make rocks slick. These are recognized hazards, not a site-specific estimate of how likely an accident is.
Warning signs and cues to take seriously
Read signs before approaching a shoreline, and continue watching the water. Hawaiʻi Ocean Safety explains that posted warnings indicate dangerous conditions; the absence of a sign does not establish that an area is safe.

- Waves break on ledge: Waves can overtop a ledge that appears dry. Keep out of the wet rocky zone.
- Slippery rocks: Treat algae-covered, mossy, or wave-washed surfaces as fall hazards, especially near the water or a drop.
- High surf or strong current: Do not enter the ocean. High surf can affect different shores seasonally.
- No swimming or no diving: Stay out of the water. Shallow or murky water can conceal submerged hazards.
- Sudden drop-off: The water depth can change abruptly, and strong currents may be nearby.
- Closed area, fence, or barrier: Do not cross into the restricted area, even for a better view.

How to visit a coastal viewpoint more safely
- Check conditions for the specific location on the day. Review local surf, weather, beach-hazard information, and access or closure notices. Statewide guidance cannot establish whether a particular site is open or safe right now.
- Follow local instructions. Obey signs, fences, barriers, lifeguard announcements, and directions from the responsible authority. Ask a lifeguard when one is available.
- Keep away from edges and wave exposure. Stay well back from cliff edges, unstable ground, and rocks reached by waves. Face the ocean while near the shoreline so you can watch changing water conditions.
- Do not climb or jump. Hawaiʻi Ocean Safety advises: “Avoid climbing onto rocks, ledges, cliffs, sea groins, crevices or cavernous areas near the shoreline.” Do not jump from cliffs or sea groins: unfamiliar, shallow, or murky water may hide submerged objects.
- Stay away during severe conditions. When severe weather or high/extreme hazard warnings apply, avoid the beach and shoreline until authorities say conditions are safe.

Trail safety is not surf protection
If your route is an open park trail over rough, uneven volcanic terrain, wear sturdy, closed-toe footwear and stay on marked open trails. National Park Service guidance at Hawaiʻi Volcanoes National Park applies to that park and its terrain; it is not a statewide rule for every sea cliff. Footwear and trail discipline help with rough ground, but they do not make cliff edges, wave-exposed rocks, or closed areas safe.

- Call 911 and give the location as clearly as you can.
- Move to a safe place away from the cliff edge and waves, then wait for help.
- Do not jump or wade in after the person. An attempted in-water rescue can create another emergency.
To identify staffed beaches, consult Hawaiʻi Ocean Safety’s List of Lifeguarded Beaches in Hawaii; check local information for current staffing and conditions.
